About this file
This file contains a Questions and Answers (Q&A) document for a Naval Facilities Engineering Command solicitation (N4008525R2522) for replacing the fuel pier at Marine Corps Air Station (MCAS) Beaufort in South Carolina. The document addresses two key clarification requests from potential contractors: first, regarding hazardous waste generator responsibilities during site demolition, and second, concerning settlement requirements for site fill and backfill.
For the hazardous waste management, MCAS Beaufort clarified that while the contractor will perform waste removal, preparation, and disposal, MCAS Beaufort will be the official generator of record and will use their EPA ID number. Regarding site settlement, the government confirmed contractors should bid as specified, with a 180-day settlement period targeting 1.9 inches of settlement, and noted a contract modification may be issued if the settlement duration needs extension. The solicitation is for a construction project involving fuel pier replacement, with the Department of the Navy Naval Facilities Engineering Command as the contracting agency.

| 06/10/25 | We previously submitted the following question, which was addressed in Addendum 3: |
“3.3.1 states all materials and equipment removed and not reused or salvaged, becomes the property of the Contractor. Based on this statement, would the Owner or Contractor be the generator of the hazardous material that needs to be removed from the site?”
Government Response: “Contractor is responsible for removing all hazardous material, within the scope of demolition, from the site.”
While this response confirms the Contractor’s responsibility for removal, it does not directly address who will be considered the hazardous waste generator of record.
To ensure proper compliance with environmental regulations and manifest procedures, we respectfully requests explicit confirmation of whether the Contractor or the Government will be designated as the hazardous waste generator for any hazardous material removed from the site during demolition. The contractor will perform the work and properly containerize/store the items until ready for shipment offsite. MCAS Beaufort can provide container marking/hazard warning labels as necessary. The contractor will prepare the items for shipment including: Waste profiles, preparing manifests or bills of laden, and properly mark/label/placard (IAW DOT Requirements), arrange transportation, and pay disposal fees.
MCAS Beaufort will be the generator of record for the waste and our EPA ID # will be used, as necessary.
Appointed MCAS Beaufort NREAO staff will review all documentation, sign manifests, and ensure proper labeling, placarding, etc. for compliance with applicable regs.
06/10/25 31 23 23.00 20 Clarification is requested on Section 31 23 23.00 20 – Fill and Backfill, paragraph 3.7.1 references a minimum 180-day settlement period to achieve a required 1.9 inches of settlement prior to final grading. Confirmation on whether the Contractor or the Government is responsible for the impacts (e.g., schedule delays, remedial measures, or cost implications) if the site does not achieve the specified 1.9 inches of settlement after the 180-day surcharge duration is requested. Bid as specified. A Contract Modification will be issued if necessary to extend the surcharge duration beyond the specified period.
