About this file

This is a technical specifications document for the Concourse A Ramp Refresh Renovation project at Cincinnati/Northern Kentucky International Airport (CVG), prepared for the Kenton County Airport Board. The project encompasses approximately 20,000 square feet of renovation work on the ramp level of Concourse A, including selective demolition, interior finishes, mechanical systems, plumbing, fire suppression, electrical work, and specialty installations such as signage, toilet compartments, and solid surface countertops. The scope of work requires coordinated phasing to maintain operational continuity in occupied spaces, including the Emergency Operations Center, SAMS conference room, Housekeeping Department offices, and restroom facilities. Key work components include hollow metal doors and frames, gypsum board installation, ceramic and carpet tile flooring, interior painting, acoustical ceiling panels, resilient base, plumbing fixtures and piping systems, HVAC systems with testing and balancing, fire suppression installation, and building accessories. A mandatory pre-bid meeting and site visit occurred on April 1, 2026, with written questions due by April 17, 2026, and sealed bids required by April 30, 2026 at 2:00 pm Eastern Time. Contract award was anticipated for May 26, 2026, with a contract duration of 212 calendar days and work commencement required within 10 days of the Notice to Proceed.

The estimated project cost is approximately $951,000, with construction and installation costs of $790,000 plus contingency, design, force labor, and miscellaneous costs. Mobilization is capped at 10 percent of the total project cost. The project is federally funded under the Airport Improvement Program and subject to Buy American Act compliance requiring U.S.-produced steel and manufactured goods unless an FAA waiver applies. Bidders must provide a proposal bond of 5 percent of the total bid amount and, upon award, furnish performance and payment bonds each equal to 100 percent of the contract price. All project personnel require airport identification badges at $44 per badge, and a $500 key deposit is required. Liquidated damages are assessed at $500 per day for delays. The project requires contractors with specific qualifications including airport SIDA experience within the past five years, eligibility for airport badging, compliance with FAA and TSA security requirements, and demonstrated ability to implement safety briefings and quality control programs on similar projects. Federal civil rights requirements apply, including Title VI of the Civil Rights Act of 1964, Equal Employment Opportunity requirements, nonsegregated facilities certification, and affirmative action obligations. The procurement encourages disadvantaged business enterprise participation.
