About this file
This document is an Exhibit F Small Business Participation Commitment Document (SBPCD) for RFP N62473-24-R-5227, a design-build military construction project for a 10 MW Battery Energy Storage System at Marine Corps Air Ground Combat Center in Twentynine Palms, California. The document requires all offerors, both large and small businesses, to specify their small business subcontracting commitments, with a minimum small business participation requirement of 17% of the total contract value.
The SBPCD provides a detailed breakdown for prime contractors to outline their subcontracting plans, including total contract value, self-performed work, and subcontracted work. Offerors must identify small business subcontractors by category (such as Small Disadvantaged Business, Woman-Owned Small Business, HUBZone, Veteran-Owned Small Business) and provide written commitments or agreements with these subcontractors. The form is specifically designed to support the evaluation of Factor 6: Small Business Utilization and Participation, and requires precise financial and categorical reporting of proposed small business involvement in the contract.
