PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-21-R-1334
J-023 BACHELOR OFFICER QUARTERS-A,
US NAVSUPPACT MCB, GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
1. Referenced form beta.SAM.gov, in the Description it stated that “The in-person site visit is cancelled”. But the RFP document “N62742-21-R-1334+Front+End”, page 25-26, 1.21 FAR 52.236-27, SITE VISIT (CONSTRUCTION) (FEB 1995) states that “(b) a one-time site pre-proposal site visit has been scheduled for January 12, 2021 0900, ChST”. Please clarify if the site visit is cancelled?
RESP: Yes, see Amendment 0001.
2. Since the site visit won’t be in any of the three bases on island, I wonder what base credential is required. Currently, our two attendees for the site walk already have access to Andersen Air Force Base, Naval Base Guam and NCTC. Please clarify if they still need to complete all the site visit forms attached in the RFP besides providing their names.
RESP: The in-person site visit is cancelled. Instead, we will be issuing photos of the site. See Amendment 0001.
3. The camera pass issued with the pre-solicitation lists RFP N62742-20-R-1317 P-317 Combined EOD Compound as the project. Will you be issuing a corrected form to reflect J-023
BOQ-A?
RESP: The in-person site visit is cancelled. Instead, we will be issuing photos of the site. See Amendment 0001.
4. Many of the drawing sheets issued with the solicitation were marked “conceptual and not released for construction”; can we expect to receive scaled full size construction drawings?
RESP: Markings “Drawings are conceptual and not released for construction” will be removed after the Government receives the site specific geotechnical and topographic surveys. Base bids on the drawings as provided. The civil drawings are based on information obtained from the J- 001B project.
5. Spec section 01 14 00, Missing pages, In the RFP documents provided, it appears spec section 01 14 00 “Work Restrictions” is incomplete. If so, please provide page 5 and onward to complete the section
RESP: Section 01 14 00 is replaced in its entirety. See Amendment 0002.

RESP: See Amendment 0002.

Please provide sheets with the pertinent information. Additionally, the sheet numbers in the index do not match the sheet number on the drawing sheets.
RESP: The design is based on J-001B’s grading design. Base bids on the design provided.
Drawing index will be revised. See Amendment 0002.
8. RFP Drawings B-101 to B-108, Boring Drawing Sheets, The RFP drawing sheets B-101 to B- 108 contain no information. Please provide approved for construction sheets for the boring drawing sheets
RESP: The design is based on J-001B geographical information in the vicinity of the project site. Base bids on the design provided.
9. RFP Drawings CD101 to CU605, Civil Drawing Sheets, The drawings contained in the RFP are noted as “Conceptual and not released for construction” and appear to be scanned with much of the sheets being illegible. Being that the quantity and scope of the civil components of this project are vast and more complex than the typical projects on the Camp Blaz site, we respectfully ask for approved for construction sheets with legible lines and wording as soon as possible.
RESP: Base bids on the drawings provided. The civil drawings are based on information obtained from the J-001B project. DWGS CD101 to CU605 will be re-issued. See Amendment 0002.

28. Request for Extension to Proposal Due Date. The absence of a complete and legible set of civil drawings categorized as “approved for construction’ is impeding the preparations of quantity takeoffs and the resultant outreach for vendor and subcontract quotes. The preparation period is further impacted by the travel restrictions to/from Hawaii imposed by the COVID pandemic. Delivery of the tender package requires the Offeror to submit ahead of time via express mail as appose to hand deliver on the due closing date.
QUESTION:
Given these challenges we respectfully request that the Proposal Due Date be extended by four weeks.
RESP: Response is deferred.

Little more is said thereafter to describe the contribution of the contractor’s interior designer in the procurement & installation of the FF&E package beyond attendance at the two punch list site visits. The following para 1.3, General Requirements, infers that NAVFAC’s interior Designer/Collateral Equipment Manager shall develop the final FF&E package.
QUESTION:
Is the Prime Contractor required to engage the services of an Interior Designer? If so, please provide a description of their role & responsibility in order to facilitate a realistic cost assessment.
