About this file
This file is a log of questions and answers (Q&A) for a Naval Facilities Engineering Command solicitation (N4008525R2522) for replacing the Fuel Pier at Marine Corps Air Station Beaufort in South Carolina. Key details include clarifications on proposal submission requirements, specifying only electronic PDF copies are needed, and guidance on small business subcontracting goals ranging from 20-40% participation. The document addresses technical specifications for the project, such as pile removal methods, fender system details, and demolition requirements, with contractors advised to assume 60-foot pile lengths for bidding purposes.
The Q&A log covers various technical and administrative aspects, including clarifications on demolition procedures, pile extraction methods, utility work specifications, and workforce eligibility. Notable points include permitting legal permanent residents to work on the project, confirming monopile dolphin installation can occur in Phase 2, and specifying asphalt pavement replacement details. The government provided specific guidance on environmental permit constraints, material disposal requirements, and small business subcontracting plan expectations, offering contractors clear direction on proposal preparation and project execution.

A. Sealed offers in original and 1 copies to perform the work required are due at the place specified in Item 8"
However, Page 12/75 of the RFP states: The offeror shall submit one (1) electronic copy via PIEE of the solicitation submittal requirements identified below. The Price and Non-price proposals shall be submitted in separate files and submitted in Portable Document Format
(PDF).

| 05/09/25 | N4008525R2522.pdf | 3 | 7 | The small business subcontracting plan states 40% Small Business participation. In the same document, Factor 5, Basis of Evaluation, states 20% Small Business participation. Attachment G states 20% Small Business participation. Please clarify what the required Small Business participation is for this project. | 40% is ideal but cannot go lower than 20% without explination/justification. | |
| 05/09/25 | Fuel Pier Drawings 25May1956 | Please provide the length of each pile type from the Fuel Pier Drawings 25May1956. | The in place pile lengths for the circa 1956 Fuel Pier are not available. For bidding purposes assume 60 feet long. Contractor shall provide a unit price for pile removal to permit cost adjustment once actual pile lengths are known. See revised bid form for unit pricing. |
| 04/23/25 | SB515 | Plan Sheet SB515 references Detail B2 in Section B1 of the Fender System Details; however, Detail B2 does not appear to be included on the sheet. There is a Detail A2 shown, which appears to correspond to the outlined area referenced in Section B1. Please confirm Detail A2 is intended to be labeled as B2. | See revised Plan B1 on sheet SB515 in future amendment. The callout has been revised to reference Detail A2/SB515. |
| 04/23/25 | SB515 | Plan Sheet SB515, Detail A2, references both Type IV and Type V fender pile connections. According to Sheet Note 4 on SB515, an HDPE sleeve is required only for Type V piles. However, Sheet SB401 (Pier – Fender System Detail) does not clearly indicate which fender pile type (Type IV or V) is to be used at each specific location. Please clarify the intended fender pile type at each location shown on SB401. | See added Sheet Note 5 on sheet SB 515 in future amendment. The contractor has the option of utilizing either Type IV or Type V piles for the fender system. The Fender Pile "Type" designation aligns with the standard NAVFAC Unified Guide Specifications for Fender Piles. |
| 04/23/25 | SD301 | Plan Sheet SD301 notes, “Demolish conc encased & conc filled 12" diameter steel pipe pile, TYP,” but does not provide a tip elevation for these piles. |
The May 1956 reference drawings indicate that all pier and trestle piles were originally specified as precast concrete, with alternates for cast-in-place concrete and H-piles stingers. Section AA of the reference drawings shows piles driven to the line of shell limestone, approximately 16 feet below the dredge line. No soil borings are included in the 1956 drawings.
Please confirm whether the existing piles are the cast-in-place tapered piles indicated in the 1956 reference drawings. Additionally, please confirm the tip elevation used for the original pile installation. The in place pile lengths for the circa 1956 Fuel Pier are not available. For bidding purposes assume 60 feet long. Contractor shall provide a unit price for pile removal to permit cost adjustment once actual pile lengths are known.
Refer to the 2022 Fuel Pier Condition Assessment Report, page 37 of 60 that indicates 12" diameter concrete encased piles. No as-built information is available indicating the specific type of steel pipe pile that was installed.
| 04/28/25 | Price Proposal | ||||

| 04/28/25 | Price Proposal | ||||

| 05/12/25 | SB003 | 01 57 19 page 18 | 1.7.6.C | Plan Sheet SB003, Waterfront Demolition Note 8, states: “Piling must not be shaken, or material removed during demolition.” Please confirm that the existing piles may be cut off at or below the mudline. (Typical cut off depth is typically a maximum of 2 feet below mudline.) | All piles must be completely extracted, cutting off below the mudline is not permitted. Vibratory methods are permitted per section 3.1.2. The statement about shaking the pile is an environmental permit requirement that requires limiting the release of soil/material that adheres to the pile during extraction into the waterway. After the pile has been extracted, the contractor is not allowed to shake the pile to remove the material stuck to the pile over the water or land. |
| 05/12/25 | SB003 | 01 57 19 page 10 | 1.5 | Plan Sheet SB003, Waterfront Demolition Note 8, states: “Piling must not be shaken, or material removed during demolition.” Please define what is meant by the term "material" as it pertains to this statement. Is the "material" expected to be suitable for disposal at a C&D landfill? Or, is the "material" expected to be contaminated and therefore required to meet special hazardous disposal requirements? | The material is expected to be suitable for disposal at a C&D landfill. |
| 05/12/25 | SB003 | Plan Sheet SB003, Waterfront Demolition Note 8, states: “Piling must not be shaken, or material removed during demolition.” Please confirm that if the pile can not be removed using a vibratory hammer, that they may be cut off at or near mudline. | Vibratory methods for pile removal are permitted per Section 3.1.2 of Specification 02 41 00. Per Specification 02 41 00 Section 3.1.2, the Contractor must select the appropriate means and methods to successfully extract the piles completely, including vibratory or hydraulic extraction methods. The work plan must include procedures for extracting and handling piles that break off and limit partial removal. | ||

| 05/16/25 | Attachment H, Small Buisness Subcontracting Plan | In the small business subcontracting plan, page 13 includes a requirement to enter data for base period and option year subcontracting goals. This seems a requirement for an IDIQ contract which would span for multiple option periods. Please confirm this page can be left blank or send a revised small business subcontracting plan for inclusion into the proposal. | Only required for Base Year. | ||
