About this file
Amendment 0015 to Solicitation N62473-24-R-5227 modifies the original Request for Proposals for a Battery Energy Storage Systems (BESS) project at Marine Corps Air Ground Combat Center in Twentynine Palms, California. The amendment introduces Option 0003, a Firm Fixed Price (Lump Sum) maintenance package for two years that includes remote system monitoring, software/firmware upgrades, HVAC and fire suppression system maintenance, and prompt issue resolution within 12-24 hours.
The amendment also revises proposal submission requirements, reducing the number of files from two to one, and updates the Project Labor Agreement (PLA) clause. Offerors must submit a single electronic PDF file containing technical solution, small business utilization, pricing, responsibility determination documentation, and the PLA. The bid bond requirement remains 20% of the proposal price or $3,000,000, whichever is less. Subcontractors are not required to sign the PLA prior to submission, but must agree to become a party to the project labor agreement.
