About this file
This is a Small Business Participation Commitment Document (SBPCD) form for the Design-Bid-Build contract P1102 Weapons Magazine & Ordnance Operations Facility at Naval Submarine Base, New London, Connecticut (Contract Number N40085-26-R-0004). The form is a mandatory submission template that must be completed by all offerors—both large and small businesses—to provide supporting information for evaluation under Factor 5, Small Business Utilization and Participation. Only information provided on this specific form will be evaluated; alternative formats or offeror-created forms will not be considered.
The document requires offerors to identify their business size classification based on the applicable NAICS code and to indicate any qualifying socioeconomic categories, including HUBZone Small Business, Woman-Owned Small Business (WOSB), Economically Disadvantaged Woman-Owned Small Business (EDWOSB), Small Disadvantaged Business (SDB), Veteran-Owned Small Business (VOSB), and Service-Disabled Veteran-Owned Small Business (SDVOSB). Offerors must provide a subcontracting breakdown showing total contract value and self-performed work, then detail their small business participation with dollar values and percentages. The contract establishes a minimum 20% small business participation requirement. If this threshold is not met, offerors must provide detailed justification. The form requires identification of subcontractors with firm written commitments (such as teaming agreements, joint venture agreements, or signed letters of commitment) including their business categories, products/services, and nature of commitment. If no subcontractors are identified or if the offeror does not intend to subcontract, detailed explanations are required. Small businesses intending to self-perform 100% of the work are exempt from providing subcontracting explanations.
