9 Proposal Due Date

The proposal is currently due on a Monday - July 3, 2020. Mondays do not result in the most competitive pricing with the subcontractor and vendor market. Further, this project has several unique design requirements of the 7 buildings that require extensive design efforts to produce pricing documents.

The current schedule does not allow for adequate time to engage the Small Business and subcontractor market. To increase competition and Small Business participation please provide a 3 week bid extension with a due date other than a Monday.

The date and the hour for the receipt of proposals is extended to 14 August 2020.

8 Pre- Proposal Inquiries

The team and Small Business Subcontractors are still vetting the over 45 attachments. Please extend the PPI cutoff date to 14 CDs prior to the bid due date.

The deadline to submit PPIs will not be changed in order to ensure the Government has sufficient time to provide responses.

6 Factor 2 - Manageme nt Approach

3 - Schedule Please provide the anticipated Notice of Award/Notice to Proceed date to use for the schedule to be included in the proposal.

The planned award date is not later than 30 September 2020.

SYSTEMS

This section states to "Refer to As-built drawings of the facilities to be demolished in Part 6." absent from the part 6 docs and to the best of our knowledge there are no elevator(s) in these buildings. Please confirm.

Absent from the room data sheet and RFP is the scope required or excluded in and around the fireplaces in these building. What is to be done in the public lounge spaces of BOQ's 2602, 2603, 2604, 2605, 2611 & 2613

Refer to revised Part 3.

64 Part 4 C301090 1.6

CORNER

AND WALL

GUARDS

This section references corner and wall guards but absent of the room data sheet is reference to wall guards. Where are wall guards to be included in the BOQs?

Refer to revised Part 3.

32 Part 3 N/A The majority of the common areas in the BOQs contain baseboards, chair rail and crown molding in the corridors, entries and other public spaces. Absent from part 3 and 4 are requirements for any specialty millwork outside of cabinetry.

DEMOLITIO

N

It is unclear where the limits of demolition start and stop for Buildings 2607 and 2609 outside of removing the entirety of the building and utilities supplying the building. What hardscapes adjoin and surrounding these buildings are associated with the demolition?

Please consider issuing a plan with a

C. Civil

3, b. references to" b) Maximize the number of parking spaces" for the existing gravel road behind BOQs 2613, 2611, and 2609. What is the minimum parking spaces that are required for this area?

Propose per code requirements.

21-22 Part 3, Room Data

Sheets

Typical Guest Suite

From the site visit, it is understood that the guest room count differs between BOQ's 2603, 2605, 2607, 2609, 2611 , 2613 and in many ways 2602 and 2602.

Thus the as-builts provided in part 6 that group buildings together are not adequate to effectively plan for the total number of rooms to be renovated. Please issue individual 1st and 2nd floor as-builts for each building that depict that accurate room count per building. Or in addition or as an alternate provide a

This section states "b) Demolish all items between the outside face of the brick veneer to the outside face of the wood studs (Including but not limited to:

brick veneer, brick ties, air space, vapor barrier, sheathing, lintels, flashing, downspouts, etc.…)." & "d) Provide new brick veneer, brick ties, air space, vapor barrier, sheathing, lintels, flashing, downspouts, windows, etc... to match original design." However B20 Exterior Enclosure States to" Building envelope:

Includes repair of brick veneer, weep holes, back up wall reinforcement, internally installed brick anchors, flashing, insulation and vapor barrier.

Refer to B2010 Exterior Walls. SHPPO:

Comply with Historical Preservation requirements for the Stone Bay District.

Finishes: Comply with the Base Exterior Architecture Plan, BEAP." Is the scope to demo and replace the masonry facade or to repair the Masonry Facade? If repairing the facade what percentage is repaired, what requires weep holes, etc.

Refer to revised Part 3.

65 Part 3 G2050 Landscaping

Please clarify the landscaping requirements around the building. Are we to clear and grub existing landscaping and reinstall new or are we to protect existing shrubs, refresh planting areas, etc. The RFP only mentions sodding work.

Refer to revised Specification Section 01 31 19.05 20 Post Award Meeting.

Part 3, C3020 Part 3, C3020 Floor finishes call out “Yarn Dyed” carpet. Room requirements call this out to be carpet tile and references C302009. C302009 is missing from RFP. Part 4, C302005 Carpeting describes yarn dyed, solution dyed, multiple options for backing, tile and broadloom. It is not clear in Part 4 what the backing requirement is, what the carpet fiber should be or what the installation method should be. All of the choices are an option which seems odd. Please clarify the carpet tile requirements.

Refer to revised Part 3.

Part 3, C3020 Yarn Dyed carpet is an unusual request, is that an error?

44/77 D306001 1.1 Direct Digital

Controls (DDC) Part 3

RFP Section D306001 1.1 Direct Digital Controls (DDC) Part 3 states “Provide BACnet MS/TP communications between the DDC system and native BACnet devices furnished with HVAC equipment and plant equipment including, but not limited to, VRF System.”. However, RFP Section D30 HVAC states “Provide 4-pipe fan coil units with chilled and hot water coils and a dedicated outdoor air system (DOAS) using chilled and hot water coils”. Please confirm a VRF system is an acceptable design.

VRF system is not an acceptable system. Provide 4-pipe fan coil units with chilled and hot water coils and a dedicated outdoor air system (DOAS) using chilled and hot water coils.

LIGHTING

There are several ornamental pathway lighting fixtures/poles between the Officer's club and the BOQ's. Are these to be replaced under this section as well?

If so what is the intended basis of design for a new walkway type fixture?

Refer to revised Part 3.

71-72 Part 3 G4020 SITE

LIGHTING

Pending Overlay Response (G202006 RESURFACING ) - Will parking lot cuts/patches be accommodated since overlay scope in this project is unclear;

Is the base GIS utility information is available for these sites?

This will be provided to the contractor post-award.

5 Part 3 3.B.1.g Part 3, page 5, 3.B. Site Work, 1.g calls out to see sump pump alternate solution if storm sewer manhole/catch basin with appropriate inverts are not found to allow for gravity drainage. Please provide as-built documents of the existing storm sewer manholes and/or catch basins with inverts to determine that positive drainage by gravity is possible if a pump is needed.

The Government has provided all available existing storm sewer infrastructure. Refer to revised Part 3.

5 Part 3 3.B.1.i Part 3, page 5, 3.B. Site Work, 1.i calls out to install 1” thick minimum rigid extruded polystyrene (XPS) foam insulation. Please confirm it is acceptable to remove this foam insulation if not required per ASHRAE 90.1
