04/23/25SB003Plan Sheet SB003, Waterfront Demolition Note 8, states: “Piling must not be shaken, or material removed during demolition.” Please confirm whether this note excludes the use of vibratory extraction for pile removal on this project.

Additionally, the same note requires the use of a clamshell bucket “in the best tidal conditions.” Please clarify what is considered the “best tidal conditions” for clamshell bucket operation in this context. Vibratory methods are permitted per section 3.1.2. The statement about shaking the pile is an environmental permit requirement that requires limiting the release of soil/material that adheres to the pile during extraction into the waterway. After the pile has been extracted, the contractor is not allowed to shake the pile to remove the material stuck to the pile over the water or land.

"Best tidal conditions" refers to the time approaching and leaving a slack tide or during still low tide in attempts to limit the movement of sediment.

05/21/25Per S&ME Hazardous Building Materials Assessment Report (Appendix A), MCAS representatives will determine the proper disposal for the low-level radiation sources items in accordance with their SCDHEC Radiation Safety Permit, Department of Defense and the Nuclear Regulatory Commision. Please provide the proper disposal for the low-level radiation sources items. If it is to be determined that we do have radiation waste on MCAS Beaufort, the installation would be responsible for its removal.

05/21/25Volume 1 - page 54 of 64001 32 17 . 00 201.9Is the Designated Project Scheduler allowed to have other job duties on the project?Yes, per the specification.
05/21/25Volume 1 - page 23 of 64001 14 001.3.dWhat is the maximum permissable crane height allowed by the FAA?Per spec 01 14 00 Seciont 1.3 d. Contractor to determine permissable crane heights. Follow all guidance and direction required by FAA.
05/21/25Volume 1 - page 24 of 64001 14 001.3.fIs there a limitation as to how far Contractor personnel and equipment must be relocated during fueling operations?Contractor personnel should vacate the pier during the barge unloading. Contractor may work on land during the barge unloading. Equipment may remain as long as it does not directly impacting fueling operations.
05/21/25Volume 1 - page 25 of 64001 14 001.3.nPlease furnish the special fire provisions pertaining to the station and the pier.Any special fire provisions or permitting requirements related to "hot work" have been provided in project specifications.
05/21/25Fuel Pier Drawings 25May1956On drawing 735327, detail 2 - How many 1.5in diameter dowels need to be cut in phase 1 demo? The total quantity of 1.5 inch diameter dowels is not indicated on the original drawing set. For bidding, it should be assumed there are a minimum of 9 dowels located within each of the cast-in-place closures between the precast U-beams (See Section E-E on Drawing No. 735327. The quantity of dowels that need to be cut is up to the contractor to facilitate demolition and construction.

Factor 1, Corporate ExperiencePlease confirm if relevant construction projects that have reached substantial completion, but are not yet fully completed, can be considered as part of our corporate experience. ("Substantial completion" is defined as the stage in the construction process when the project is sufficiently complete, in accordance with the contract documents, so that the owner can occupy or utilize the work for its intended use.)Fully complete.
5/28/252231-62-13.203.2.6Will Probing or punching be premitted for pile instllation instead of predrillingIt is envisioned that predrilling will provide more effective alignment control for the piles in order to maintain tolerances. If contractor can meet the necessary tolerances with spudding or punching then it is acceptable.
05/28/25The drawings show the anodes welded directly to the structures. As they are welded, taking current measurements wouldn't be possible without the ability to connect and disconnect the anodes from the structure. Would the Government consider wiring one anode for current measurements? It is acceptable to wire one anode for current measurement. Future measurements will likely be obtained using a Bathycorrometer.
05/28/25Due to the anodes being permanently shorted via welding, the base potential measurements would need to be taken before the anode installation. Would this approach be acceptable? This approach is acceptable
05/28/25Given that galvanic anodes are being used in a relatively small installation, stray current issues are unlikely. Does the Government still want an evaluation of stray current on nearby structures?Since the structure is relatively remote, stray current measurements do not need to be measured
05/28/25Amendment 10, Option 3 and 4 PPI ResponsesAmendment 01, PPI responses states to "Price Conservatively". This is an unreasonable response and does not quantify or cap the quantity of shutdowns that may occur that could lead to overall compensable project delays. Please provide a shut down quantity cap for both Option 3 and Option 4 so we can price? Is the quantity numbers provided for Option 3 and Option 4 the maximum cap quantity?Contract is firm fixed price. Clins with unit quatities are only for future government reference.
