About this file
This document contains a government file and related federal contract opportunity regarding a request for specification clarification for stability testing on the USNS Mercy hospital ship. The specification item in question concerns the definition of "lightship" as it relates to conducting stability tests. The contractor posed a question to clarify whether hospital equipment such as stretchers, gurneys and rolling beds would be considered part of the lightship weight or deadweight tonnage. The answer provided by the government revised specification item 0920 and specified that the hospital equipment will be considered as part of the deadweight tonnage for purposes of the stability testing. The related federal contract opportunity provides details of a solicitation issued by the Department of the Navy's Military Sealift Command for repair and maintenance work on the USNS Mercy, with responses to include a signed non-disclosure agreement for work items and associated drawings.

USNS MERCY (T-AH 19) ROH/DD
REQUEST FOR SPECIFICATION CLARIFICATION
Q#006 12/5/19
NAME OF CONTRACTOR:
SPECIFICATION ITEM NO.: 0920
PARAGRAPH / SECTION NO: 2.4
TITLE: STABILITY TEST
QUESTION:
The list of “Items Included in MSC Lightship” is not tailored for the hospital ships. Given the unique mission/outfitting of these vessels, there needs to be greater definition of what MSC is going to consider Lightship. Is hospital equipment (stretchers, gurneys, rolling hospital beds, etc.) going to be considered Lightship or DWT?
ANSWER:
Work item 0920 has been revised and tailored to the USNS Mercy.
The hospital equipment shall be considered DWT.
