This notice announces an upcoming solicitation for design-build construction services for eight military construction projects at Marine Corps Base Camp Lejeune as part of Hurricane Florence recovery efforts. The projects include construction of new battalion and regimental headquarters facilities, an armory, and an environmental management division building. The combined value of construction for all projects is estimated between $100-250 million. The solicitation will utilize best value tradeoff source selection and award a firm-fixed price design-build contract with an anticipated period of performance of 1,826 calendar days. The solicitation is designated as unrestricted and will require technical, past performance, and price proposals. Evaluation factors will assess technical approach, corporate experience, past performance, safety, technical solution, project management, and small business participation. Large businesses must submit a subcontracting plan. The drawings and specifications will be made available with the Phase 2 amendment on 7 October 2019.

Armory Site

Land Use Restricitons

Enclosure 3: Applicable Conditions

AST/UST (Land use Restrictions):

1. This site is located within a Land Use Restriction (LUR) for groundwater. Any encountered groundwater within this LUR boundary must be containerized and properly disposed of, or sampled prior to dewatering activities.

AST/UST/IR/MRP (Soil):

1. If contaminants are suspected through odors or visual observation during construction activities, immediately stop work, call 911, and contact EQB at 910-451-5878 for further instructions.

2. There are known monitoring wells in the project areas, however, if an unmarked well is discovered and inadvertently damaged, immediately contact EQB at 910-451-5878 for further instructions.

3. 3R UXO Safety Awareness Training is recommended for all construction workers (available through EOD, the OICC or EMD) as a precaution given that Camp Lejeune has been an active military base since the 1940s.

Should a munitions-related item be found during construction, follow appropriate notifications as detailed in the 3R training. Any munitions related item found during project construction should additionally be reported to EMD within 10 days (K. Hiortdahl, 910-451-5878) to determine if additional evaluation and precautions are necessary (Explosives Safety Submission, UXO Tech Support, etc).

Water Quality Program/ECB:

1. This project requires the installation/testing of backflow prevention devices on potable water lines in accordance with the Safe Drinking Water Act. Coordinate with Public Works Design Branch.

2. This project involves a water and/or wastewater line serving more than one building and will require a water or wastewater extension permit. A wastewater extension permit also requires a wastewater flow acceptance form. Coordinate this request through Utilities Director Public Works Division. Coordinate all other concerns with Water Quality Manager.

3. This project involves a water line for fire protection. Any line used for fire protection requires a water extension permit from NCDEQ.

4. All construction must be at least 200 feet from any existing or proposed drinking water supply wells. Coordinate with Water Quality Manager.

5. If project proposes any discharges of non-contact cooling water, cooling tower blowdown or boiler blowdown, coverage under the NCG500000 general permit is required. Coordinate with Water Quality Manager.

6. Reduction of Lead in Drinking Water Act:

Installation or repair of any piping, fittings, fixtures, solder or flux providing water for possible human consumption must be “lead-free” as defined by the Reduction of Lead in Drinking Water Act (RLDWA). The RLDWA revised the definition of lead free to a weighted average of 0.25% of the wetted surfaces of plumbing products. A methodology for calculating the weighted average of wetted surfaces can be found at www.epa.gov.

Air Quality:

1. Ensure that any fugitive dust emissions generated by construction/renovation/demolition are appropriately controlled.

2. If the project includes installation of new activities/equipment which generate air emissions, and have not been evaluated for air permitting, contact AQ program at phone numbers below. Please note that air emission sources are required to be permitted prior to their installation/operation. Examples of such sources include, but are not limited to: boilers, water heaters, generators, fuel storage tanks, painting/coating operations, woodworking, welding, abrasive blasting, engine testing, and parts ovens.

3. If the project involves any refrigerant handling or manipulation, ensure that appropriate Ozone Depleting Substance (ODS) servicing procedures are followed.

AQ program contacts:

Lillian Malloy, 910-451-9017

ECB (Stormwater):

1. Ensure sediment does not leave a construction site of any size as a result of land-disturbing activities. Coordinate with the Stormwater Manager.

2. This project involves the disturbance of over 5,000 square feet.

Therefore, requirements under Section 438 of the Energy Independence and Security Act (EISA) will be enforced. The policy directs all DoD construction projects and redevelopment projects with footprints greater than 5,000 square feet to implement Low Impact Development (LID) techniques to maintain predevelopment hydrology to the maximum extent technically feasible. Coordinate with the Stormwater Manager or Public Works Design Branch.

3. This project involves the disturbance of 1 or more acres of land and will require a State approved sedimentation/erosion control plan and stormwater permit. For questions regarding stormwater requirements coordinate with the Stormwater Manager. To coordinate the permit application contact Public Works Design Branch.

4. This project involves addition/construction of 10,000 sqft of impervious surface area. It requires State permitting through the NCDEMLR and the design/construction of approved BMPs (Coastal County Rules).

Coordinate with the Stormwater Manager.
