Price Proposal Form
What do we do if our conceptual design quantity is more or less than the ESTIMATED QUANTITY in the bid form for each CLIN? (What is the correct quantity for us to include in our pricing?)
The CLIN for undercut of geotechnically unsuitable subgrade soils is intended for unforeseen conditions. If the DB Team anticipates undercut of existing unsuitable subgrade soils based on the supplied geotechnical information and their conceptual design, then that quantity must be included in the base bid.

Factor 6
In past government proposals, we have submitted Attachment D (Small Business Subcontracting Record) and Attachment E (Small Business Participation and Commitment Strategy) with values based on the stated budget amount provided in the RFP. This is due to the nature of the construction market where pricing is often received very close to the due date. Prior to award, the government will then request the anticipated awardee to update these plans to match their final price proposal.
The Government's response to PPI #302 is unusual, and creates unnecessary last minute tasks and risk for the offerors, who will now be trying to update and match both the extensive price form AND small business documents close to the proposal due time. Please reconsider your response to PPI #302, and confirm that it is acceptable, per typical NAVFAC practice, to use CCL or budget amounts for the submission of Attachments D and E.
Attachments D and E shall be completed using the Offeror's proposed pricing. They should not be completed using CCL or budget amounts.
