- The Contractor shall submit all volumes of its proposal electronically using Procurement Integrated Enterprise Environment (PIEE) Solicitation Module

- Files shall include editable and searchable documents (e.g. Excel files, Word, Adobe PDF).

- Electronic submissions shall be compatible with Windows type CPUs and Microsoft Word 2016, Excel 2016 (file extension shall be .xlsx or .xls), and Adobe Acrobat Software

Volume II – Non-Price Proposal Requirements

Refer to Section L Proposal Requirements of the RFP

Address the following Non-Price Factors:

- Factor 1 – Technical Approach

- Factor 2 – Company Experience

- Factor 3 – Safety

- Factor 4 – Past Performance

Volume II – Non-Price Proposal Requirements cont’d

Factor 1 – Technical Approach

The “10-point font or larger” requirement does not apply to the organizational chart; however, all text must be reasonably legible to the Government, unassisted. Text that is not legible will not be reviewed.

1) Overall Workload Management Approach;

2) Organizational Structure;

3) Quality Control Management; and

4) Logistics and Supply Chain Management.

Factor 2 – Company Experience (refer to solicitation):

Submit a MAXIMUM of five (5) projects for the Offeror that best demonstrates your experience on relevant projects that are similar in size, scope, and complexity to the RFP. Annex 1400000 – Housing, Annex 1500000 – Facilities Support, and Annex 1600000 – Utilities, will be evaluated at the sub-annex level. For purposes of this evaluation, a relevant project is further defined as:

1) Scope: Performance of services in at least two (2) functional annexes/sub-annexes listed in the Solicitations’ PWS. Performance in functional annexes/sub-annexes is described as performance in other than performance of Annex 0100000 – General Information and Annex 0200000 – Management and Administration. Projects submitted with only Annex 0100000 – General Information and/or Annex 0200000 – Management and Administration services shall NOT be considered to demonstrate relevant experience.

2) Size: A project value of at least $10M annually for the specific functional annexes/subannexes listed in the Solicitation’s PWS. If the experience being submitted include functional annexes other than those included in the PWS, the offeror shall quantify the estimated contract value associated with the specific functional annex(es) listed in the PWS.

3) Recency: Be completed within the past five (5) years of the issuance of the proposal or ongoing contracts with at least two (2) year of project performance completed by the closing date of receipt of proposals. Projects completed more than five (5) years before the closing date for proposals will not be considered recent and relevant. Such service projects within the last three years will be given greater weight than more dated experience.

Factor 3 – Safety

The Offeror shall submit the following information: The Days Away from Work, Restricted Duty, or Job Transfer (DART) Rate; and Total Case Rate (TCR) for the specified five (5) Calendar Years (CY), as well as a safety narrative, as described further below. For a partnership or joint venture, the Offeror shall submit separate DART rates and TCR for the specified five (5) CY for each contractor who is part of the partnership/joint venture; however, only one safety narrative is required. Any fatalities experienced within this 5-year timeframe must be explained in detail, to include root cause and corrective actions.

Safety Factors per solicitation:

1. DART Rate

2. TCR Rate

3. Technical Approach to Safety Narrative

Factor 4 – Past Performance For each project submitted under Factor 2, Corporate Experience Offerors shall submit a completed Contractor Performance Appraisal System (CPARS) evaluation or a completed Past Performance Questionnaire (PPQ).The Offeror shall submit a past performance evaluation record for recent and relevant demolition projects in reverse chronological order with the oldest information first and the most recent last. The Offeror shall discuss the type of work involved, how their efforts contributed to the success of the project, and how it relates to this requirement.

Section M

Evaluation Factors for Award

Selection Factors/Best Value Selection

RFP Section M – Evaluation Factors for Award

M.1 - Basis for Award

Best value section shall be made to the responsible Offeror whose proposal, conforming to the solicitation, represents the best value and is the most advantageous to the Government, price and non-price factors considered.

*Comprehensive explanation is provided in Section M of the

RFP

Relative Importance

• All Non-Price (technical) factors (Factor 1 through Factor 3) are of equal importance to each other and, when combined are equal in importance to Past Performance (Factor 4). When the proposal is evaluated as a whole, the technical factors and past performance/performance confidence assessment factor combined (i.e., the non-cost/price evaluation factors) are approximately equal to price.

• The importance of price will increase if the Offerors’ non-cost/price proposals are considered essentially equal in terms of overall quality, or if price is so high as to significantly diminish the value of a noncost/ price proposal’s superiority to the Government. Award will be made to the responsible Offeror(s) whose offer conforms to the solicitation and represents the best value to the Government, price and nonprice factors considered.

Price Evaluation

The Government will evaluate price based on the total price. Total price consists of the basic requirements and all option items. Analysis will be performed by one or more of the following techniques to ensure a fair and reasonable price:

(i) Comparison of proposed prices received in response to the RFP

(ii) Comparison of proposed prices with the IGCE

(iii) Comparison of proposed prices with available historical information

(iv) Comparison of market survey results

Section M – Non-Price Evaluation Factors Factor 1 – Technical Approach The Offeror’s management approach should address and demonstrate an understanding of the information required in components 1 through 4 as listed in the submittal requirements above. Specifically, Offerors will be evaluated on the degree to which the Offeror’s proposal demonstrates:

1) Overall Workload Management Approach;

2) Organizational Structure;

3) Quality Control Management; and

4) Logistics and Supply Chain Management.

Factor 1 – Technical Approach (cont.)

• Approaches that demonstrate a thorough or outstanding understanding of the complexity and magnitude of the requirements, to include operational risks and surges that will result in exceeding the PWS requirements, may be considered more favorably.

• Offerors that demonstrate existing supplier/subcontractor teaming arrangements which may positively impact its capability to deliver quality products and services in a timely fashion may be considered more favorably.

• Quality Management System that addresses quality improvement processes and programs may be considered more favorably.

Factor 2 – Company Experience Government will focus on whether the Offeror demonstrates experience in recent, relevant HOMS/COMS projects.

Evaluation of corporate experience as listed in Attachment JL-6:

1) Recent; and

2) Relevant experience involving at least two (2) functional annexes included in the PWS excluding work for Annex 0100000 – General Information and Annex 0200000 – Management and Administration.

The Government will take into consideration the complexity of experiences.

Offerors that demonstrate considerable depth of experience, breadth of experience, and multi-functional management in a greater number of functional Annexes included in the RFP, may be considered more favorably.

Offerors demonstrating experience in Government MAXIMO that deploys maintenance requirements/programs modules including CBMM, ICAP, UICAP, and/or PM may be considered more favorably. The offeror shall provide adequate information to demonstrate such experience.

Factor 3 – Safety The Government is seeking to determine that the Offeror has consistently demonstrated a commitment to safety and that the Offeror plans to properly manage and implement safety procedures for itself and its subcontractors. The evaluation will collectively consider the DART rate, TCR, Technical Approach to Safety, and other sources of information available to the Government as part of such collective evaluation. The board will evaluate the DART rates and TCR to determine if the Offeror has demonstrated a history of safe work practices taking into account any negative trends and extenuating circumstances that impact the rating.

1) DART Rate

2) TCR Rate

3) Technical Approach to Safety Narrative

4) The Government reserves the right to review other available sources (public/Government internal) of information. These may include but are not limited to OSHA data, NAVFAC’s Contractor Incident Reporting System (CIRS), Contractor Performance Assessment Reporting System (CPARS), Electronic Contract Management System (eCMS), etc.

Factor 4 – Past Performance The Government will evaluate an Offeror’s past performance (1) on whether the projects listed in Factor B are relevant or not relevant and (2) on the degree to which past performance evaluations and all other past performance information reviewed by the Government (e.g., PPIRS, Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), performance recognition documents, and information obtained from any other source) reflect a trend of satisfactory performance considering:

(a) A pattern of successful completion of tasks;

(b) A pattern of deliverables that are timely and of good quality;

(c) A pattern of cooperativeness and teamwork with the Government at all levels

(task managers, contracting officers, auditors, etc.);

(d) Recent tasks performed that are identical to, similar to, or related to the task at hand;

(e) A respect for stewardship of Government funds.

For the purpose of evaluation, recent is considered to be a project within the past three (3) years and relevancy is based on similarity of service/support, complexity, dollar value, contract type, and degree of subcontract/teaming effort required, if any.
