PWS VOLUME II: Technical, page 44
Please confirm the requirements for the Technical Volume is only 8 resumes and letters of commitment if required.
If the Technical Volume is more than the resumes, is there a page count? The resumes alone does not explain how the Offeror will manage the effort or processes. Resumes alone does not demonstrate an Offeror's ability to execute.
If the Offeror includes an introduction to the volume does that count in the page count.
Volume II: Technical of 52.212-1 (ADDENDUM)
ADDITIONAL INSTRUCTIONS TO OFFERORS--
COMMERCIAL ITEMS only includes the requirement for 8 resumes that meet the minimum requirements and letters of commitment, if required. There is a 5-page limit per resume. By submitting a proposal, the offeror is asserting their ability to perform the requirements detailed in the solicitation.

PWS 52.212-2 d
The PWS states "Clarification may be required to confirm availability of key personnel prior to contract award. If all key personnel are not available at the start of the contract, then the contractor is ineligible for award."
Please clarify if the 8 positions that resumes were provided are required at the start of transitions, which is the start of the contract or is the total staff proposed in their staffing plan required at Day 1 of transition. This information is critical developing the price for the transition-in period.
The Contractor must decide what positions are required to perform proper turnover within the Phase-In period as stated within the PWS. The Government is not requiring the contractor to be fully staffed until the start of the base period Period of Performance.

PWS 1.6.5
The PWS the contract type is Firm Fixed Price (FFP). Contractors understand and are will accept the risk associated with FFP type contracts when the requirements are well defined. Unfortunately, the travel and to some degree the material requirements are not well defined. Contractors always have the option to submit a Request for an Equitable Adjustment (REA) if requirements have changed or the are significant economic changes. An REA requires a basis for the adjustment and the required documentation for award presently does not require/request this be included. Request the Government required a Basis of Estimate be submitted with the price proposal.
In accordance with FAR 16.202-2, a firm-fixed price contract is sutiable for acquiring commercial services that have a reasonably definite functional or detailed specifications and performance uncertainties can be identified and reasonable estimates of their cost impact can be made, and the contractor is willing to accept a firm fixed price representing assumption of the risks involved.
By providing historical information for any uncertainties, the Government is allowing for reasonable estimates to be made.
The price evaluation will be performed in accordance with FAR 52.212-2 included the solicitation.

PWS FACTOR III PRICE
The proposal requirement for the price volume is to provide the total cost for the specific performance periods; the price is the sum of labor, travel and material. The evaluation states the evaluation will "determine the reasonableness of the rates to the Government". How can the Government perform this determination without knowledge of the full staffing and the individual cost for labor, material and travel.
MSC will be evaluating price proposals in accordance with FAR 52.212-2 included in the solicitation. This includes a price reasonabless analysis of the total evaluted price. A price realism analysis of the different elements of the total price will not be conducted.
