About this file
This file is a Questions and Answers (Q&A) log for a naval construction project at Marine Corps Air Station Beaufort, South Carolina. The document contains five technical clarification questions and corresponding government responses related to specific construction details for the P502 Replace MCAS Beaufort Fuel Pier project (Solicitation Number: N4008525R2522).
The questions address technical specifications including concrete demolition and reuse, bollard pipe scheduling, riprap classification, retaining wall fall protection requirements, and geogrid placement details for an access road embankment. Government responses provide precise technical guidance, such as specifying Schedule 40 steel pipe for bollards, confirming riprap class and thickness, recommending handrail integration for retaining walls over 42 inches, and clarifying geogrid placement limits at different site elevations. The project is being managed by the Department of the Navy Naval Facilities Engineering Command, with a focus on precise engineering and construction methodology.

| Section | Paragraph | ||||||
| 05/29/25 | 02 41 00 | 3.1 | Specification Section 02 41 00, paragraph 3.1 states: “…Designate materials for reuse onsite whenever possible…”. Can the contractor crush the demolished pier and leave the crushed concrete onsite in the Contractor Laydown Area for future reuse by the Government, or does all crushed concrete need to be hauled offsite to be recycled/reused by others? | Crushed concrete that is not reused for the project must be disposed of off-base unless directed otherwise by the Government. | |||
| 05/29/25 | CS502 Detail D1 | For the Bollard detailed on CS502/D1, what is the thickness (or schedule) of the pipe? | Provide Schedule 40 steel pipe. | ||||
| 05/29/25 | CS502 Detail C3 | Specification Section 31 00 00, 2.3.2 Stone calls for SCDOT Riprap Class D; however, Plan Sheet CS502, Detail C3 calls for Class F. | |||||
| Please confirm the Class D is to be utilizes as the SCDOT Class F material has a D100=3.6’, D50=2.85’, and D5=2.25’ which will not fit into the detail’s 3.0’ thick template. | Provide Class F riprap. The 3.0' riprap thickness should be increased to 4.0' to accommodate Class F riprap. | ||||||
| 05/29/25 | CG401 Detail C3 | Sheet S-100, Note 8 indicates guardrail on the Isolated containment pad which appears to provide fall protection for retaining wall RW-1; however, there is no guardrail shown for retaining wall RW-2’s 6-foot drop off. Does RW-2 need guardrail? If so, please provide details & limits. | Provide handrail where wall exceeds 42" in height per OSHA requirements. Handrail shoul d be integrated into the segmental concrete block retaining wall design. | ||||
| 05/29/25 | CG501 Detail C3 | On CG501, detail C3 for Elevation 8.0, refers to note #3 which states: “…Begin placement of geogrid at centerline of access road and extend to the south for full limits of placement.” However, CG501, A1 has a call out arrow on the top of the detail indicating the geogrid placement limits at elevation 8.0 well north of the centerline. Please clarify, what are the limits of the geogrid layer at elevation 8.0? | Geogrid at elevation 8.0 is only required south of the access road centerline as noted in Detail C3 - Embankment Section B. Disregard the geogrid placement limit shown at the north end of the site. | ||||
| 05/29/25 | CG501 Detail A1 | On CG501, detail A1 indicated a layer of geogrid at elevation 8.7; however, detail C3 does not indicate a layer at elevation 8.7. Please clarify which detail governs. | Embankment sections A and B are intended to shown geogrid placement only in the direction of each section cut. Geogrid should be placed at elevation 8.7 within the limits shown on the geogrid placement plan and in the direction indicated on Note 2. |
