About this file
This is a Buy American Certification document issued by the Kenton County Airport Board for the Concourse A Ramp Level Office Upgrades project at Cincinnati/Northern Kentucky International Airport in Kentucky. The document outlines compliance requirements with 49 USC 50101, which mandates that all steel and manufactured goods used in Airport Improvement Program (AIP)-funded projects must be produced in the United States, unless the Federal Aviation Administration has issued a waiver, the product is listed as an Excepted Article, Material or Supply in Federal Acquisition Regulation subpart 25.108, or is included on the FAA Nationwide Buy American Waivers Issued list. Bidders must complete and submit the certification statement with their proposal, selecting one of four mutually exclusive compliance options: installing only U.S.-produced steel and manufactured products; installing only U.S.-manufactured construction materials as defined; installing products with FAA-issued waivers; or installing products listed as excepted articles or materials. A pre-bid meeting and site visit will be held on Wednesday, April 1, 2026 at 10:00 am at CVG Airport. Questions are due by 11:59 pm on Friday, April 17, 2026, with answers posted by Tuesday, April 21, 2026. Bids must be received by Thursday, April 30, 2026 at 2:00 pm.
The project scope encompasses approximately 20,000 square feet of renovation work on the Ramp Level of Concourse A, including the establishment of a permanent Emergency Operations Center, expansion of a gathering space, enhancements to the Housekeeping Department office suite and restrooms, and finish upgrades to vacant offices. The project requires phased construction to maintain operational continuity while approximately 50 percent of the space remains occupied during renovation. Bidders selecting any certification option agree to provide evidence documenting the source and origin of steel and manufactured products and to faithfully comply with U.S. domestic product requirements. Those unable to meet the 100 percent Buy American preference may qualify for a Type 3 waiver under 49 USC 50101(b) by submitting formal waiver requests with supporting documentation within 15 calendar days of selection as the responsive bidder. Type 2, 3, and 4 waivers require specific documentation including content percentage worksheets, final assembly questionnaires, market research records, component cost analyses, and comparable bid comparisons. False certifications are subject to prosecution under Title 18, United States Code.

PROJECT NAME
BUY AMERICAN CERTIFICATION –
EQUIPMENT/BUILDING PROJECTS
The contractor shall comply with 49 USC § 50101, which provides that Federal funds may not be obligated unless all steel and manufactured goods used in AIP-funded projects are produced in the United States, unless the FAA has issued a waiver for the product; the product is listed as an Excepted Article, Material Or Supply in Federal Acquisition Regulation subpart 25.108; or is included in the FAA Nationwide Buy American Waivers Issued list.
