Block 14. DESCRIPTION OF AMENDMENT (cont.)

A. The following provides the Government’s responses to preaward inquiries:

REFERENCE

Page Section Para.

QUESTION GOVERNMENT RESPONSE

18 Part 3 In Part 3 page 18 the room data sheet list the same toilet partition and toilet accessory requirements for suit bathrooms as the public bathrooms/ Pleas confirm this was copied over and suit bathrooms will not require toilet partitions, hand dryers, and shower seats.

Confirmed.

7 Part 3 4.A.3.c This paragraph references buildings with recently installed SSMR. Which buildings are these.

These buildings include 2602, 2604, and 2617.

2 PART 3 FINAL 1 Project Description - A. General Design Intent, with all single occupancy suites, we can achieve approx. 151 occupants total (across all buildings in renovation scope) - does NAVFAC consider it acceptable to use double occupancy suites to achieve the RFP outlined 200 occupants?

The 200 person occupancy requirement was omitted. The suites are single occupancy.

164 UFC 2-000-

05N-700 Series

74094-3 Does NAVFAC consider it acceptable to violate section 74094-3 of UFC 2-000- 05N-700 Series, that the two applicable suite types are both only single occupancy, to provide the RFP outlined occupancy?

The original RFP occupancy requirements were omitted. The project buildings provide transient lodging and shall be designed to comply with applicable UFCs.

The RFP states an extended suite may vary from 340 to 350 GSF. Please indicate whether designing to the low end of the range will be viewed less favorably designing to the high end of the range

The extended suite square footage is provided as a target/desired amount and is provided as a reference only.

The number of items for a room function takes precedence. Within reasonable variations, it is acceptable to have the target amount reduced.

18 PART 3 FINAL INTERIOR

DOORS

In Part 3 of the RFP Room Data Sheets, the suite bathroom door requirements indicate a side lite in the frame.

Considering the suite bathrooms require an exterior window, there will be natural light in the space. Will it be acceptable to provide a frosted glass lite door instead of side lite?

No. Provide flush doors without side lite.

3 PART 3 FINAL 1 A. General Design Intent Item 4c outlines that exterior work must comply with SHPO requirements for the historic district. Please confirm revised exterior window locations to accommodate new floor plan will not violate SHPO and historic requirements.

Project buildings are not historic.

Contractor to omit SHPO requirements.

FURNITURE

INVENTORY

BOQ Furniture Inventory, for example, only includes 106 existing queen mattresses. Please confirm it is acceptable that required furniture quantity to meet 200 occupants may exceed the quantities outlined in BOQ Furniture Inventory.

The 200 occupancy criteria was omitted. FF&E will be provided by the Government.

26 UFC 4-720-01 4-3.1 Where requirements are not specified within the RFP, please confirm per UFC 4-720-01, Chapter 4 Specific Design Criteria that only Section 4-3 Suites applies to this project and does not include criteria from 4-2 Guest Rooms, because this project only names Extended Suites and Protocol Suites?

Confirmed.

Pricing Set Please provide detail of ADA Ramp in plan view with dimensions

This is the responsibility of the DOR.

4 Par 3, Chapter 2 D.

Workflow Process

The workflow Process identifies Phase 3 as the Demolton of Building 2607 and 2617. It further states that Phase 2 is to be completed in its entirety before continuing to Phase 3 and that building 2607 and 2609 will be used for temporary storage of moveable furniture for both phases.

The Bid form has the demolition of Building 2607 and 2609 as base bid with the renovation of Building 2604, 2617, and 2602 or Phase 2 as options.

In the event the options are not selected, should the contractor plan on demolitioning building 2607 and 2609 at the completion of Phase 1?

See revised Price Proposal Form.

Buildings to be demolished are 2607 and 2609 with an option to demolish Building 2605 and 2611. Omit Phase 3 from RFP. Refer to revised Part 3.

2 Amendment 2 & 01 59 00

2.1 The PPI response in Amendment 2

stated no trailer requirement in this project. Specification 01 59 00 - Temporary Trailers for Displaced Tenants states to provide a double wide and a quadruple wide trailer.

Please confirm based on Amendment 2 response contractor is not responsible to provide these tempoary trailers for displaced Tenants. All Buildins prior to the start of a respective phase will be vacant.

Confirmed.

4 Amendment 2 A PPI response in Amendment 2 stated see attachement in resposne to the Missing Part 6 A - Architectural Sheets #6 General Notes attachment. This was not provided in Amendment 2, please provide.

Omit General Notes attachment reference.

4, 11, Amendment 2 Several PPI responses in Amendment 2 state "See Item 15."

Please provide "Items 15."

Disregard information provided in the RFP Project Description on the occupant numbers. The occupant load must be determined by the DOR per the following criteria: Occupancies containing sleeping units are for transient occupants only. Typically defined as a length of stay not greater than 30 days. Group R-1 per IBC. Rooms are single occupancy.

3 Amendment 2 RFIs 4-5 The amendment responses provided in Amendment 2 do not answer the roofing inquires that were presented. Clearly 2602, 2604 and 2617 have new SSMR's installed that will not be torn off and replaced within the next couple years since these are brand new. What is unknown is if Buildings 2603, 2605, 2611 and 2613 all require new roofs to be installed under this contract or if the current contract holder of 2602, 2604 and 2617 are doing these as well. The RFP is detailed about flat roofs that are a very small section of each of these buildings but does not address the specific scope (per building #) associated with the gable roofs.

Buildings 2603, 2605, 2611, and 2613 to receive new roofs under this contract.

1 & 8 Amendment 2 and Revised RFP, Part 3

RFIs 1 & 35 For clarity, please confirm that all existing masonry (brick veneer) for the 7 buildings to remain, are to be removed (demolished) and replaced with all new brick facade. There are still sections of the new RFP, part 3 that reference infill of brick veneer and replacing brick ties.

Thus if it is a complete replacement, these details are not of importance.

Please indicate that as a response.

Contractor to demolish from exterior brick veneer to the outside face of the exterior wall studs (refer to RFP for more detail) for Buildings 2602, 2603, 2604, 2605, 2611, and 2613. Brick veneer to remain on Building 2617.

Infilling of materials will occur where items are removed from exterior walls for Building 2617 (refer to RFP, Part 3).

11 Amendment 2 56 Amendment 2, RFI response 56 states that no other foundations are to be renovated/repaired other than the new stair towers. However, the existing public lounge that is to be repurposed as a Mechanical room currently is a wood floor. Please confirm that this floor can handle the point loads of the new mechanical equipment and that a new slab/foundation is not required.

Revise Amendment 2, RFI 56 response as follows: Existing main building foundations are not being renovated/repaired. DOR is responsible for any necessary changes to the existing public lounge foundation and floor system to support all new equipment.

Amendment 2 & Part 3

C. Civil, 3., b)

Please provide the minimum amount of parking spaces required for the new parking lot/strip associated with Buildings 2613, 2611 and 2609 and of which was clouded in SP1 with amendment 2.

DOR to determine number of parking spaces for the given area.

SP1 Amendment 2 (SP1) & Part 3

C. Civil Amendment 2, Attachment SP1 references to " Complete renovation of entry loop, sidewalks, culverts, swales, drainage, landscaping, etc.". Nowhere in the revised part 3 of amendment 2 does it reference these renovations including sidewalks, asphalt or landscaping and further specifically references no new storm sewer work in Part 3 which contradicts with this handwritten note.

Please confirm the internet of the work in this area.

Refer to revised Part 3.

What is the exterior fininsh required on the new stair towers attached to the ends of each building? We believe that a nice architectural precast finish would work well, is that acceptable?

Refer to the RFP, Part 3. DOR shall provide concept drawing options of the exterior stair tower for the government to review/approve.

We assume that demolishing the existing fire place's and chimneys is acceptable.

Yes. Refer to revised Part 3. This was answered in Amendment 0002.

Are we supposed to remove all the exteiror brick on the 7 buildings, rework the exterior wall cavity with new air/vapor barrier and lay up a new brick façade ? Or are we just supposed to patch the existing brick and do minor repair as needed?

Contractor to demolish from exterior brick veneer to the outside face of the exterior wall studs (refer to RFP for more detail) for Buildings 2602, 2603, 2604, 2605, 2611, and 2613. Brick veneer to remain on Building 2617.

Infilling of materials will occur where items are removed from exterior walls for Building 2617 (refer to RFP, Part 3).

B. This amendment incorporates the following updated attachment:

1. 20-0046 PART 3-- PPI RESPONSE 3_06AUG2020

C. This amendment also updates the Price Proposal Form, below.

D. All other contract terms and conditions remain unchanged.
