About this file
This amendment provides updates to a solicitation for design-build hurricane recovery construction services at Marine Corps Base Camp Lejeune in North Carolina. The services include construction of headquarters facilities, battalions, regiments and environmental facilities across eight military projects.
The amendment revises base access requirements, encouraging offerors to mail or FedEx proposals due to recent changes limiting on-base access. It provides an updated base pass request process requiring forms submitted 20 business days before the November 8, 2019 proposal deadline. The amendment also details liquidated damages rates for each project, ranging from $400 to $3,678 per calendar day of delay. The anticipated contract completion is 1,826 calendar days from award by July 20, 2020. The solicitation will utilize a two-phase evaluation including both price and non-price factors to select the best value offer through tradeoff analysis.
