PRE-PROPOSAL QUESTIONS & ANSWERS
RFP N62742-21-R-1334
J-023 BACHELOR OFFICER QUARTERS-A,
US NAVSUPPACT MCB, GUAM
NOTE: The following questions and answers are provided for INFORMATION ONLY. The RFP remains unchanged unless it is amended in writing on a Standard Form 30.
REVISED RESPONSES FROM NOTICE NO 2
REVISED RESPONSES ARE SHOWN IN RED FONT
45. Section 10 14 00, Room Signage.
a. The “Typical Sign Materials” section calls out a background color of SW007 Decorous Amber. However, it also calls out a background laminate in “Formica Black Riftwood.” Is the government’s intention to add laminate then paint it? Please advise.
RESP: Laminate background applies only to specific sign type where identified. (Response remains unchanged.)
b. The “Typical Sign Materials” also calls for a ¼” (6MM) acrylic compromised of 2 layers 1/8” non-glare face and 1/8” shims. However, these appear to be in a frame with end caps.
The only frame available is a JRS Euro Frame and it only holds a 3/16” Maximum. (it will be a 1/8” non-glare face with a 1/16” shim). Please advise if this is acceptable.
RESP: Provide end caps and shim thickness as indicated. Proposed product shall be approved per specifications.
46. Specs Section 31 32 23, Foundation Drilling & Grouting, Probing Plan. Foundation Drilling & Grouting, specs does not indicate the required spacing of the probe holes and drilled depth, Please provide Probing Plan for the BOQ A Tower, including the Support Facilities if any.
RESP: See Amendment 0003.
47. Referenced from drawing 9/A-533 is the work counter detail. Please provide drawing to reflect the location of this counter in sheet A-403. It seems this counter is for accessible (ABA) use in the kitchen area
RESP: Detail 9/A-533 will be deleted. See forthcoming amendment.
NOTICE NO. 3 CONTINUES
49. RFP Drawing Sheets S-300 to S-303, Aggregate Base Course Under Footings and Elevator Pit. Details for wall footings and elevator pit shows no layer of aggregate base course underlayment at these locations. Please confirm that aggregate base course is not required at these locations.
RESP: Confirmed.
50. Specification Section 31 32 23, Grout Placement Method. Previous NAVFAC projects at Camp Blaz have allowed for gravity-pour placement of probing grout without the use of a tremie pipe. This method can be provided by local subcontractors. We respectfully ask that gravity-pour placement be allowed.
RESP: Gravity pour method may be used provided a tremie pipe is utilized. See forthcoming amendment.
51. Specification Section 31 31 16.19, Basaltic sand Termite Control Barrier. Spec section 31 31 16.19, in addition to the standard chemical and steel mesh barrier termite systems, calls for a Basaltic Sand System, which has not been required on previous NAVFAC Camp Blaz projects.
The basaltic sand is specified to be placed not only at slab on grade penetrations, but in utility trenches, site concrete edges, and fence post and utility pole foundations. As basalt is not found on Guam, the cost to import and implement these systems would add a significant cost to the project cost.
We respectfully ask that the basaltic sand requirement be deleted. If the basaltic sand requirement is not deleted, please provide thickness needed.
RESP: Basaltic sand requirement will be deleted. See forthcoming amendment.
52. Hawaii Energy System in reference to J&A No. 20-023. Alternate offer is Delta Controls System capable to integrate to JCI Metasys System via specified BACnet protocol. The Delta Control offering have been approved and install in previous and ongoing projects in military buildings at AAFB, NBG and Army National Guard. Please advise if ALTERNATE offer is acceptable.
RESP: The DDC class J&A, posted with the RFP, requires the Contractor to provide the JCI Metasys for, among other reasons, standardization and interoperability to the existing building control systems and maintaining a defensible cybersecurity posture. Allowing other than the JCI Metasys will encumber the standardization of NBG’s AWEMS network system, resulting in added costs to the Government to supplement and maintain the ATO. The class J&A, posted with the RFP, provides a more in-depth justification for specifying the JCI Metasys, therefore, no substitutions will be permitted and only the JCI Metasys will be allowed.
53. Drawings: A-202, A-222 & A-611, Aluminum Sunshades. Ref. Drawing; A-202 (West Elevation) and A-222 (Enlarged Elevation) are in conflict with one another, with A-222 showing aluminum sunshades on window types A1 & B1 from first to fourth floor while no aluminum sunshades in A-202. Please clarify and advise exact locations where sunshades are required.
RESP: Revised the aluminum sunshade locations on plans views and elevation views. See forthcoming amendment.
54. Drawings: A-123 & A-201, Windows Type B & B1. Windows Type B are indicated at typical units (East Side) from second to fifth floor in drawing ref: A-123, while drawing ref. A- 201 (East Elevation) is showing windows type B1 on fifth floor. Please confirm which will govern.
RESP: Revised the window types on plans views and elevation views. See forthcoming amendment.
55. Drawings: A-114, A-221 & A-611, Window Type J & K. Windows Type J & K are shown in ref. drawing A-611 (Window Schedule), Ref. drawing 1/A-221 which shows adjacent windows W/F and W/I have the same sizes of window type J & K. Please confirm if our assumption is correct that the windows in ref. drawing 1/A-221 are type J & K, otherwise please provide location where type J and K windows are required.
RESP: Revised the window types on elevation views. See forthcoming amendment.
56. CS403 – Joint Legend “R”, Wire Reinforcement PCC Pavement Driveways. Please provide sizing for wire reinforcement for odd shaped PCC Pavement slabs.
RESP: For 230mm thick PCC odd shaped slabs provide “152x152 MW18.7/18.7” wire fabric.
Also, for 100mm sidewalks, revised the designation from Detail 5 on CS501 to “152x152 MW9.1/9.1”. See forthcoming amendment.
57. Drawing P-601, Water Softener space allocation. The Water Softener Schedule for WST-1 on Drawing P-601 indicates the length of the water softener system to be only 2,743 mm (108”).
This appears to be insufficient space to install four (4) Media Tanks and four (4) Brine Tanks as specified. Please provide the actual allowable space for the water softener system.
RESP: The water softener system, including spacing between tanks, are 2743 mm x 1320 mm.
This allows for more than 914 mm clearance around equipment.
58. Drawing P-601 & P-727, Water Softener. Drawing P-727 indicates the water supply to the water softeners to be 25.8 LPS (1,548 LPM or 409 GPM). However, on drawing P-601, on the Water Softener Schedule indicates the WST-1 to have a flow rate of only 16.4 LPS (984.2 LPM or 260 GPM). The specified water softener WST-1 flow rate is 35% lower than the specified building flow rate. If the WST-1 specification is followed, it appears the water softeners will not have a sufficient flow rate to accommodate the rated flow of the building. The Water Softener Flow Rate specification should be increased to at least 25.8 LPS (1,548 LPM or 409 GPM).
Please confirm the water softener flow rate specification will be increased to 1,548 LPM.
RESP: Per the fixture unit calculation, the water supply shall be 260 GPM. DWG P-727 will be revised to match the equipment schedule on P-601. See forthcoming amendment.
59. Specs. Section 22 31 00, Para. 2.2.2., Water Softener Tank. Specifications Section 22 31 00 Part 2.2.2 Softener Tanks. In this section it states: “Tank shall be of buttwelded steel construction conforming to the ASME BPVC SEC VIII D1.” “Tank shall be constructed of corrosion resistant FRP construction conforming to NSF/ANSI 61” The softeners are specified as both ASME Code Steel tanks and fiberglass tanks. Fiberglass tanks upstream of the three (3) DBP pumps would be a concern as fiberglass vessels are not typically designed for vacuum conditions. ASME Code steel tanks are the most durable. Please confirm the softeners will be ASME Code Steel tanks.
RESP: Specification Section 22 31 00 will be revised. See forthcoming amendment.
60. Specification Section 33 05 23.13, Utility Horizontal Directional Drilling is included in the Specifications, are we obligated to use Horizontal Directional Drilling in Utility Lines installations (namely Drainage, Water and Sewer)?
RESP: Section 33 05 23.13 will be removed from the specifications. See forthcoming amendment.
61. Water Distribution Specification Section 33 11 00 also allows to use Ductile Iron Pipes.
Refer to drawing sheet CU101 Keynotes 1, 2 and 3 states to provide Fusible PVC-C900, please confirm we are obligated to use Fusible PVC?
RESP: Ductile iron pipes will be removed from the specifications. See forthcoming amendment.
62. DWG A-602, Door No. 602 and 605. Please provide additional details on doors no. 602 and 605.
RESP: Details will be provided in a forthcoming amendment.
63. Ref. Drawing: 3/A-534 (Amendment No. 0003) & Spec.06 20 00 parag. 3.2, No. of Shelf/Rod & Finish.
a. Ref. Drawing 3/A-534 as per Amendment No. 0003 shows 1Shelf/1Rod for Room Closets while Specification 06 20 00 parag. 3.2 states “Provide two shelves 285mm wide.” Please clarify which will govern.
RESP: Section 06 20 00 and shelf details will be revised. See forthcoming amendment.
b. Specification 06 20 00 parag. 2.2.1 states “Laminated Plastic-Faced Shelving” while Ref.
