Supplemental Engineering and Integration Support
The purpose of Supplemental Engineering and Integration Support is to provide ICIS with additional capacity to design, integrate, test and deliver fully integrated and supported mission systems that are small-to-medium in both scale and complexity. There have been occurrences where ICIS has been requested to provide engineering and technical support services for designated fleet combat system elements which interface with the LAMPS MK III; this includes, but is not limited to, training and test systems, sensors (radar and sonar), imagery, Forward-Looking Infrared (FLIR), Command and Control, weapons, platform displays and voice communications between the various platforms including ship and air platforms, manned and unmanned aircraft, ground mobile, and fixed shore sites.
The mission systems that are intended to be supported by this area of the SoW may be stand-alone in nature, or be a component of a larger Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, Reconnaissance, and Targeting system or network. Efforts under this section may also involve the mission systems being integrated into various types of platforms, such as shipboard, airborne and ground/mobile/fixed site facilities.
The main areas of support include:
1. Systems Engineering, where the contractor shall provide systems engineering support services to develop and upgrade the designated platform's mission system capability. This support could include:
a. The identification of requirements;
b. The conduct of technical reviews;
c. The conduct of turnkey/design budget studies;
d. The generation of System design packages and/or reports;
e. The update of the system’s and/or platform's drawings and GFI by incorporating approved design changes;
f. The identification and correction of system, subsystem, or equipment deficiencies;
g. The conduct of impact/feasibility studies and analyses to evaluate proposed design changes;
h. The research and assessment of potential applications of emerging technologies to the mission system; and
i. The attending of conferences and meetings to exchange programmatic information related to the mission system.
2. Design Engineering, where the contractor shall provide engineering support to develop design change request documentation for system upgrades to the mission system. This support could include:
a. The design and development of mechanical interfaces, isolation systems, positive restraint systems, and hardware to facilitate equipment integration, shipping, and installation;
b. The conduct of software modeling to include 2-D/3-D visualization of platform spaces, equipment modeling, space optimization, human engineering analysis support, and maintenance access studies support;
c. The development, correction and maintenance of various individual equipment and system drawings, which includes but is not limited to including O&M drawings, ICDs, etc., including 3-D drawings of spaces/room arrangements depicting TBD space envelopes for mission systems equipment and equipment cabinets, etc.;
d. The preparation of detailed electrical/mechanical assembly and installation drawing packages as directed by ICIS, such as Preliminary/Final Cable Running Sheets, Space Arrangement Drawings, Method Mounted Equipment Drawings, Installation Control Drawings, One-Line Power Diagrams, Cable Block Diagrams, etc.; and
e. The development and maintenance of technical manuals.
3. Assembly, Integration, Test and Verification, where the contractor shall provide technical and engineering services to track, modify, stage, integrate, test, and deliver the mission system to the designated delivery/integration point for the designated platform. This support may include:
a. Integration Engineering, which would involve engineering support services for integration, testing, and installation of equipment and components into the mission system, at either the contractor's facility or at NAWCAD St. Inigoes. This support shall include:
i. The resolving of problems during mission systems integration/installation and testing- either before or after delivery of the mission system to the platform- and the preparation of change requests, and provide discrepancy reports which detail all technical information relative to discrepancies associated with the integration or testing of any equipment, group, or system;
ii. The recommending of modifications and corrective action to mission system hardware and software to correct design deficiencies discovered during installation, test, operation, or maintenance;
iii. The development and revision of documentation, such as as-built drawings, cable running sheets, and other related documentation to reflect approved system design;
iv. The review of drawings for consistency with interfaces and the review and update the mission systems sections of the appropriate documentation;
v. Ensuring that the configuration control process is maintained throughout the integration and installation effort to identify changes to cabinet/rack or console installation, design, and interoperability; and
vi. Providing for the scheduling and periodic calibration of GPETE and SPETE.
b. Equipment delivery, which includes support services for the delivery of equipment for each unique system;
c. Coordinating of shipments and shipment preparation with appropriate transportation authorities, monitor shipment loading in accordance with the approved Equipment Delivery Plan, and monitor unloading of the equipment at the platform's integration facility (i.e., shipyard, military base, factory, etc.;
d. The receipt, tracking, inventory, issue, and monitoring of all material, equipment, technical data, and logistic support items throughout the entire acquisition process;
e. The planning and coordinating of the procurement and delivery of equipment with vendors to ensure deliveries meet required schedules;
f. Monitoring the status of the orders and the projected delivery dates of ordered material and equipment; and
g. Ensuring that spare parts necessary to support system integration/installation, and those required at the installation/integration site are available when needed in order to meet client and system deployment schedules.
