Amendment 4 & Part 3 -Page 4 D. Workflow
Process.
The new RFP states " The contractor will remove, transport, and store all moveable furniture to a humidity controlled environment (i.e. off-site storage facility and/or on-site conex boxes with built-in dehumidification and/or desiccant systems or other suitable method that meets these objectives." Provide a SF of environmentally controlled space needed as there is not enough information or detail to price this scope. This could be a single tractor trailer load or 15 loads for all we can assume and having to store and transport this wide range of disparity in qty needs to be addressed.
Responsibility of the DOR based on the documents provided in Part 6.
Refer to Amendment 0002 for additional information on furniture inventory.

Amendment 4 It is stated in the new RFP that brick veneer is not to be replaced with building 2617 other than to infill for items removed like mechanical systems.
Thus no window lintels are to be replaced, weep holes installed or any other masonry cleaning, patching or alteration is to take place via the latest revised RFP, Part 3. Confirm this in detail, since this scope has now changed 3x.
The existing brick veneer shall remain on Building 2617. Brick infills are required as necessitated by the project conditions. All exterior wall penetrations that are created as a result of the project shall be properly infilled to match adjacent finishes (i.e.
mechanical equipment removal, conduit penetrations, window opening infills, etc.). Window lintel and weep hole replacement and/or installation is the responsibility of the General Contractor. All exterior building surfaces shall be properly cleaned, patched, and painted (where applicable) as necessitated by the project conditions.

Amendment 4, Pricing
Schedule
The A' la carte options being presented are only going to lead to higher pricing for the government. Consider issuing a schedule with a BOD for phase 1 (CLIN 0001) and a additional schedule and BOD for phase 2 which is CLINs 2 or 3, 4, 5 & 6.
See updated language for Factor 2 - Management Approach.
If options are awarded, the Contractor will be required to submit an updated schedule to encompass all awarded work.
Amendment 0003 and
Amendment
0005 PPI
Responses
Amendment 0003 provides response to several PPIs as, “Contractor shall not submit conceptual drawings.” In Amendment 0005, the last PPI response on page 4 of 4 states within the response, “The aesthetics of the new stairs will be the main factor that the Government will evaluate in the option(s) provided in the conceptual drawings.” Please confirm that conceptual drawings are NOT required and that this response language was in error.
Statement in Amendment 0003 stands;
conceptual drawings are not required or desired. Additional information regarding the exterior finish on the new stair towers is forthcoming.
B. Delete the “Factor 2 – Management Approach” evaluation language provided in Amendment 0001 and replace with the below:
Factor 2 – Management Approach
(a) Solicitation Submittal Requirements:
Provide a narrative describing the project management approach that meets the requirements of the RFP. Organize the narrative into three parts to address the following:
(1) Management Team
- Provide a description of the proposed team members, including a) Offeror’s key personnel and b) proposed major subcontractors and their respective experience in executing requirements similar to the RFP.
- Address plan for securing, managing, and maintaining subcontracted labor for this RFP.
- Provide a chart and accompanying narrative to demonstrate the management hierarchy
(by position) to include both the design and construction teams. This narrative shall include authorities; roles; responsibilities; and a brief synopsis of the names, education, training and experience of key individuals based on the proposed management structure.
(Note: key personnel may vary among Offerors based on the proposed management structure.)
(2) Safety Program
- Describe the plan for safety that will be implemented to evaluate safety performance of potential subcontractors as part of the selection process for all levels of subcontractors.
- Fully describe the safety management system that they will use to oversee the safety compliance and performance of self-performed and subcontractor performed work.
- Describe any innovative methods that will be employed to ensure and monitor safe work practices at self-performed and/or all subcontractor levels.
- Describe methodology to execute an effective safety program that facilitates sound mishap prevention techniques and processes, employee reporting of unsafe conditions, unsafe activities, and near-miss mishaps.
(3) Schedule
- Describe the key elements of your scheduling/phasing plan to demonstrate understanding of the project requirements for CLIN 0001. The schedule and narrative shall address potential impacts of submittals, reviews, and permits and detail a logical sequence of events to accomplish the scope of work as described in the RFP.
- Address, at a minimum, the ability to complete all the work within the provided timeframe or earlier. Offerors may propose a shorter duration in their schedule; however, the proposed duration will be incorporated into the contract and liquidated damages shall start the day following the completion date included the Offeror’s proposal.
The Narrative for elements (1) Management Team and (2) Safety Program as detailed above shall not exceed four (4) double-sided pages (or eight (8) single-sided pages). Up to three (3) organizational charts may be provided to supplement the narrative. The Government will not consider information submitted beyond this page limit (which does not include the organizational charts).
The Narrative for element (3) Schedule detailed above shall not exceed two (2) double-sided pages (or four (4) single-sided pages) and one (1) 11x17 sheet for the schedule.
(b) Basis of Evaluation:
(1) Management Team: The Government is seeking to determine that the Offeror has a defined management team identified to properly manage the project. A project management approach that creatively puts people or processes in place to minimize potential construction delays may be considered more favorably. The narrative does not require the identification of specific subcontractors. However, if the Offeror identifies a specific subcontractor to perform major or critical aspects of the requirement to demonstrate an acceptable technical solution under Factor 1, the proposal must provide a letter of commitment and explanation of the meaningful involvement that the subcontractor will have in performance of this contract.
Any provided letters will be exempt from the page count.
(2) Safety Program: The board will evaluate the narrative to determine the degree to which subcontractor safety performance will be considered in the selection of all levels of subcontractors on the upcoming project. The board will evaluate the narrative to determine the degree to which the safety management system described ensure safety compliance and performance of self-performed and subcontractor performed work. The board will evaluate the narrative to determine the degree to which innovations are being proposed that may enhance safety on this procurement and validate the contractor has addressed methodology to be used in the execution of an effective program that facilitates sound mishap prevention techniques/processes, employee reporting of unsafe conditions, unsafe activities, and near-miss mishaps.
(3) Schedule: The Government will evaluate the Offeror’s proposed schedule to ensure it is technically feasible within the designated construction completion date and adequately addresses significant phasing while not impacting on-going operations.
C. Delete “1.2 GENERAL BID NOTES” provided in Amendment 0004 and replace with the below:
1.2 GENERAL BID NOTES
a. Award will be made on the total sum of Contract Line Items (CLINs) 0001-0006.
b. The Government may reject an offer as nonresponsive if it is materially unbalanced.
An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.
c. The Government intends to award the base items, as well as option items to the maximum extent possible, at the time of initial award. The Government reserves the right to exercise the remaining option items within 120 calendar days of contract award. If the Government elects to exercise the remaining option items, it will do so via only one modification; the Government will not exercise each option independently. If any of the options are exercised via the modification, the Government will extend the CCD 365 calendar days from the current CCD.
D. All other contract terms and conditions remain unchanged.
