About this file
This request for proposal solicits bids for the construction of a multi-story housing tower and attached common area wing at the US Naval Supply Systems Command in Guam. The project includes single-occupancy housing units, common areas, and support spaces in the BOQ structure, as well as a detached utility building. Interested parties must submit pricing terms by the response date of December 17, 2021 to be considered for the award, which is expected to be between $100-150 million. The Navy will evaluate proposals and intends to award the construction contract, designated N62742-21-R-1334, for work to be completed by a single prime contractor.

6. For SLIN 000202: For evaluation purposes only, in the event of a discrepancy between the extended price for the HAR and the actual calculation of the HAR percentage proposed multiplied by the Government Estimated Amount, the Government will use the percentage proposed and will adjust your proposal accordingly.
7. The following notes apply to CLIN 0002 for Furniture, Fixtures and Equipment (FF&E):
a. Government Estimated Amount for FF&E. The Government Estimated Amount for FF&E, as shown above (CLIN 000201), includes the material cost, freight and installation charges. The Government Estimated Amount has been identified to provide Offerors with the projected magnitude of effort for FF&E. The total CLIN 0002 amount shall include all costs to procure, install and store the Furniture Fixtures and Equipment and includes the Prime Contractor’s proposed Handling and Administrative Rate (HAR).
b. Prime Contractor Handling and Administration Rate (HAR). Offerors may propose a HAR fee in CLIN 000202, up to but not to exceed 5%, for the handling and administration of the FF&E. This fee will account for all administrative costs;
overhead; bonding fees, if any; administration of subcontractors; profit; and any other costs associated with and related to the coordination and processing of the procurement and installation of the FF&E. The prime contractor’s proposed HAR mark-up will be applied to the Government Estimated Amount to derive a total proposed price for CLIN 0002.
c. The prime contractor’s HAR percentage rate will be incorporated into the contract as proposed and will not be adjusted regardless of fluctuations in the Government Estimated Amount. The HAR is a fixed percentage rate that will be utilized in calculating the final price for the planned modification. When the final FF&E package is priced, the contractor’s proposed HAR percentage rate, as incorporated into the contract, will be applied to the selected supplier/vendor’s quote to arrive at a total proposed price for final negotiation of the planned modification.
d. It is anticipated that a planned modification will be awarded at least six months prior to the completion of the work. The planned modification will be issued after receipt of appropriate funding. A minimum of six months is required for the contractor to purchase, deliver and install the FF&E without impacting the overall completion date of the project. No schedule extensions will be granted if the planned modification is awarded at least six months prior to the contract completion date. If the Government decides to negotiate and award the planned modification less than six months prior to the contract completion date, the contractor may be entitled to a contract extension.
8. DFARS 252.247-7023, TRANSPORTATION OF SUPPLIES BY SEA. Within 30 days of each shipment, the Contractor is required to provide an electronic copy of the carrier’s bill of lading to the Contracting Officer and to MARAD via email. MARAD email: mark.e.williams@dot.gov. In addition, the Contractor shall notify the Contracting Officer when oceanic shipments have been initiated within 3 working days of shipment.

1.4 QC PROGRAM REQUIREMENTS
Establish and maintain a QC program as described in this section. This QC program is a key element in meeting the objectives of NAVFAC Commissioning.
The QC program consists of a QC Organization, QC Plan, QC Plan Meeting(s), a Coordination and Mutual Understanding Meeting, QC meetings, three phases of control, submittal review and approval, testing, completion inspections, QC certifications, independent Special Inspections in accordance with Section 01 45 35 SPECIAL INSPECTIONS, and documentation necessary to provide materials, equipment, workmanship, fabrication, construction and operations which comply with the requirements of this Contract. The QC program must cover on-site and off-site work and be keyed to the work sequence. No construction work or testing may be performed unless the QC Manager is on the work site. The QC Manager must report to an officer of the firm and not be subordinate to the Project Superintendent or the Project Manager. The QC Manager, Project Superintendent and Project Manager must work together effectively. Although the QC Manager is the primary individual responsible for quality control, all individuals will be held responsible for the quality of work on the job.
1.4.1 Commissioning
Commissioning is a systematic process of ensuring that all building systems meet the requirements and perform interactively according to the Contract.
The QC Program is a key to this process by coordinating, verifying and documenting measures to achieve the following objectives:
a. Verify and document that the applicable equipment and systems are installed in accordance with the design intent as expressed through the Contract and according to the manufacturer's recommendations and industry accepted minimum standards.
b. Verify and document that equipment and systems receive complete operational checkout by the installing contractors.
c. Verify and document proper performance of equipment and systems.
d. Verify that Operation and Maintenance (O&M) documentation is complete.
e. Verify the Training Plan and training materials are accurate and provide correct instruction and documentation on the critical elements of the products, materials, and systems in the constructed facility.
Verify that all identified Government operating personnel are trained.
f. Verify and document that all contract requirements for commissioning are met.
1.4.2 Acceptance of the Construction Quality Control (QC) Plan
Acceptance of the QC Plan is required prior to the start of construction.
The Contracting Officer reserves the right to require changes in the QC Plan and operations as necessary, including removal of personnel, to ensure the specified quality of work. The Contracting Officer reserves the right
SECTION 01 45 00.00 20 Page 3 to interview any member of the QC organization at any time in order to verify the submitted qualifications. All QC organization personnel are subject to acceptance by the Contracting Officer. The Contracting Officer may require the removal of any individual for non-compliance with quality requirements specified in the Contract.
1.4.3 Preliminary Construction Work Authorized Prior to Acceptance
The only construction work that is authorized to proceed prior to the acceptance of the QC Plan is mobilization of storage and office trailers, temporary utilities, and surveying.
1.4.4 Notification of Changes
Notify the Contracting Officer, in writing, of any proposed changes in the QC Plan or changes to the QC organization personnel, a minimum of 10 work days prior to a proposed change. Proposed changes are subject to acceptance by the Contracting Officer.
1.4.5 Special Inspections
Perform all required Special Inspections per Section 01 45 35 SPECIAL INSPECTIONS, the statement of Special Inspections and the Schedule of Special Inspections.
