About this file
This notice announces a solicitation for design-build construction services under solicitation number N4008519R9252 to replace several facilities damaged by Hurricane Florence at Marine Corps Base Camp Lejeune in North Carolina. The work includes construction of new headquarters buildings, battalion facilities, and a Marine Expeditionary Unit building. The total value is estimated between $100-250 million. The completion deadline is 1,826 calendar days from award. The solicitation will utilize a two-phase evaluation including technical, past performance and price factors, with technical factors being most important. Phase one will evaluate technical approach, experience and past performance, while phase two will cover safety, technical solution, project management, and small business utilization along with price. The solicitation is unrestricted and targeted for July 2020 award. Market research determined no reasonable expectation of adequate small business response. Drawings and specifications will be provided with phase two.

This paragraph (and other sections of the Solicitation document) appear to indicate that there is a Phase I and Phase II proposal which are intended to be separate documents submitted on different submittal dates. For example, this paragraph states that only the most highly qualified offerors based on the Phase I proposal will be requested to submit Phase II proposals.
Therefore, we assume that the offer is only supposed to submit responses to non‐price Factors 1, 2 and 3 in the Phase I proposal on November 8, 2019 and that Factors 4, 5 and 6 along with the price proposal will be submitted at a later date in the Phase II proposal.
Please confirm and clarify the content expected in the proposal due November 8, 2019.
Offerors shall provide proposals in accordance with the RFP for Factors 1, 2, and 3 in the Phase 1 proposal due November 8, 2019 at 2:00pm local time.

Please clarify if a design‐build project delivered by the Contractor and Designer, as a team, will receive both maximum Construction and Design Factor 2 and Factor 3 scoring if only submitted under the Construction section, or vice versa?
In accordance with the RFP: "If the same project is being used to demonstrate construction and design experience, submit separate Project Data Sheets for construction and design. The Government reserves the right not to consider a project submitted for both construction and design experience on a single Project Data Sheet."
9 10/15/2019 18
The Proposal Submission Requirements on page 18 of 55 require submittal of the SECNAV 5512 (Attachment B) no less than 20 business days prior to the proposal due date. Based on the advertisement date this requirement could not be met. We request NAVFAC establish a time that Proposers could meet outside the gate to hand deliver proposals. This has been used on recent NAVFAC bids and has worked well.
Submit Attachment B as soon as possible.

“On page 10 of 55 it states that “If the Offeror is proposing to utilize multiple Designers of Records (DOR) (i.e. one DOR for each Project), clearly state which DOR will be designing each Project.” On Page 12 of 55 of the solicitation, it states “The Offeror may utilize experience of a design subcontractor to demonstrate design experience under this evaluation factor. The Offer must provide a supporting joint venture agreement, partnership agreement, teaming agreement, or letter of commitment and an explanation of the meaningful involvement for the design subcontractor. Offerors proposing multiple design firms should submit relevant project experience for all design firms. Failure to do so may result in a lower rating.” Is it the intent that only relevant project experience for design firms that will serve as the designer of record is required?

3.2.b.(1 Factor 1, (i), (1)
Please confirm that the “Contractor team arrangement”, defined by FAR Subpart 9.6 as two or more companies form a partnership or joint venture to act as a potential prime contractor, does not need to be registered with the System for Award Management (SAM) prior to the Phase 1 submission, as long as the individual firms comprising the offeror are registered in SAM and a signed agreement between the parties is submitted with the Phase 1 submission?
Confirmed. 3

Text within Attachments C and F have a 10‐point font size. Though the RFP lists that font sizes employed in our submission should be no less than 12‐point, can we insert information matching the style of the content within forms? i.e. 10‐point font? Please advise.
The minimum font size requirement for the Phase 1 proposal is reduced to 10 point.
13 10/22/2019
Please confirm that if multiple Designer of Records are being proposed for each bridge, that each of these proposed Design Subcontractors do not have to contract directly to the Offeror and this arrangement can be supported by either a Teaming Agreement or Letter of Commitment between the Design Subcontractors.
In accordance with Factor 1, "the offeror shall submit a signed copy of a joint venture agreement, partnership agreement, teaming agreement, approved mentor protégé agreement (MPA), or letter of commitment for each member of the offeror’s team identified above (e.g., joint venture member, partner, team member, subcontractor, parent company, subsidiary, or other affiliated company, etc.). If providing a letter of commitment, the letter shall be from the proposed DOR on the DOR’s letterhead and addressed to the Offeror."
14 10/22/2019
Is form SF1442 required at the Phase I or Phase II submission?
SF1442 is required with the Phase II Price Proposal, though Offerors need to provide sufficient identification with their Phase I proposal to allow the Government to know who is proposing.
15 10/22/2019 10 Fac.2 1&2
Might the Government consider expanding the bascule bridge experience to the last 20 years rather than the last 10 years? (For construction only.)
Bid per the RFP 3

“Offerors are highly encouraged to address any adverse past performance issues. Explanations shall not exceed two (2) double‐sided pages (or four (4) single‐sided pages) in total. Information provided beyond this page limit will not be considered.”
Is this 4 pages total for all 10 projects, or per project?
If 4 pages total, may we change that to 5 pages where there would be approximately one‐half page per project?
The page limit is total, for all projects needing explanations. The page limitation of two (2) double‐sided pages (or four (4) single‐sided pages) will not be revised.
17 10/22/2019 9 3.2 2.b.1 Is it acceptable to use font smaller than 12 pt for graphics and tables?
Yes, this is acceptable as long as the chosen font and type size is legible.
18 10/22/2019 10 F2, a 1
Is Factor 2 weighted more heavily if 5 projects are submitted, or does 3 relevant projects gain the same grade as 5?
Please see the Basis for Award for weighting information for each factor.
With respect to Factor 2, Experience, please refer to the Basis of Evaluation which provides that the evaluation "will include the Offeror's demonstrated experience and depth of experience in performing relevant construction and design projects as defined in the solicitation submittal requirements." The Government will evaluate each Offeror's response in accordance with the language set forth in the RFP.
19 10/23/2019 N/A N/A N/A
Please provide a definition of “Design to Budget”.
Please clarify if the intent is (A) Fixed price specified by the Government where the Offeror will fill out the bid form with 100% of the Design to Budget for each MILCON or (B) the Design to Budget is a Not To Exceed amount for each MILCON and the expectation is the Offeror is to evaluate the scope of each MILCON and provide a firm fixed price equal to or less than the Design to Budget for each MILCON. Please Note: If Option B is selected, a minimum 90-day response time will be required for Phase II and a hefty stipend provided for Phase II respondents.
For this solicitiaton, NAVFAC is using the term "Design to Budget" to mean the amount of funds that are available for construction of the specific project. The expectation for the Price Proposal in Phase II is that the offeror will evaluate the scope and provide a separate price for each of the projects within the package as a firm fixed price. Also, the Design to Budget is not a Not To Exceed amount but rather is provided for information on the Government's expectations of the scope concerning both cost and quality.
20 10/23/2019 N/A N/A N/A
Please provide the “Design To Budgets” in phase 1 for each MILCON with basic parameters so teams can make a determination if budgets are adequate before expending efforts for Phase 1.
Please explain what information will be provided in Phase II as part of the AE1 RFP Packages. Will bridging design level information be provided with programmatic drawings or will only narratives be provided?
The Phase 2 RFP will include as‐builts, geotechnical information, bathymetric survey, and site survey.
Drawings with a minimal amount of design information will also be provided.

OFFERORS, 1.2 GENERAL OVERVIEW
OF THE CONTRACT: "TThe general intent of this solicitation is to award a Fixed Price construction contract for design‐build (DB) projects in Package 4, Hurricane Florence Recovery Bridges at MCB Camp Lejeune." The intent is to award one contract that includes all Projects.
23 10/23/2019 N/A N/A N/A Please clarify if a Stipend will be provided to Phase II responsive firms. If so, please provide the amount. At this time, stipends will not be provided.
24 10/23/2019 N/A N/A N/A
Please provide the anticipated Phase II RFP response period.
Phase II will be issued via amendment. As included in the Hurricane Florence Industry Day Brief, Phase 2 is anticipated to be issued February 2020 and responses are anticipated to be due in April 2020.
The government intends to allow approximately 60 days for the Phase II Non‐Price Proposal and to allow approximatley 20 additional days for the Phase II Price Proposal.
25 10/23/2019 Fac. 2
Factor 2 – Experience for both construction (page 10) and design (page 11) states: “Renovation projects will not be considered relevant.” However, the Basis of Evaluation criteria on page 12 states: “Relevant projects that demonstrate experience with construction sequencing to allow rail operations to remain in service periodically may be considered more favorably that those that do not.” In our experience, rail operations projects that involve “sequencing to allow rail operations to remain in service” are predominately rehabilitation projects, such as an existing rail system that is having its substructure rebuilt while remaining in operation, which is technically classified as renovation.
Would the government consider renovation projects to be acceptable/relevant in situations that clearly demonstrate experience in achieving the goal of allowing rail operations to remain in service?
Bid per the RFP. 3

Please provide the intended date and/or timeframe for the development and submission of the Phase II requirements? Phase II will be issued via amendment. What is the anticipated length of time from Award of Contract (AOC) to Notice‐to‐Proceed (NTP)?
Recommend that the schedule run be based on number of days from NTP rather than AOC.
I would assume the 1,461 days does not include weather days or holidays?
The Award of Contract shall be considered the Notice to Proceed.
Additionally, the awardee will received a Notice of Award letter on the date the contract is awarded stating that it shall be considered the Notice to Proceed. A separate Notice to Proceed will not be issued. 1,461 is calendar days, and therefore include holidays and weather days.
