About this file
This is an annex document (Annex 1607000) detailing requirements for chiller plant operations and maintenance services at Naval Base Guam Apra Harbor and Marine Corps Base Camp Butler facilities. The document outlines specifications for operating, maintaining and repairing chiller plants and distribution systems, including a chiller plant at UH Building 24 and chillers at various BOQ/BEQ buildings.
The contractor must provide all labor, management, supervision, tools, materials and equipment for 24/7 chiller operations. Key requirements include: maintaining chiller controls and monitoring systems, performing testing and treatment of hydronic systems, conducting preventive and integrated maintenance programs, meter reading, and maintaining detailed operating records and logs. Personnel must have ASME and EPA certifications for chiller operations. The contract establishes specific temperature requirements (70-76°F) for different facility areas and requires 99% uptime for air conditioning systems annually. The document includes detailed equipment inventories listing three operating chillers - one Daikin-McQuay unit installed in 2010 and two York units installed in 2022, along with associated pumps, valves, and monitoring equipment that must be maintained.
