About this file

This document is an Engineering Systems Requirements (ESR) specification for HVAC systems in a Battery Energy Storage System (BESS) project at Marine Corps Air Ground Combat Center (MCAGCC) in 29 Palms, California. The specification details precise technical requirements for cooling and environmental control of battery storage containers, including mandating dedicated independent direct expansion (DX) cooling systems for each pre-factory battery container. Key requirements include maintaining a consistent 65°F ambient temperature, providing a Hydrogen and Gas Detection System to monitor hazardous gases, and implementing Direct Digital Controls (DDC) with specific cybersecurity protocols aligned with Department of Defense Risk Management Framework guidelines.

The document specifies comprehensive environmental and technical specifications, including design conditions ranging from 32°F to 108°F external temperatures, required ventilation rates per ASHRAE standards, and detailed control system requirements. The BESS must be factory-integrated, "plug-and-play" ready, with interior wiring for equipment, auxiliary systems, distribution, lighting, HVAC, fire alarm, and communications. The control systems must include operator workstations, notebook computers, application software, and the ability to integrate with existing Utility Monitoring and Control Systems (UMCS), with all personnel configuring equipment required to have a Tier 3 background investigation.

PART 3 - CHAPTER 6 / ESR D30 - Page 1

6. ENGINEERING SYSTEMS REQUIREMENTS

D30 HVAC

Refer to Part 4 Section D30 for performance requirements of the building elements included in the HVAC system.

SYSTEM DESCRIPTION

The factory integrated Battery Energy Storage System (BESS) must be provided with DX split system to provide cooling to attain the following objectives: 24/7 continuous sustainment of critical infrastructure environmental condition, indoor air quality, acceptable noise levels, energy efficiency, reliable operation, and ease of maintenance. Design and install in accordance with UFC 3-401-01 MECHANICAL ENGINEERING, UFC 3-410-04 Industrial Ventilation, UFC 3-410-01 Heating, Ventilating, and Air Conditioning Systems, UFC 3-520-05 Stationary and Mission Batteries and all Mechanical Engineering and related UFCs. These UFCs incorporate provisions of the International Code Council's International Mechanical Code (IMC) and ASHRAE design guidance with supplemental requirements.

A dedicated and independent cooling system shall be provided for each pre-factory battery storage container. This system must be separate from the building’s HVAC system and designed specifically to maintain a consistent ambient temperature of 65°F (18°C), or as per the manufacturer’s specified temperature requirements for optimal performance and longevity of the battery storage system. The cooling system should be capable of efficiently regulating the temperature within the specified range, taking into consideration the heat generated by the batteries during charging and discharging cycles.

Additionally, the system must include necessary monitoring and control mechanisms to ensure stable operating conditions, prevent overheating, and comply with safety and performance standards for the battery storage system. Provide a proper ventilation system to avoid the buildup of heat and gases generated by the batteries, Additionally, provide a Hydrogen and Gas Detection System to continuously monitor and detect the presence of hazardous gases, including hydrogen, within the battery energy storage system. This system is critical for ensuring the safety of the installation, as it helps identify potential risks such as gas leaks or the buildup of flammable gases. Early detection allows for prompt mitigation actions, reducing the risk of fire, explosion, or system failure, thereby safeguarding both personnel and equipment.
