PEARL HARBOR, HI 96860-3134
Notice No. 4 01 March 2021
PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-21-R-1334
J-023 BACHELOR OFFICER QUARTERS-A,
US NAVSUPPACT MCB, GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
64. Drawing A-601 & Spec.08 14 00 para. 2.1.3, Bi-Fold Doors Type C & D.
a. Are the bi-fold doors supposed to be the same species as the other wood swing doors? As quoted by our vendor, “hardboard grade doesn’t make much sense, bi-folds are usually wood, and bi-fold openings don’t require hollow metal frames “.
RESP: Bi-fold doors revised to 38mm birch wood doors with wood frames. See Amendment 0004.
b. The doors are shown as 44mm thickness in ref. drawing A-601 while specification 08 14 00 para. 2.1.3 specify 35mm thickness. Please clarify.
RESP: Door thickness is 38mm. See forthcoming amendment.
65. SF1442, MEC/MPPEH – Unit Price Method of Measurements. COMMENT: The Governments Price Proposal Schedule contains CLIN 0001AB to address the need to perform full MEC Clearance ahead of construction should MEC/MPPEH be encountered. The stipulated method of measurement is by acre and is applied to fractions thereof (0.2 acres).
The Offeror’s grading computation indicates that the disturbed area (area of cut) wherein the potential of encountering MEC is the greatest is larger than the quantity entered against the CLIN. This gives rise to the question whether the government’s quantity is notional or estimated.
Also, how would the unit rate apply if full clearance becomes necessary and is conducted in multiple lifts within the same measured footprint?
QUESTION: Would the government please clarify whether the unit of measure is to apply to the surface area only regardless of the number of lifts necessary to reach bedrock or the grading limits within that same area?
RESP: Government’s intent is to have a unit of measure that relates to volume, not surface area.
The SF1442 will be revised. See forthcoming amendment.
66. Please advise if downspouts are to be stainless steel or PVC. Exterior Finish Schedule on Sheet A-204 calls out downspouts to be stainless steel; however, Detail 5/A-511 calls out for PVC downspouts.
RESP: DWG A-204 will be revised to match Detail 5/A-511. See forthcoming amendment.
67. Please provide width of the linen cabinet in the Accessible Living Units.
RESP: Width will be added to Detail 7/A-533. See forthcoming amendment.
68. Please advise if corner guards are required at exposed outside corners in the Living Units.
RESP: Corner guards are not required at the exposed outside corners within the living units.
Provide vinyl bead at all exposed outside corners in the living units. See forthcoming amendment.
69. Please confirm that Note 1 under Acoustical Door Notes on Sheet A-605 only applies to STC-rated doors and that HM frames that are not STC-rated do not need to be filled with mineral wool or grout.
RESP: Confirmed. See forthcoming amendment.
70. Please advise if an access panel is needed near the exhaust fan in each Living Unit. None are currently shown on the Mechanical Drawings or Typical Floor Plans for the living units.
RESP: Access panels are not required for exhaust fans in each living unit. Units shall be accessed through the face of the unit.
71. Spec Section 10 71 13.13 Paragraph 1.5 notes that the storm shutters should be able to meet a wind load requirement of 671 kPa. Please confirm this wind load should be lower and please provide revised requirement.
RESP: Section 10 71 13.13, Paragraph 1.5 will be revised. See forthcoming amendment.
72. Spec Section 10 71 13.13 Paragraph 1.5 provides the maximum allowable deflection for the storm shutters. To meet this requirement, vertical bracing would need to be installed approximately every 4’. As some panels of glass are greater than 4’ wide, in these instances, the bracing cannot be aligned with the window frame which would create aesthetic issues. Also, bracing would need to use HSS steel tubes that may not fit in the gap shown between the shutter and window frame on details from Sheet A-504. Additionally, if removable bracing is used to meet this requirement, installation of the bracing to prepare for incoming storms would require extensive labor due to the quantity of windows and aerial lifts would be needed to install the bracing on windows above the ground floor. Please confirm that the requirement for the maximum allowable deflection can be removed. Shutters that meet the wind load requirement will still be provided.
RESP: Deflection requirement will be removed. See forthcoming amendment.
73. Detail 4/A-542 shows gypsum board ceilings using two layers of drywall. Details on Sheet A-503 show the gypsum board ceilings using one layer of drywall. Please advise how many layers of drywall to be used for gypsum board ceilings.
RESP: Detail 4/A-542 will be revised. See forthcoming amendment.
74. Please advise if interior walls for rooms at the Utility Building need to be finished with a veneer plaster.
RESP: Not required. See forthcoming amendment.
75. Civil drawings provided in Amendment – 02 are not legible, especially the site plans and enlarged grading plans. Please provide civil drawings set that is more legible.
RESP: Drawings that were not amended by Amendment 0004 were re-issued by Amendment 0004.
76. Drainage Lines shown on Grading and Drainage plans CG101 do not have profile and Grated inlets does not have Top and Inv Elevations. Please provide profiles for drain lines and Top and invert Elevations for Drain Inlets.
RESP: See response to Q35. The tables on RFP Drawing CG601 provide all rim and invert elevations. Refer to grading sheets to compare existing and finish contours.
77. Doors 103, 106, and 116 are all shown as flush aluminum doors in the door schedule with an aluminum frame and shown with a sidelight, as indicated on the floor plans. The frame details referenced in the door schedule (6, 8/A-501) show what appears to be a storefront frame. Are these openings to be aluminum storefront door and frame?
RESP: Details will be revised. See forthcoming amendment.
78. For Doors 101B, 101C, X01, and X01A, remark # 4 in the door schedule and on sheet A-605 calls for “Door and Frame Protection”. The note in HW Set # 7.0 states “Verify Total Door Thickness After Adding Door and Frame Protection.” What does is this protection refer to?
RESP: Section 10 26 00 will be revised. See forthcoming amendment.
79, For Doors 101, 101C, 109, 119, and 122, these doors are shown with a card reader in the TY-drawings. There is no electrified hardware listed in the hardware sets for each of these doors. Please confirm if they are to be electrified or not.
RESP: Door hardware set will be revised. Card reader requirement for Door 101C will be deleted. See forthcoming amendment.
80. Please provide missing information from the Door Schedule for Doors 602 and 605.
RESP: See response to RFI 62 and Amendment 0004.
81. Drawing P-727 indicates the water supply to the water softeners to be 25.8 LPS (1,548 LPM or 409 GPM). However, on drawing P-601 the Water Softener Schedule indicates the WST-1 to have a flow rate of only 16.4 LPS (984.2 LPM or 260 GPM). The specified water softener WST-1 flow rate is 35% lower than the specified building flow rate. If the WST-1 specification is followed, it appears the water softeners will not have a sufficient flow rate to accommodate the rated flow of the building. The Water Softener Flow Rate specification should be increased to at least 25.8 LPS (1,548 LPM or 409 GPM). Please confirm the water softener flow rate specification will be increased to 1,548 LPM.
RESP: Provide as indicated on DWG P-601. See Amendment 0004.
82. The Water Softener Schedule for WST-1 on Drawing P-601 indicates the length of the water softener system to be only 2,743 mm (108”). This appears to be insufficient space to install four
(4) Media Tanks and four (4) Brine Tanks as specified. Please inform the actual allowable space for the water softener system.
RESP: See response to RFI 57.
83. Specifications Section 22 31 00 Part 2.2.2 Softener Tanks. In this section it states: “Tank shall be of buttwelded steel construction conforming to the ASME BPVC SEC VIII D1.” “Tank shall be constructed of corrosion resistant FRP construction conforming to NSF/ANSI 61.” The softeners are specified as both ASME Code Steel tanks and fiberglass tanks. Fiberglass tanks upstream of the three (3) DBP pumps would be a concern as fiberglass vessels are not typically designed for vacuum conditions. ASME Code steel tanks are the most durable. Please confirm the softeners will be ASME Code Steel tanks.
RESP: See response to RFI 59 and Amendment 0004.
84. Please advise if commissioning authority for the fuel system referenced in Spec Section 33 52 10 will be provided by the Government.
RESP: Fuel system commissioning shall be provided by the contractor as required by Section 33 08 55. See forthcoming amendment.
85. Window callouts on Sheets A-123 to Sheets A-125 for 2nd thru 5th Floor Plans do no match Sheets A-201 and A-202 which show the exterior elevations. Please advise which drawing to follow.
RESP: See Amendment 0004.
86. The Window Schedule on Sheet A-611 calls out for storm shutters at Windows A, B, C, and D. For the rest of the windows, no shutters are called out on the Window Schedule, however, the details reference for the headers, jambs, and sills show storm shutters for these windows. Please advise which drawing to follow.
RESP: Storm shutters have been added to all window types on DWG A-811. See forthcoming amendment.
87. Specification 03 30 00 lists various supplementary cementitious material and admixtures such as Fly Ash, Slag cement. Please confirm that use of those material is at Contractor’s option.
RESP: Confirmed. The supplementary admixtures may be used at the contractor’s discretion.
The proposed material shall meet all performance requirements in the drawings and specifications. See forthcoming amendment.
88. Specification 01 45 00 1.5.10 indicates that the contractor is required to provide Underwater QC (UWQC) team at the work site to perform underwater surveillance and inspection. There seems no underwater work involved in this project. Please confirm that the requirement was mistakenly inserted and should be deleted.
RESP: Section 01 45 00.00 20 will be revised. See forthcoming amendment.
89. Specification 01 45 00 1.5.8 indicates that the Contractor is required to provide submittal reviewer, but the table showing the requirement is blank. Please clarify it or confirm that all the submittal shall be reviewed by the submittal reviewers or not. If the submittal reviewer is required only on a certain trade, please provide the table.
RESP: Section 01 45. 00.00 20 will be revised. See forthcoming amendment.
90. Specification 014500, 1.5.5 indicates that the Contractor is required to provide QC specialist. The associated table in the section only shows Roofing manufacturer’s technical representatives and Mechanical Inspector. Please confirm that these two trades of work are only one that the Contractor provide QC specialist for.
RESP: Section 01 45 00.00 20 will be revised. See forthcoming amendment.
91. Drawing detail 7/A503 shows Tube steel header below storm shutter housing. Please specify the size, the thickness, and the finish requirement of the header. Also, please provide how and where this tube steel is mounted to. Because the top of the tube steel is aligned with top of window opening and it is away from the exterior wall by the width of shutter window track, we are not sure how and where the tube steel can be installed.
RESP: Tube steel will be removed. See forthcoming amendment.
92. Drawing detail 5/A503 shows continuous angle below sidetrack of storm shutter. If it is Aluminum, please specify the size, thickness and finish requirement of the angle and also the spacing of the conc anchor.
RESP: Support frames and spacing of concrete anchor must be designed by manufacturer. See forthcoming amendment.
93. Drawing detail 2 and 3/A503 shows 51x51 mm aluminum angle to mount sidetrack of shutter window. Please specify the thickness of the angle and the spacing of the conc anchor.
RESP: Support frames and spacing of concrete anchor must be designed by manufacturer. See forthcoming amendment.
94. Due to the project location and on-going Covid situation, it takes a lot of time to mobilize and bring the labor force in to perform the project. Also, this project involves extensive amount of heavy concrete structure and finish work. 760 calendar days of the current performance period does not seem feasible. We respectfully request for additional 210 calendar days, which will make the total performance period 970 calendar days. It will allow for more subs/suppliers to participate in the bid and for GC to reduce their risk factor, which will provide the Government with more competitive and quality bid proposal.
RESP: Contract completion time is extended to 970 calendar days. See forthcoming amendment.
95. There are two different dimension of concrete sun shade at typical window opening. As the building elevation drawing does not clearly show which size is used in where, please confirm the followings.
Please confirm that only north and south side of BOQ (zone C&D) has concrete sunshade while the west & east side of BOQ (zone A&B) has aluminum sunshade.
RESP: West side - no sunshades at all (7/A-503). East side – alum (7/A-503) 1- 4, no sunshade (7/A-503) 5th floor. South side – alum (7/A-503) 1st, deep con (7/A-503) 2nd to 4th floor, shallow concrete (9/A-503) 5th floor. North side – no sunshade (7/A-503) 1st floor, shallow conc (9/A-503) 2nd to 5th floor. See forthcoming amendment.
Please confirm that the concrete sunshade on the north side of BOQ should follow detail 9/A-503 and it is required from 2nd floor to 5th floor per section detail 3/A-311 and 2/A-312.
RESP: Confirmed.
Please confirm that the concrete sunshade on the south side should follow the detail 10/A-503 on 2nd floor to 4th floor and should follow the detail 9/A-503 on 5th floor per section detail 1/A-312.

99. Please provide thickness and size of the storm bar called out in Detail 2/A-504.
RESP: Storm bar size to be determined by the manufacturer. See forthcoming amendment.
100. Detail 2/A-504 shows shutters extending from edge of the window to the storm bar at the intermediate framing. This detail indicates that for Windows F to P, multiple shutters will need to be installed per opening; for example, for Window F, three shutters are to be installed per this detail. Please advise if this is the intent.
101. Some of the drawings issued via amendment 2 are barely legible. The arrows cannot be identified where they are pointing. Please provide clear or better copy of drawings especially sheets CG401, CS101, CS102, CS401, CS402, CS502, CU101 and CU201.
