About this file
This document contains questions and answers regarding a solicitation for repair and drydocking services on the USNS Mercy. The solicitation is for ship and base access for contractor personnel to attend a ship check of the USNS Mercy located in San Diego, California. As the contractor does not have current Defense Biometric Identification System credentials or a point of contact for submitting the required forms, MSC will provide an escort for up to three contractor personnel. The points of contact for the escort and DBIDS access are identified as Joe Schumacher and Sam Reynolds, respectively.

USNS MERCY (T-AH 19) ROH/DD
REQUEST FOR SPECIFICATION CLARIFICATION
NAME OF CONTRACTOR:
SPECIFICATION ITEM NO.: N3220520R6500
PARAGRAPH / SECTION NO: L-6
TITLE: SHIP & BASE ACCESS
QUESTION:
The following permissions are required for base access:
1. Base/Repair Facility Access Request
2. Vehicle Access Request
3. Ship Access List (vendor-provided) All forms are available for download on the MSC contracts webpage at http://www.msc.navy.mil.
Contractor went to the www.msc.navy.mil site, but the only forms available are the following:
EPICPersonnelScreeningForm.xls BlankODP.xls Contractor also does not have a point of contact to send these forms.
Additionally, DBIDS requires contractor to have a current contract in that facility and they need to apply in person at the facility Pass and ID. It may take up to 4 weeks for screening process to be accomplished, then the contractor will receive notification that they can pick up their pass.
Contractor has 3 persons attending the do not have current DBIDS. As such we would like to request an escort unless MSC has a valid process to obtain a one day pass for the site visit.
ANSWER:
MSC will provide escort for contractor personnel attending shipcheck. POC for the escort is Port Engineer Joe Schumacher and he can be reached @ (619) 517-4216, E-mail: joe.schumacher@navy.mil
