Please advise on the maximum number of design submittals the government is able to review concurrently. Please note that there may be multiple design submittals within each project (i.e. P number) and overlapping submittals due to concurrent project design phases.
The maximum number of design submittals that the government is able to review concurrently will be determined by the contractro's schedule and is directly related to the sequencing of the CDW schedule. The RFP dictates when the first CDW shall occur, and when subsequent are allowed.

Part 3.6, Chapter 6, ESR
B201001
All Projects
Projects P‐1522, P‐1524, P‐1525 and P‐1529 include language in the 5th paragraph of B201001 Exterior Closure that allows alternatives to brick masonry veneer, provided any such alternative meets the RFP and BEAP standards. Projects P‐1199, P‐1300, P‐1509, and P‐1520 do not contain the same paragraph that allows alternatives. Please confirm that the option to use alternatives to the listed enclosure systems will also be acceptable for P‐1199, P‐1300, P1509 and P‐1520.
The goal of this RFP is to provide the contractor opportunity to provide a cost effective solution for all buildings while satisfying the requirements established by the D/B RFP. This includes but not limited to:
B201001 Exterior Closure system to match the exterior/architectural style as described in the BEAP (including brick masonry veneer, water table, Aluminum Standing Seam Metal Roof, etc...).
B201002 Exterior Wall Back‐Up Construction System including concrete/masonry wall systems (metal studs not permitted) B201003 Continuous insulation, vapor retarder, water‐resistive barrier, and air barrier with envelope performance testing that comply with specified requirements.

PART 3.2
CHAPTER
6 ‐ ESR
B20 ‐
B201003
B201003 INSULATION & VAPOR RETARDER states to “Provide continuous insulation, vapor retarder, water‐ resistive barrier, and air barrier as required to meet OR EXCEED requirements of project's energy savings requirements as indicated by applicable American Society of Heating, Refrigerating, and Air‐Conditioning Engineers (ASHRAE) 90.1 calculations called for in Unified Facilities Criteria (UFC) 1‐200‐02, High Performance and Sustainable Building Requirements, and meeting minimum building envelope insulation requirements of UFC 3‐101‐01, Architecture." Including this reference and all other “or exceed” instances in the RFP, Please confirm that the technical evaluation criteria does not include “exceeding RFP requirements” as betterments, strengths or additional considerations to offers who provide design features that are in excess of the RFP as a basis of award.
Specifically regarding Part 3.2, Chapter 3 – ESR B20 Exterior Enclosure language:
See page 4 of Amendment 0013 for revised language. “Contractor is required to meet minimum building envelope insulation requirements of UFC 3‐101‐01, Architecture. Exceeding RFP requirements will not be considered as a betterment, strength or additional considerations by offers."
Regarding other instances: In accordance with the April 2016 Department of Defense Source Selection Procedures, a Strength is defined as “an aspect of an offeror's proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.” The Government may identify Strengths for aspects of the Offeror’s proposal that have merit or exceed specified performance or capability requirements in a way that will be advantageous to the Government during contract performance. Factor 4, Basis of Evaluation states “The Government will evaluate the Offeror's technical solution to determine adherence to or enhancing of the technical requirements of the RFP.” In accordance with the April 2016 Department of Defense Source Selection Procedures, a Strength is defined as “an aspect of an offeror's proposal that has merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.” The Government will evaluate the Offeror’s Factor 4 proposal to determine adherence to or enhancing of the technical requirements of the RFP and may identify Strengths for aspects of the Offeror’s Factor 4 proposal that have merit or exceed specified performance or capability requirements in a way that will be advantageous to the Government during contract performance.”
88 3/18/2020 RFP, Page 13 of 59, Para (1) Solicitation Submittal Requirements ‐ Originally had the Non‐Price portion of the Submittal to be 1 Original and 8 copies and a CD.
Amendment 4 changed this to 9 copies. This is a lot of information. Is the requirement still 1 Original and 9 Copies and a CD?
See Amendment 0012 and Amendment 0013. 14
89 3/18/2020 RFP, Page 13 of 59, Para (1) Solicitation Submittal Requirements ‐ If a CD is required (1 Original and 9 Copies and 1 CD) and since the Original governs, then please allow the CD (Electronic Copy) to be turned in within 48 Hours of the Proposal Due Date and Time. This way the CD can have the accurate pricing information.
Otherwise the 50 page bid proposal form, Subcontracting plan, and the other items to be filled in will not be able to reflect the accurate numbers because of the last minute nature of these bid completions.

The expeditionary ops building includes a covered area, and D4040 only speaks to wet pipe sprinklers. If the canopy is to be used for storage, NFPA 13 would require it to be sprinklered. If so, a dry pipe system would be required, similar to what is indicated for the P1300 project for a covered weapons cleaning area. Please advise whether sprinkler protection is required for this canopy.
Correct, Canopy design may require a dry pipe automatic sprinkler system when attached to the building. Design must comply with UFC, NFPA, and other Building Codes. Outdoor Covered area is intended as a multi‐purpose space for breaks between meetings or small social gathering area.

954 ESR D40
The ESR D40 for each project references "commissioning" and states to comply with NFPA and NAVFAC criteria.
NFPA 3 is the "Standard for Commissioning of Fire Protection and Life Safety Systems". While testing of systems is performed, we have not seen NAVFAC typically perform commissioning per NFPA 3 requirements.
Additionally, the 01 91 00.15 22 specification section applicable to each project does not list fire protection systems as requiring "commissioning". Please confirm that NFPA 3 level commissioning of the fire protection systems on these projects is not required.
Compliance with NFPA 3 is not required. A Fire Protection Quality Control Specialist must have the credentials and perform the tasks defined in Specification Section 01 45 00.00 20 (Design and Construction Quality Control). Systems must comply with respective NFPA Codes (i.e., fire sprinkler systems per NFPA 13, fire alarm systems per NFPA 72, fire pumps per NFPA 20, Life Safety Systems per NFPA 101, etc.).
