SectionParagraph
Russell MarineSD301For phase 1 demolition in section B3, can the deck be cut to overhang the caps that are to be demolished in phase 2 so that the precast deck panels can be supported by those caps and safely removed?See revised section B3 on sheet SD301 in future amendment. The limits of the Phase 1 demolition have been modified and a note added so that the contractor can adjust the limits of demolition with prior approval from the contracting officer. This section has also been updated to show the temporary curb and handrail in Phase 2. The plan on sheet SD102 shows the limits of the handrail, but it is not depicted in the section.
Russell MarineSD301In section B, does the temporary guardrail & containment curb need to be in place prior to removing the deck panels in phase 1 demolition?See revised detail B1 on sheet SD301 in future amendment. A note has been added clarify the timing of when the curb and guardrail needs to be installed. The primary purpose of the guardrail and containment curbing is to protect government and contractor personnel from falling into the water and prevent potential fuel spills from entering the waterway. It is recommended to install both items prior to the government needing access to the dock for fuel offloading.
Russell MarineSD30103 31 30Is the 5000 psi concrete for the containment curb considered marine concrete & does it require fiber reinforcing mesh?Variations may be approved after construction contract award. Submit variations in accordance with specification section 01 33 00, paragraph 1.8. Propose as Marine Concrete in accordance with Specification 03 31 00, without fiber reinforcing.
Russell Marine02 41 003.1.2This paragraph seems to contradict itself stating that vibratory methods can be used to extract the existing pier & trestle piles, but then states that the piles must not be shaken. Please confirm that a vibratory hammer permitted to be used for pile extraction.Vibratory methods are permitted per section 3.1.2. The statement about shaking the pile is an environmental permit requirement that requires limiting the release of soil/material that adheres to the pile during extraction into the waterway. After the pile has been extracted, the contractor is not allowed to shake the pile to remove the material stuck to the pile over the water or land.
Russell MarineBid FormShould the total bid quantity for CLIN 1A be 9,050 LF? Please confirm total bid quantity.See revised Bid Form in future amendment. CLIN 1A should have a quantity of 8,710 LF since it only includes the bearing piles. The four guide piles are covered under CLIN 1B
Russell MarineBid FormPlease provide a breakdown of what is to be included in each CLIN as it is unclear what is supposed to be included in each bid item.Use Price Proposal Form for any CLIN breakdowns and any cost input.
Russell MarineSB510Can the shear keys between the precast deck panels to be poured with the deck topping slab? If not, then can 5000 PSI grout with aggregate be used inlieu of 5000 PSI concrete due to the small quantity?See revised note on detail B3 on sheet SB510 in future amendment. Shear keys between precast deck panels must be poured prior to placing the concrete topping slab in accordance with Detail B3/SB510 to visualy verify the key is completely filled. 5000 PSI grout with aggregate is acceptable with approved submittal documentation.
Russell MarineSB517Detail C1 says the curb nosing at the mooring cleats is to be 4"Ø SCH80 quarter pipe type 316 SS nosing, but detail A3 says the curb nosing at the mooring cleats is to be 4"Ø SCH40 quarter pipe type 316 SS nosing. Please clarify the schedule designation for the curb nosing for the mooring cleats.See revised section A3 on sheet SB517 in future amendment. The curb nosing detail has been revised to show Schedule 80 Type 316 SS pipe instead of Schedule 40.
Russell MarineSB401, SB515On drawing SB515 detail A2, type V & VI fender piles are detailed and says to refer to the plan view (assuming on drawing SB401), but the type V & VI fender piles aren't clearly identified. Please confirm what piles are type V & type VI.See added Sheet Note 5 on sheet SB 515 in future amendment. The contractor has the option of utilizing either Type IV or Type V piles for the fender system. The Fender Pile "Type" designation aligns with the standard NAVFAC Unified Guide Specifications for Fender Piles.
Russell MarineSB515On drawing SB515 detail A2 for type IV piles there appears to be dots on top of the pile. What do those dots represent? The Type IV piles are recycled plastic piles with glass fiber reinforcing bars for added strength and stiffness.
Russell MarineSB515Is there any reinforcing steel in the fender pile concrete infill? For the Type V fender pile there is no reinforcing (steel or otherwise) in the fender pile concrete infill.
Russell MarineSB515On drawing SB515 detail B1, it references detail B2/SB515, but detail B2 doesn't appear on drawing SB515. Please provide detail B2.See revised Plan B1 on sheet SB515 in future amendment. The callout has been revised to reference Detail A2/SB515.
Russell MarineSB002Under miscellaneous metal note 5.A, it says that the anchor rods are to be galvanized steel, but then list ASTM 593 type 316L which is a stainless steel specification. The rest of the hardware specifications in note 5 appear to be for galvanized hardware. Please confirm the finish on othe anchor rods.See revised Miscellaneous Metals Note 5.A on sheet SB002 in future amendment. The note has been revised to reference ASTM F1554, Grade 55 for galvanized anchor rods, except for the mooring hardware. Mooring hardware anchor bolts are covered in specification section 35 59 35.
Russell MarineSB523Detail D1 references drawing SB122 & detail D3 references drawing SB123, but those don't apper on drawings SB122 & SB123, respectively. Please verify which drawings details D1 & D3 should reference.See revised plan and elevation D1 and D3 on sheet SB523 in future amendment. Detail D1 should reference sheet SB522 & detail D3 should reference sheet SB523.
Russell MarineSB512, SB122What is the correct location of the electrical handhole detail? It appears on either side of bent 13 on both drawings? The electrical handhole is located to the west of Bent 13 as shown in detail A1 on drawing SB122 and detail B1 on drawing SB512.
Russell MarineSB100, SB521Are the stairs between the new pier and the existing south breasting dolphin to be galvanized steel or aluminum. SB100 keynote 9 says 4' aluminum stairs and SB521 says steel access stairs?See revised Sheet Keynote 9 on sheet SB 100 in future amendment. Stairs between the new pier and the existing south breasting dolphin are to be galvanized steel.
Russell MarineCD102Is there a location on the MCAS that the existing rip rap revetment that is to be demolished be disposed of on site or does it need to be removed from site? For bidding purposes assume all riprap must be removed from the installation. Existing riprap may be stored and reused on-site if it meets SCDOT Class F requirements.
Russell MarineSB124What does the gray blockout near the 12'2" dimension on the north end of the pier represent?See added Sheet Keynote 42 on sheet SB124 in future amendment. The gray blockout near the 12'2" dimension on the north end of the pier represents the Pipe Corridor Access Platform. See sheets S-100 and S-542 of Structural Fueling Drawings for more detail.
Russell Marine03 31 301.9.5.5Is anti-washout admixture required?Anti washout admixture is only required for the Monopile concrete fill.
Russell Marine03 31 301.9.5.5Is a corrosion inhibitor admixture required?Corrosion inhibitor is not required under Section 03 31 30 Marine Concrete, however, corrosion inhibitor is required under section 31 62 13.20 Precast/Prestressed Concrete Piles. Corrosion inhibitor is only required for the concrete piles.
Russell Marine01 45 001.6.4.1Due to the anticipated small quantity of diving work (4 EA anodes) on the project, can the UWQC be the same diving contractor as the anode installer being that the UWQC is required to photo/video their inspection? The divers performing the anode installation can serve as the UWQC team provided they meet the requirements outlined in Specification Section 01 45 00 Quality Control.
Russell MarineSD102During the phase 2 construction, won't the temporary gangway going from the remaining existing portion of the north pier to the remaining existing portion of the south pier conflict with the fuel piping on the newly constructed pier trestle?See revised plan A1 on sheet SD102 in future amendment. The top of deck of the new trestle will be approximately 5.5 feet above the deck of the existing pier. The temporary gangway shown on sheet SD102 will not conflict with the piping on the trestle as the gangway will be attached to the existing pier deck, and span below the new trestle.
Orion Marine Construction, Inc.05/05/25Standard Form 1442; Page 1 of 7513 - Additional Solicitaion Requirements:A.We respectfully request a 45-day extension to the current proposal due date of 3 June 2025 for Solicitation N4008525R2522. The project's complexity, including phased demolition, construction of a new pile-supported fuel pier, and multiple technical optional items, requires thorough planning and coordination. The current six-week window provides limited time to develop a comprehensive and competitive proposal. An extension to 18 July 2025 would enable us to ensure accurate pricing, effective subcontractor engagement, and compliance with all solicitation requirements.Due date will be extended 14 days. June 17th.
WT05/05/25Price Proposal FormPrice Proposal Form, CLIN 1 states…"and incidental work in accordance with the drawings and specifications". Please confirm the "incidental work" referred to is work that is specficially shown and noted on the drawings and specifications?CORRECT
WT05/05/25Price Proposal FormPrice Proposal Form, 1.1 General Bid Notes, item a. states award will be made on the total sum of Contract Line Items (CLINC) 1. Please confirm this means total sum of CLINs 1, 1A, 1B, 1C, 1D?CORRECT
WT05/05/25Price Proposal FormPrice Proposal Form, 1.1 General Bid Notes, item a. states award will be made on the total sum of Contract Line Items (CLIN) 1. Typically an award is based upon the total of the base line items plus the option line items. Why is the Government only awarding off the base line items?CLIN 1, 1A, 1B, 1C, 1D, ARE THE BASE BID. CLIN 2, 3, 4, 5, 6, ARE OPTIONS THAT MAY OR MAY NOT BE AWARDED AT THE TIME OF THE BASE BID.
WT05/05/25Price Proposal FormPrice Proposal Form, 1.2 CLIN Bid Notes, item d. states any work under this CLIN will not proceed without prior written approval of the Contracting Officer and the direction of the Government Geotechnical Engineer. In order to provide a price and schedule, we need to confirm this approval will occur within 48 hours of being identified by the contractor since operations are halted until approval?Approval will be provided within 48 hours during business hours (0700-1700 Monday-Friday).
WT05/05/25Price Proposal FormPrice Proposal Form, Line Item 4, Option 3 and 1.2 CLIN Bid Notes 1.2.c requestes a unit price for a 100% work shutdown resulting from Government activities which may last more than (2) hours and less than one day in which the Contractor will be required to stop work and evacuate his personnel from the jobsite. This unit price request is unreasonable, unquantifiable, and cannot be priced as defined. The cost to stop and evacuate the personnel from site will dractically change daily per the scope of work and number of workers on site that day. The cost of tools and equipment on site will dractically change daily per the scope of work being performed that day. The contract period of performance, which includes liquidated damages, could be greatly impacted due to the resulting work in-effeciencies and lost time since no time evacuation cap is provided. How do we know when this will occur, how many times, and the total impact it will have on the Period of Performance? Since there is no way to quanitfy or define this unit price, please remove Option 3 from the Price Proposal Form so that we can provide a proposal?OPTION WILL REMAIN. PRICE CONSERVATIVELY. NOTE: THIS OPTION IS IN EXCESS OF WORK RESTRICTIONS INDICATED IN SPECIFICATION 01 14 00 WHICH ARE TO BE INCLUDED IN THE BASE BID.
WT05/05/25Price Proposal FormPrice Proposal Form, Line Item 5, Option 4 and 1.2 CLIN Bid Notes 1.2.c requestes a unit price for a 100% work shutdown resulting from Government activities and lasting more than a day and for which the Contractor will be required to stop work and evacuate his personnel from the jobsite. This unit price request is unreasonable, unquantifiable, and cannot be priced as defined. The cost to stop and evacuate the personnel from the site will dractically change daily due to the scope of work and the number of workers on site that day. The cost of tools and equipment on site will dractically change daily per the scope of work being performed that day. The contract period of performance, which includes liquidated damages, could be greatly impacted due to the created work in-effeciencies and lost time since no time evacuation cap is provided. How do we know when this will occur, how many times, and the total impact it will have on the Period of Performance? It states more than a day....this means it could last for months.. Since there is no way to quanitfy or define this unit price, please remove Option 4 from the Price Proposal Form so that we can provide a proposal?OPTION WILL REMAIN. PRICE CONSERVATIVELY. NOTE: THIS OPTION IS IN EXCESS OF WORK RESTRICTIONS INDICATED IN SPECIFICATION 01 14 00 WHICH ARE TO BE INCLUDED IN THE BASE BID.
WT05/05/25Price Proposal FormPrice Proposal Form, CLIN 3, Option 2. Please confirm the conex storage boxes are by others?Correct. Conex storage boxes provided by government.
WT05/05/25Price Proposal FormPrice Proposal Form, 1.2 CLIN Bid Notes, item c. states if directed by any other government official…please confirm direction is only to come from the Contracting Officer?Correct the Contracting Officer is the only government official who can direct the contractor.
WT05/05/25SF1442SF1442 - The pricing section, Options, do not exactly match the Price Proposal Form including missing quantities. Please confirm the SF1442 will revised upon award?Refer to Price Proposal Form. Total award amount will be reflected on the SF 1442
WT05/05/2510RFPRFP, page 10/75, item 7 Small Business Subcontracting Plan has a 40% small business goal, but Factor 5, page 20/75 states minimum Small Business participation of 20%. This project includes numeorus specialty trades/subs such as marine and fuel piping that will account for up to and possibly over over 80% of the total subcontracted amount. Please consider reducing the 40% and minumum 20% to both being a total of 15% small business participation for this special project?Bid per RFP
WT05/05/2513RFP, Factor 1RFP, Factor 1, page 13, allows for the offeror to be a Joint Venture, but does not allow for a Teaming Agreement with a subcontractor as the Government typically does. Please consider allowing a Teaming Agreement with a subcontractor where the subcontractor can provide up to two relevant projects for Factor 1 and their associated project Past Performance for Factor 4?See factor 1 Corporate Experience, "Experience shall be that of the offeror, performed as the Prime Contractor. Experience of proposed subcontractors

will not be considered. Furthermore, experience of the offeror while working as a subcontractor will not be considered."

WT05/05/25RFP, Factor 2RFP, Factor 2, under Management Approach Narrative, states to discuss coordination between the three sites. Please define the three sites the Government is referring to?Three was inputted by mistake. Will be removed.
WT05/05/25RFP, Factor 2RFP, Factor 2, under Critical Path Schedule states the period of performance is 900 calendar days. How are we to create and verfiy the 900 calendar period of performance when Option 3 and 4 does not provide a site evacuation time limit on when the Government may shut down the project work? Please remove Option 3 and Option 4 from the Price Proposal Form since they are undefined and un-quantifiable time constriants on the project schedule leaving us unable to create a Critcal Path Schedule, and unable to price the project and these Options? The amount of workers, therefore costs, on site vary drastically each day so Option 3 and 4 cannot be priced as defined either.Option 3 can be absorbed within oirginal Period of Performance. If Option 4 is awarded period of performance may be adjusted by unit identified.
WT05/05/25RFP, Factor 2RFP, Factor 2, under Critical Path Schedule states to provide all Project Schedule source files. Please clarify this request and where / how are we to provide these source files?Primavera P6 XER files may be emailed to contract specialist Scott Schultz.
WT05/05/25RFP, Factor 3RFP, Factor 3, item 3. states the Technical Approach to Safety narrative is limited to 2 pages. Is this for this section 3. or for all of Factor 3? What is the page count for section 1. DART, and section 2. TCR? We recommend a total page count of 5 pages for Factor 3?Technical narrative is limited to two pages. No requirement for the rates.
WT05/05/25RFP, Factor 4We have relevant private projects where the Owner has provided previous PPQ and really does not want to continue completing PPQs for the project. Please confirm it is acceptable to submit previously received PPQs for private projects?See Factor 4, "Offerors

shall not incorporate by reference into their proposal PPQs or CPARS previously submitted for other RFPs. "

WT05/05/25RFP, Factor 1RFP Factor 1 does not provide a page limit, just a 2 page limit for each project sheet. Is the page limit 10 pages or are we allowed to provide a one page relevancy narrative?Provide relevancy narrative within the (2) page limit on the Project Data Sheet."
WT05/05/25RFP, Factor 2RFP, Factor 2, does not provide a page count for the Critical Path Schedule. Please confirm schedule has no page limit? No page limit for schedule.
WT05/05/25RFP, Factor 4RFP, Factor 4 states to include all completed CPARS evaluations (interim and final) for the projects. Please confirm this is true, or can we provide just the most recent? All interim and final CPARS required per RFP.
WT05/05/25RFP, PricingRFP Pricing section is silent on providing executed SF 30s. Please confirm we are to include after the SF 1442?Per RFP all offerors should acknowledge all amendments in Block 19 of the SF1442. Exercised SF30 not required.
