About this file

The document is a Price Proposal Form for the P502 project to replace the Fuel Pier at Marine Corps Air Station Beaufort in South Carolina, issued by the Department of the Navy Naval Facilities Engineering Command. The pricing document includes a base price and five optional line items covering demolition, construction, and potential work disruption scenarios, with detailed unit pricing for specific components such as prestressed concrete piles, pile load testing, and potential site work modifications.

Key pricing details include a base price for pier demolition and construction, with unit prices for 18" square prestressed concrete piles (8,710 linear feet), dynamic pile load testing, work shutdowns related to Marine Mammal Protection Plan compliance, and potential soil replacement. The document allows the government to unilaterally award optional line items within 180 calendar days after contract award, with a total contract completion timeline of 900 calendar days. Bidders must provide firm fixed prices, and the government reserves the right to reject unbalanced offers where pricing for different work components appears significantly misaligned.

1.1 GENERAL BID NOTES

a. Award will be made on the total sum of Contract Line Item (CLINs) 1. If there is a difference between a unit price and the extended total, the unit price will be held to be the intended bid and the total recomputed accordingly. If an Offeror provides a total but fails to enter a unit price, the total divided by the specified quantity will be held to be the intended unit price.

b. The Government reserves the unilateral right to award CLINs 2, 3, 4, 5, and 6 to the Contractor at the proposed price within 180 calendar days after the contract award. A firm fixed proposed price is required for CLINs 2, 3, 4, 5, and 6. No provision is made for economic price adjustment. If the Option is exercised, the contract completion date remains 900 calendar days after award of the contract.

c. The Government may reject an offer as nonresponsive if it is materially unbalanced as to prices for the basic requirement and the option quantities. An offer is unbalanced when it is based on prices significantly less than cost for some work and prices which are significantly overstated for other work.

1.2 CLIN BID NOTES

a. For CLIN 1D: Unit Price for only 100% work shutdown not previously identified in the contract and only related to waterborne operations associated with MMPA compliance. This pertain to only those work stoppages, during typical work day hours, in which the contractor has already begun his work but is then required by MMPA compliance to temporarily halt his operations due to that activity. The subject "Unit Priced Bid Item(s)" will require approval as directed by the Contracting Officer.

b. Requirements for the Marine Mammal Protection Act (MMPA) "observers" and for the various unit prices identified in the schedule(s) above shall be deemed to include all costs required for the specified work, complete in accordance with the specifications, including all materials, labor, equipment, tools, supervision, reporting and related items. Refer to contract documents for MMPA "observer(s)" and operational requirements.

c. For CLIN 4 and 5: Unit price for the ABOVE AND BEYOND 100% work shutdown, not previously identified in connection with Project P502 resulting from a Government Activity where the contractor is unable to shift manpower and equipment to other productive contract work. The Contractor must notify the Contracting Officer immediately of a pending shutdown if directed by any other government official so that the Contracting Officer has the opportunity to avoid or mitigate the down time, complete in accordance with drawings and specifications. The subject "Unit Priced Bid Item(s)" do not extend beyond the typical working hours of a normal business day and all will require approval as directed by the Contracting Officer.

d. For CLIN 6: Unit price for all work in connection with the removal, disposal and replacement of geotechnically unsuitable subgrade soil (i.e. soft subgrade soils) with imported structural backfill or imported #57 crushed stone as specified. Unsuitable subgrade soil determinations shall be made by the Government Geotechnical Engineer and approved by the Contracting Officer. The price shall include removal of geotechnically unsuitable soils encountered at the planned footing subgrades or identified during proofrolling of planned subgrades, disposal at the specified disposal facility, and backfilling the excavation with compacted imported structural backfill or imported aggregate. Soils that are excessively wet and soft due to lack of proper site maintenance and protection measures, and lack of specified drainage or excavation dewatering will not be considered unsuitable. Unit price shall include all handling and transportation. The volume of material removed and imported backfill required shall be neat quantities determined based on field measurements (length x width x depth) of the completed excavation to remove the unsuitable soil as approved by the Contracting Officer. Any work under this CLIN will not proceed without prior written approval of the Contracting Officer and direction of the Government Geotechnical Engineer.
