About this file

This document is a request for information from NAG Marine regarding modifications to the Levellogix TLI software user interface for USNS Mercy Phase 2-3 work items 501/502. NAG Marine seeks to clarify desired functionality changes from the current baseline to better meet crew requirements and improve the user experience. Specific questions are asked regarding alarm continuity, acknowledgement procedures, and designation of the master control panel. Additional proposed functionality includes the ability to set different password levels, update the OEM access page for usability, and incorporation of at-sea and in-port alarm modes. Clarification is requested on the definition of "time delays" and whether test equipment can validate TLI performance for regulatory review.

Solicitation Number: N3220520R6500 Work Items 501/502 USNS Mercy Phase 2-3 NAG Marine Levellogix TLI Software - Request for Information/ Clarification NAG Mari ne 2511 Walmer Avenue Norfolk, VA 23513-2604 Tel: (757) 852-3998 Fax: (757) 852-9007

This document is intended to be the basis for clarifying the specific, desired functionality of the NAG Mar ine Levellogix TLI software/user interface. The subject work items seek to modify the functionality from the current baseline to better meet crew requirements and improve the user experience. The work item descriptions, in some cases, do not provide sufficient detail to allow for a clear understanding of the desired changes to functionality. In addition, NAG has identified some areas where the SOW requested functionalit y may be improved to provide enhanced system flexibility. Please review and respond to the CUSTOMER ACTION sections providing as much detail as possible. We are also available to discuss any points as needed.

To provide a continuous alarm at all display stations until it is silenced by the Master Panel. Individual station can only silence the audible alarm at that local panel only...

l. Dismiss-This will hide the alarm dialog for the next 60 seconds. If the alarms still persist after 60 seconds, the alarm dialog will automatically re-open and sound the alarm.

2. Silence - This will hide the alarm dialog and mute any alarm sounds until a new alarm is received . This only affects the local panel and not all other HMI panels.

Figure2 above will now be the alarm dialog for all other (non-master) HMI panels.

MSC- OK

Current functionality- The red alarm labels above are visible and solid (not flashing) when the alarm is active regardless of having been acknowledged. Unauthorized Fill/ Suction alarms are an exception to this. When an unauthorized fill alarm is acknowledged the user is accepting that the current level (at the time of being acknowledged) is now the actual level in the tank thereby clearing the alarm.

Proposed New functionality - The red alarm labels above will flash continuously (text and background colors will be swapped every 800ms) until the alarm is acknowledged by the master panel. Once the alarm is acknowledged it will stay solid. Unauthorized Fill/ Suction alarms are an exception to this. When an unauthorized fill alarm is acknowledged the user is accepting that the current level (at the time of being acknowledged) is now the actual level in the tank thereby clearing the alarm.

Developer Note - The proposal states "flash on both the HM/ and the alarm list". I am interpreting "the HM!" as the tank images you see above and "the alarm list" as the alarm dialog. This document does not cover the alarm dialog flashing. Please provide feedback on whether this is a correct assumption. If so, I can also make the alarm dialog flash red when it is open and has un-acknowledged alarms.

Customer Action

- Either approve the New Functionality/Developer Note language, or comment to the contrary with specific details on desired functionality.

MSC- Disagrees with the following.

“When an unauthorized fill alarm is acknowledged the user is accepting that the current level (at the time of being acknowledged) is now the actual level in the tank thereby clearing the alarm.”

Alarm should remain red solid until tank level falls below the high level setting or above the low level setting depending on the alarm. There should be high level reset value (or low level reset value). Maybe 5% below/above high level/low level alarm? Is there a standard that NAG uses for a reset value?

Agree with Alarm dialog to flash red when it is open and has un- acknowledged individual alarms. If you were to have 4 fuel tank simultaneously overflow, the operator should have to acknowledge each individual tank for them to stop flashing.

The Master Panel, located in the EOS shall be the only panel that acknowledging the alarm for the entire system is allowed.

Proposed Functionality Beyond Work Item Scope: The HMI software will be updated with an option to set which panel is the master panel. This will be accessible from ALL HMI panels but will require a Customer Admin password to change.

Developer Note - Our suggested approach, as described, is to be able to change the master panel from within the software at all HMI panels. If not, the customer could lose all ability to acknowledge alarms if the master panel goes down for any reason. Access to this setting/functionality will be "customer admin" password protected.

Customer Action - Approve or disapprove the proposed functionality .

MSC- Partial approval. Approve customer admin password but can we create different levels?

Ballast system password, JP-5 password, Master password.

Master should be available for use on only the EOS and Aux Switchboard Room as a backup. Screen should clearly show when they are in use as Master/Ballast/JP-5/Slave.

Ballast system and JP-5 passwords can be used on any HMI.

Access to time delays and high alarms shall be provided to the ship's crew available at the Master Panel for all TLI's, those already installed.

low-level and only including

Developer Note - Currently, all HMI panels have access to a password protected "OEM Admin" page with the following functionality.

Adjust set point s for all alarms on a group basis.
Adju st set point s for all alarms on a per tank basis.
Adjust the name, group, and sub group for each tank individually.
Adjust the name, color, status, and volume measurement type (e.g. Gallons, Liters, etc.) on a group basis.

This page is currently intended for OEM (Rugged Science and/or NAG Marine) software developer/technician access only for purposes of updating the database during setup/ configuration. This 'background' page is not intended to be customer accessible, is not designed to be intuitive to an end user, and has no error checking. This means an end user/customer could alter something in the dat abase that may have unintended side effects or bring down the system.

Proposed Functionality - The OEM admin page will be updated with a more user-friendly interface as well as error checking to prevent invalid information from being sent to the database. The OEM Admin password will be removed. This page will only be available at the designated master panel, and available to all personnel without password protection.

MSC- OK.

Customer Action Clarify, with details, the meaning/customer definition of "time dela ys" in this application/ usecase. Software development to accommodate tis function cannot commence until this is clearly understood.

MSC- In regards to time delay…maybe better expressed as an at sea mode and an in port mode. System should track the tank level for a certain amount of time when at sea for a certain period of time to make sure it is consistent and not just because the ship is rolling and then it should alarm continuously until it is acknowledged. Right now, it immediately beeps once and goes into an alarm state. The alarm should be continuous until the operator acknowledges it at the EOS Master station. Not just beep once a minute. Additionally, as the ship rolls, the system continuously resets with the rolling and is a nuisance.

Confirm that this alarms/ time delays page should be accessible to all at the designated master panel without password protection, or whether a Customer Admin and/or User password should be required for access.

MSC- See above response about passwords. No, we want passwords for accessing any adjustments.

MSC- Set up phone con to discuss further.

MSC- Is there some sort of test equipment that can be used on the TLI’s to test them for regulatory bodies?
