About this file
This file contains Section J attachments (J-1607000-01 through J-1607000-09) for a contract related to chiller maintenance services at military facilities in the Marianas Islands. The attachments detail specifications for three operating chillers - one Daikin-McQuay unit (WMC145SBS400DBS) installed in 2010 at Building 24 NBG, and two York units (YVAA0233BSK46BAVSXXX) installed in August 2022 at Building 1440 MCBCB.
The documents include definitions, technical references, equipment inventories, maintenance schedules, temperature/humidity requirements, and monitoring specifications. Key requirements include quarterly, semi-annual and annual preventive maintenance for all chillers, maintaining specific temperature controls (70-76°F depending on room type, with 50% relative humidity for computer rooms), and monitoring flow meters that should maintain 30 GPM normal readings. The attachments also include a degradation index for assessing equipment condition on a 1-10 scale and a comprehensive list of critical spare parts inventory including valves, pumps, and air handling units. All technical work must comply with UFC 3-410-02N and UFC 3-410-02A standards for HVAC systems.

DEFINITIONS AND ACRONYMS
Definitions Hydronic Systems The chilled water and condensing water loops used to produce the chilled media. The chilled water and condensing water loops may be closed loops or open loops.
Integrated Maintenance Plan (IMP)
Is a recurring state-of-the-art, reliability-centered inspection, testing, maintenance and repair program that determines best practices for managing the functions and consequences of failures of facilities equipment and system components. IMP encompasses accepted commercial practices, including reactive, preventive, predictive and proactive maintenance, into one optimal program. The IMP approach gives the Contractor full responsibility to maintain systems and equipment and perform repairs whenever necessary to ensure equipment and systems are operational and remain in a constant state of readiness.
Media The substance distributed or used to produce cooling. Normally the cooling media is chilled water.
