| 8 | Part 3 | D30 | Page 274 - 276 | Stated BESS shall be housed within shelter. Shelter to have its own cooling and exhaust systems. Is the intent that the BESS batteries be mounted within an included building called shelter? BESS batteries, per manufactures, are not to be installed within a structure, building, or shelter due to fire containment emergency procedures where a lithium battery fire is not treated with water but allowed to burn out under supervision and monitoring of designated emergency personnel. Can you confirm this conflict and provide direction? | Y | Y | Intent needs clarification | Electrical Engineering | No shelter and no HVAC requirements. The factory integrated BESS will be installed in open space with a perimeter fence, all ventilation, exhaust system, fire alarms and integration with exhaust system for the factory integrated BESS units, must comply with all UFC's, ASHRAE, codes and manufacturer recommendations |

| 13 | Part 3 | D30 | Page 274 - 276 | In general, at the site walk, we had the opinion that work personnel on base prefer to work indoors with BESS battery storage units within and enclosed or open type shelter due to the climate conditions of Twentynine Palms base. The RFP seems to be written around providing a shelter over the BESS battery storage. However, there seems to be conflict for fire safety / emergency needs for when lithium batteries could catch fire while being housed inside a shelter. Several BESS fires across the world in last several years has shown that maybe best practices is to install BESS in outside open areas without shelters. In case of fires, the recommended practice is let the lithium battery unit fire 'burn out'. Water suppression is not recommended for extinguishing that fire, but rather keeping the other areas cool. If this is a safety and fire concern for future use of BESS at Twentynine Palms microgrid, can you clarify and provide directive where sheltered enclosure conflict with BESS in this design? | y | y | Intent needs clarification | Contracting | No shelters required. The factory integrated BESS will be installed in open space with a perimeter fence, all venelation, exhaust syste fire alarms and integration with exhaust system for the factory integrated BESS units, must comply with all UFC's, ASHRAE, codes and manufacturer recommendations. |

| 14 | Part 3 | D30 | Page 274 - 276 | There is a conflict with wall mounted DX units and manufactured BESS devices utilizing roof mounted-designed upblast fans? Can you clarify that the BESS manufacture provision for ventilation whether roof or wall mounted will meet the overall design criteria? | y | y | Intent needs clarification | Contracting | No shelter requirement. All HVAC requirements for the all venelation, exhaust syste fire alarms and integration with exhaust system for the factory integrated BESS units, must comply with all UFC's, ASHRAE, codes and manufacturer recommendations. |
Part 3, Chapter 6, D30 HVAC shall be modified as follows:

| 15 | Part 3 | D30 | Page 274 - 276 | In general, at the site walk, we had the opinion that work personnel on base prefer to work indoors with BESS battery storage units within and enclosed or open type shelter due to the climate conditions of Twentynine Palms base. In lieu of shelter over the BESS, would the base operation staff require a Conex style permanent office trailer at each BESS location for work conditions at the base? If so, what are or what would be those requirements include? We have seen instances where a worker office location be beneficial for remote locations. | y | y | Intent needs clarification | Contracting | No shelter requirement.
