1. RFP Reference: Section L, Part B, page 176 Topic: NAVAIR Clause 5252.239-9500 Software Development Capabilities and Processes (NAVAIR)(FEB 2001) Question: Are the systems that are supported under this contract considered Software Intensive Systems (SIS) for which CMMI Level 3 certification (or a risk mitigation plan) is required by this clause?
Answer: Yes, the systems supported under this contract are SIS that CMMI Level certification (or a risk mitigation plan).
2. RFP Reference: Section L, Part B, page 176 Topic: NAVAIR Clause 5252.239-9500 Software Development Capabilities and Processes (NAVAIR)(FEB 2001) Question: NAVAIR Clause 5252.239-9500 seems to contradict SOW 3.7.2(d) which says the contractor’s processes shall be equivalent to those articulated by CMMI and the development processes shall adhere to CMMI Level 2 processes. Furthermore, SOW paragraph 3.7.1 states that development of software is in accordance with guidelines and methodologies of CMMI process improvement maturity model. Is the contractor required to be CMMI certified – or required to perform software development according to the guidelines and methodologies of CMMI?
Answer: Section C paragraph 3.7.1 of the RFP will be revised to clarify this requirement. Please review the upcoming RFP amendment.
3. RFP Reference: Section C, paragraph 8.0 Topic: non-SCA Labor Categories Question: Some labor categories (clerk typist, technicians, and drafters) are identified as non-SCA labor categories while others are identified as SCA categories. It is unusual to see both SCA and non-SCA non-exempt labor categories on the same contract when the contract itself has been identified as a SCA wage determined contract. In addition, these categories are SCA on the predecessor contract. For purposes of a potential DOL audit post award, will the government please provide the rationale for classifying these categories as non-SCA, thus exempting these categories from the Service Contract Act.
Answer: Section C paragraph 8.0 will be revised to update SCA labor categories. Please review the upcoming RFP amendment.
4. RFP Reference: Section C. 7.0 Personnel Requirements, page 71 Topic: Personnel Requirements Question: RFP states “The contractor shall provide personnel data forms (PDFs) in the amount listed to the right of each category. “Section L, 1.2.1 Key Personnel Resumes states “For all proposed current of contingent Key Personnel, provide a resume of the work assignments, training, etc….”
Answer: Section C. 7.0 Personnel Requirements will be revised to require resumes instead of PDFs. Please review the upcoming RFP amendment.
5. RFP Reference: Att_P1 Topic: Field Services CLIN Question: The spreadsheet states CLIN 0037 which is a “not separately priced” CLIN.
Answer: Att_P1 will be revised to state CLIN 0034. Please review the upcoming RFP amendment.
6. RFP Reference: Section G Topic: 5252.232-9510 Payment of Fixed Fee Question: The fill-in for frequency of payment (bi-weekly or monthly) has not been completed. Is the contractor expected to complete this fill-in?
Answer: Section G NAVAIR clause 5252.232-9510 will be revised to state bi-weekly. Please review the upcoming RFP amendment.
7. RFP Reference: Section B Topic: CLINs 0001 – 0007 Question: The description for CLIN 0001 has been changed to now state “All labor inclusive of cost and fee for CLINs 0001 through 0007”. We understand that CLIN 0001 is a “roll-up” of NSP LOE CLINs. This description is inconsistent with other “roll-up” CLINs in Section B.
Answer: CLIN 0001 description will be revised to state CLINs 0002-0007. Please review the upcoming RFP amendment.
8. RFP Reference: Section B Topic: NSP CLINs Question: We understand that NSP CLINs for labor, material, travel and field services are to identify appropriate types for the priced (roll-up) CLIN at the task order level. Is the contractor required to invoice and report at the NSP CLIN level or only for the priced (roll-up) CLIN?
Answer: The Priced (roll-up) CLINs and NSP CLINs are only used at the contract level. At the task order level, all CLINs will be priced and will reflect both the appropriation type and the sponsor. The only exception will be the NSP Data CLINs.
9. RFP Reference: Section B (CLINs 0015, 0056, 0096) and Section C (SOW para 3.11) and Attachment P1 Topic: Training Question: Section B states a quantity of “1” and a unit of “Each”. The SOW states approximately 15 training events. Attachment P1 requires pricing by labor category and hours. Please clarify what the quantity of “1” in Section B means and what “each” represents for unit. Also, what value is the offeror to place in Section B column for “Unit Price” and “Amount/Net Amount”?
Answer: The SOW is correct; the Government anticipates 15 training events. Section B of the RFP will be revised to reflect 15 training events. Att_P1 will be revised to remove the FFP spreadsheet. Please review the upcoming RFP amendment.
10. RFP Reference: Section B (CLINs 0015, 0056, 0096) and Section C (SOW para 3.11) and Attachment P1 Topic: Training Question: Does the Government envision that the 15 training events will be determined on a task order by task order (or event by event) basis in that the price for may be different for each event?
Answer: No, the Government anticipates the 15 training events to be on one task order at the same price for each event.
11. RFP Reference: Section C, para 4.2 Topic: Transition Question: There is no CLIN for transition. Will the Government issue a task order for transition activities?
Answer: The Government will include transition activities in the first task order issued to the successful offeror after award of the IDIQ contract.
12. RFP Reference: Section C, para 4.2 Topic: Transition Question: What is the contract type for phase-in activities and how is it to be priced by Offerors?
Answer: Phase-in activities are not separately priced, but will be included in the first task order issued to the successful offeror after award of the IDIQ contract.
13. RFP Reference: Section I Topic: 252.234-7002 Earned Value Management System Question: Since work will be defined at the Task Order level, shouldn’t this clause be applicable and identified as such at the Task Order level?
Answer: Yes, DFARS clause 252.234-7002 will be revised to state to be determined at the Task Order level. Please review the upcoming RFP amendment.
14. RFP Reference: Section L, Para 3.7.2.1 Topic: CPFF and FFP tables Question: The instruction states that the tables will be used to determine Section B ceiling. The instruction also states “Offerors can propose a mix of labor categories based on their understanding of the work being requested.” Are all offerors to propose to the annual hours provided in the CPFF and FFP table?
Answer: Yes, the Government will revise Section L, Paragraph 3.7.2.1 to state that offerors are to propose to hours provided in CPFF and FFP tables. Please review the upcoming RFP amendment.
15. RFP Reference: Section L, Para 3.7.2.1 Topic: CPFF and FFP tables Question: The instruction states “Offerors can propose a mix of labor categories based on their understanding of the work being requested.” Since this is IDIQ with no defined task orders, how will the Government evaluate an offer with a different mix of labor proposed?
Answer: Please see the Government’s response to question 14.
16. RFP Reference: Section L, 3.0 Volume 3: Price/Costs Proposal Topic: Para 3.5 Use of Government Furnished Property Question: This Section L requirement refers to an Attachment 6. There is no Attachment 6 listed in Section J and it was not provided with the Solicitation. Please clarify if there is an Attachment 6.
Answer: The Government will revise Section L, 3.0 Volume 3: Price/Cost Proposal to remove mention of Attachment 6. Please review the upcoming RFP amendment.
17. RFP Reference: Section B CPFF Term Level of Effort Table Topic: Annual vs. Total Hours Question: A comparison of the hours for individual labor categories in the Annual Hours column to the corresponding hours shown Total Hours column shows that the total hours for select labor categories do not show the annual hours times 7. For example, the Clerk Typist total hours shows 3 hours more in the total column than would be shown if the annual hours were multiplied by 7. This issue is also carried to the annual and total hours totals at the bottom. In order for Offerors to propose the annual hours as shown and have the total hours match those shown in the Total Hours column, this inconsistency must be corrected.
Answer: The Government will revise the Section B CPFF Term Level of Effort Table. Please review the upcoming RFP amendment.
18. RFP Reference: Section L Para 3.7.1Annual Estimated ODCs Table Topic: CLIN Conflicts with Section B Question: A review of the CLINs identified for Material, Travel, and Field Services in the Annual Estimated Unburdened ODCs table shows several conflicts with the corresponding CLINs in Section B. For example, Section B indicates Base Year Materials should be shown in CLIN 0020 but this table shows them in CLIN 0015.
Answer: The Government will revise Section L Paragraph 3.7.1 to reflect Section B CLINs. Please review the upcoming RFP amendment.
19. RFP Reference: Att_P1 Summary Tab Topic: CLIN Pricing for Option Periods Question: The Summary tab in the RFP provided Att_P1 provides CLIN rows for all CPFF and ODC CLINs for the Base Period but does not include rows for the CLINs which cover Option 1 and 2. Should Offerors add rows to the table to reflect the applicable CLINs for each of the Option periods?
Answer: The Government will revise Att_P1 to add applicable CLINs for each Option period. Please review the upcoming RFP amendment.
20. RFP Reference: Att_P1 Instructions Tab Subcontractor Item 1 Topic: Subcontractor References Question: The Instructions direct subcontractors to replace Prime Contractor with Subcontractor in cells A7, A8, A13, and A20. It appears cell A13 should be A45 and cell A20 should be A52. Please confirm this is correct.
Answer: The Government will revise Att_P1 Instructions Tab to cite correct cell numbers. Please review the upcoming RFP amendment.
21. Topic: Subcontractor Deletion Question: The Instructions direct subcontractor cost summary sheets to delete rows 22-48. This appears to be an error as these rows would contain subcontractor labor detail. Should the correct rows for deletion be rows 54-97?
Answer: Please see response to question 20.
22. RFP Reference: Att_P2 Annual Fully Burdened Labor File Topic: Annual Fully Burdened Labor File Question: Should Offerors include labor of all contract types (CPFF Term, CPFF Performance, FFP) in the Annual Fully Burdened Labor table? Also, please confirm the amounts shown in this table are the total labor for each category/individual, not the individual labor rates.
Answer: The Government will revise Att_P2 to include CPFF Term and Performance labor and total labor for each individual. Please review the upcoming RFP amendment.
23. RFP Reference: Att_P2 Annual Fully Burdened Labor File Topic: Annual Fully Burdened Labor File Question: The instructions for Column/Area D state “…the contractor shall enter the corresponding Position Number as found on Attachment XX.” Please provide the correct attachment number to replace the XX shown in this instruction.
Answer: The Government will revise Att_P2 to reflect correct attachment number. Please review the upcoming RFP amendment.
24. RFP Reference: Section L, Paragraph 2.0 Topic: Font for Tables and Figures Question: Please clarify if tables and figures can be Times New Roman 10 pt font.
Answer: Yes, the Government will revise Section L, paragraph 2.0 to state that tables and figures can be Times New Roman 10 pt. font. Please review the upcoming RFP amendment.
