About this file
This is a Non-Debarment or Suspension Certification document required by the Kenton County Airport Board for the Concourse A Ramp Level Office Upgrades project at Cincinnati/Northern Kentucky International Airport. Bidders must certify under penalty of perjury that they and their principals are not presently debarred, suspended, proposed for debarment, or declared ineligible by any federal department or agency; have not been convicted of fraud or criminal offenses related to public transactions within the three-year period preceding the proposal; are not presently indicted for relevant offenses; and have not had public transactions terminated for cause or default within three years. The certification requires bidders to disclose any exceptions and provides that false information may result in criminal prosecution or administrative sanction. Bidders unable to certify to any statements must list exceptions with the initiating agency and dates of action, and must contact the Sponsor to discuss exceptions prior to contract award.
The certification must be completed and signed by an authorized representative of the bidding contractor and notarized. The document serves as a compliance requirement under 49 CFR Section 29.510 and is mandatory for participation in this federally-funded Airport Improvement Program project. Exceptions noted will be considered in determining contractor responsibility but will not necessarily result in denial of award. This certification applies to all contractors bidding on the approximately $951,000 Concourse A renovation project with a contract timeline of 212 calendar days and liquidated damages of $500 per day for delays.
