Part 3 | D30 | Page 274 - 276 | Stated BESS shall be housed within shelter. Shelter to have its own cooling and exhaust systems. Is the intent that the BESS batteries be mounted within an included building called shelter? BESS batteries, per manufactures, are not to be installed within a structure, building, or shelter due to fire containment emergency procedures where a lithium battery fire is not treated with water but allowed to burn out under supervision and monitoring of designated emergency personnel. Can you confirm this conflict and provide direction? | Y | Y | Intent needs clarification | Electrical Engineering | 4/14/25 | ||||
Part 3 | D30 | Page 274 - 276 | The system description states to provide ductless DX high wall units, but HVAC description calls out insulated supply and returns. Is this for an enclosed shelter over the BESS batteries? There seems to be a conflict with BESS manufacturers having the batteries in an enclosed building/shelter? Can you confirm this conflict and provide direction? | y | y | Intent needs clarification | Mechanical Engineering | 4/14/25 | ||||
Part 3 | D30 | Page 274 - 276 | The climate conditions described in D30 section for heat/cooling and ventilation describe a shelter over the BESS battery. Are these climate and ventilation conditions for the BESS battery storage itself or for a shelter over the BESS. There seems to be a conflict with BESS manufacturers allowing a shelter over the batteries. Can you confirm this conflict and provide direction? | y | y | Intent needs clarification | Mechanical Engineering | 4/14/25 | ||||
Part 3 | D30 | Page 274 - 276 | BESS storage systems must be independently climate controlled. The BESS systems have climate controls that are monitored system wide for control of heat and cooling along with ventilation. Does the BESS system have a requirement where they are to be tied into the base DDC controls and monitored via BACnet digital controls protocol? | y | y | Intent needs clarification | Mechanical Engineering | 4/14/25 | ||||
Part 3 | D30 | Page 274 - 276 | Ventilation requirements indicate to provide 12 ACH emergency function and 6ACH normal exhaust rate, ductless high-wall units cannot provide this amount of outside air. Can you confirm if the use of either ducted DX splits or DX packaged units is acceptable for providing conditioned outside air requirement for BESS storage units? The BESS manufactures have their own designed heating and cooling systems ways and means for meeting requirements. | y | y | Intent needs clarification | Mechanical Engineering | 4/14/25 | ||||
Part 3 | D30 | Page 274 - 276 | In general, at the site walk, we had the opinion that work personnel on base prefer to work indoors with BESS battery storage units within and enclosed or open type shelter due to the climate conditions of Twentynine Palms base. The RFP seems to be written around providing a shelter over the BESS battery storage. However, there seems to be conflict for fire safety / emergency needs for when lithium batteries could catch fire while being housed inside a shelter. Several BESS fires across the world in last several years has shown that maybe best practices is to install BESS in outside open areas without shelters. In case of fires, the recommended practice is let the lithium battery unit fire 'burn out'. Water suppression is not recommended for extinguishing that fire, but rather keeping the other areas cool. If this is a safety and fire concern for future use of BESS at Twentynine Palms microgrid, can you clarify and provide directive where sheltered enclosure conflict with BESS in this design? | y | y | Intent needs clarification | Contracting | 4/14/25 | ||||
Part 3 | D30 | Page 274 - 276 | There is a conflict with wall mounted DX units and manufactured BESS devices utilizing roof mounted-designed upblast fans? | 15 | Part 3 | D30 | Page 274 - 276 | In general, at the site walk, we had the opinion that work personnel on base prefer to work indoors with BESS battery storage units within and enclosed or open type shelter due to the climate conditions of Twentynine Palms base. In lieu of shelter over the BESS, would the base operation staff require a Conex style permanent office trailer at each BESS location for work conditions at the base? If so, what are or what would be those requirements include? We have seen instances where a worker office location be beneficial for remote locations. | y | y | Intent needs clarification | Contracting | 4/14/25 | ||||
| 16 | Part 3 | Chapter-1 | page 257 | To provide pricing and a basis of design for this proposal, contractor needs and requests information on location and existing conditions at the Cogen plants where BESS will enter and tie into systems for fiber optic/comm. | 74 | Part 3 | Page 258 | Statement "MCAGCC operates a total of 9.2 MW of solar photovoltaics (PV) throughout their distribution system. Only 1.2 MW of the PV is controllable while the remaining 8 MW must be controlled at the inverter via autonomous settings or manual switching. Approximately 2.75 MW of PV at MCAGCC is under PPA or ESPC contracts and will require additional coordination with those contractors. Will the 8MW that is currently controlled at the inverter by autonomous settings or manual switching need be changed to controllable, assuming that would be at the CCS, by this contract?
