PRE-PROPOSAL QUESTIONS & ANSWERS

RFP N62742-21-R-1334

J-023 BACHELOR OFFICER QUARTERS-A,

US NAVSUPPACT MCB, GUAM

NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.

146. Reference Spec Section 09 65 00, Para 2.1 in regards to the overall thickness of the Luxury Vinyl Tile. This paragraph states that the overall thickness of these tiles are to be 5 mm. This conflicts with the Material Finish Legend on Drawing A-621, which states the material thickness is 2.5 mm. According to the manufacturer, these specified materials do not come in 5 mm thickness, only 2.5 mm thickness. Please clarify that the 2.5 mm thickness is correct.

RESP: Revised specification to match drawing. See Amendment 0009.

147. Reference Spec Section 09 65 00, Para 2.1. This paragraph states to provide a “factory protective finish…”. Para 3.8 states to “…apply the recommended number of coats and type of finish in accordance with the manufacturer’s written instructions”. The factory protective finish as listed in Para 2.1 “enhances cleanability and durability” of this Luxury Vinyl Tile product that is noted on the Material Finish Legend on Drawing A-621. According to the manufacturer, adding an additional finish coat is optional. Please confirm that a field applied floor finish will not be required as this is optional per the manufacturer and not required.

RESP: Apply two coats of factory protective finish. See Amendment 0009.

148. Reference Material Finish Legend on Drawing A-621 in regards to LVT-2. The width indicated (305 mm or 12”) is not available per the manufacturer. The only available width for this product is 102 mm (or 4”). Please clarify.

RESP: Revised to 102mm width on A-621. See Amendment 0009.

149. Reference Material Finish Legend on Drawing A-621 in regards to LVT-3. The width indicated (229 mm or 9”) is not available per the manufacturer. The only available width for this product is 184 mm (or 7.25”). Please clarify.

RESP: Revised to 184mm or 7.25" width on DWG A-621. See Amendment 0009.

DEPARTMENT OF THE NAVY

NAVAL FACILITIES ENGINEERING SYSTEMS COMMAND, PACIFIC

258 MAKALAPA DRIVE, SUITE 100

JOINT BASE PEARL HARBOR HICKAM, HAWAII 96860-3134

150. Reference Material Finish Legend on Drawing A-621 in regards to LVT-1. The length indicated (1219 mm or 48”) is not available per the manufacturer. The only available length for this product is 915 mm (or 36”). Please clarify.

RESP: Confirmed with manufacturer that this product is available in 1220mm.

151. Reference Spec Section 09 30 10, Paragraph 2.5 in regards to the 5 mm acoustical mat required under hard tile locations on the 2nd thru 5th floors. The only locations that have hard tile on these floors are in the Unit Toilets. In Para 2.6 of the specs, this requires a waterproofing membrane under these same tile floors. Would it be acceptable to provide an acoustical mat that is 76 mil (2mm, not 5mm) that is flexible, lightweight, load bearing, fabric-enforced that will provide sound reduction, crack isolation, vapor management, waterproofing, exceeding the Delta IIC rating of 20 db and meeting ANSI 118.2 in lieu of applying BOTH a waterproofing membrane AND an acoustical mat in these locations?

RESP: Yes, it is acceptable to provide a combined layer to meet both waterproofing and acoustical requirements. See Amendment 0009.

152. Reference Drawing A-135 and Drawing A-631 in regards to the finishes at Zone C Penthouse Level. Please clarify what the Floor, Base, Wall and Ceiling Finishes are for:

A. Stair S02

RESP: Refer to 'Stair 2' on Room Finish Schedule A-631 for finishes.

B. Machine Room-601

RESP: Refer to 'Elevator Machine Room' on Room Finish A-631 for finishes.

C. Corridor 602

RESP: Revised Room Finish Schedule A-631 to include 'Corridor (Penthouse)' finishes. See Amendment 0009.

153. Reference Drawing A-135 and Drawing A-631 in regards to the finishes at Zone C Penthouse Level. Please clarify if the Partition Types 10A and 8A are to receive Veneer Plaster on this level.

RESP: Veneer plaster to be excluded at penthouse level areas, including stairs, machine room, and bulk storage. See Amendment 0009, revisions to DWG A-621.

154. Reference Drawing A-631 Finish Legend and Drawing IN111-1ST Flr Finish Plan North in regards to room 101A-Multipurpose. The Finish Plan shows HT-2 as the floor finish in a pattern utilizing two sizes of tile whereas the Finish Legend shows HT-2 to be 305 mm x 610 mm (12” x 24”). Part of this floor pattern seems to incorporate a tile size of 3” x 24”. Is the intent for the 12” x 24” tile to be cut down to the 3” x 24” size, which will result in higher costs to do the labor involved in performing this? Please clarify, as this HT-2 tile is not available in 3” x 24” size.

RESP: Revised to 305mm x 610mm. See Amendment 0009.

155. Reference Drawing A-631 Finish Legend and Drawings IN111 and IN112-1ST Flr Finish Plans in regards to the corridors. The Finish Plans shows HT-2 & HT-3 as the floor finish in a pattern utilizing two sizes of tile. The Finish Legend shows HT-2 AND HT-3 to both be 305 mm x 610 mm (12” x 24”). Part of this floor pattern seems to incorporate a tile size of 3” x 24”. Is the intent for the 12” x 24” tile to be cut down to the 3” x 24” size, which will result in higher costs to do the labor involved in performing this? Please clarify, as this HT-2 and HT-3 tile is not available in 3” x 24” size.

RESP: Revised to 305mm x 610mm. See Amendment 0009.

156. Notice No. 3 item 57 and Amendment 0004, page 4 of 7, item 10, Water Softener Design.

COMMENT: There is a significant need for this additional RFI. The water softener dimensions provided on the reply to RFI # 57 are incompatible with the recently revised specifications Section 22 31 00. The water softener capacity and operation also need to be specified with regards to allowing hard water bypass or not and the acceptable pressure reductions through the system during service and regenerations. This is not detailed in the specifications or the drawings.

QUESTIONS:

1. The previous RFI # 57 response indicated that the four (4) media and brine tanks must fit into the width of 2743 mm (108”). This would allow space for four (4) tanks each with a maximum tank diameter of 610 mm (24”) with a 101 mm (4”) space between each tank.

However, based on the latest revision of Section 22 31 00 as shown in the Amendments of Solicitation/ Modification of Contract document dated 23-Feb-2021 titled “RFP N62742-21- R-1334”, the revised specifications state: “Softener tank shall be a minimum of 1000 mm in diameter …”

Please confirm if the softener tank diameters are to be a minimum of 1000 mm as specified in the latest revision of Section 22 31 00, Paragraph 2.2.2 Softener Tank, or if they should be only 610 mm (24”) as dictated by the RFI #57 response.

RESP: Brine tank diameter shall be 610 mm (24”). See Amendment 0009.

2. For the softener system operation, please state if HARD water will be allowed into the building by design during regenerations and other requirements, specifically:

o When one (1) of the four (4) water softeners is regenerating, should that regenerating water softener automatically bypass HARD water to the building to maintain the normal flow rate of 260 GPM as specified in the RFI # 58 Response?

RESP: Hardwater shall not be allowed to flow to the building. See Amendment 0009.

o If no HARD water bypass is to be allowed during softener regeneration, what is the maximum allowable pressure drop at 260 GPM for the remaining two (2) or three (3) softeners?

RESP: 15 PSI maximum allowable pressure drop. Correction to DBP-1 also included as part of this response. DBP-1 pumps changed to 130 GPM at 100 ft. see Amendment 0009.

o How many of the four (4) water softeners will be allowed (by automatic softener control) to regenerate simultaneously, one, two, three or all four?

RESP: See Amendment 0009.

o Is a regeneration to be initiated immediately upon exhaustion of the resin in a tank based on the gallons used as recorded by the tanks unique water meter?

RESP: Yes, but it shall have an adjustable delay. See Amendment 0009.

Neither Drawing P-601 nor the specifications Section 22 31 00 indicate the capacity required for each softener tank which is critical for design. A 610 mm (24”) diameter water softener typically has 8 to 10 cubic feet of resin media. What is the cubic feet of resin capacity or the maximum grains capacity required per tank?

RESP: See Amendment 0009.
