LAMPS Data Link ICIS Industry Day/Site Visit J. Yoe Informal Overview Notes John Yoe 5 June 2013 Presented by:
N00421-13-R-3295 Site Visit June 2013
FY2009 New data coming January 2011 Source: NAE NAVAIR Current Readiness Performance Agreement
Overview The following are representative of the programs, systems, and technology areas to which the requested engineering and technical services may be applied:
Military and commercial radio communication systems Information and computer network systems Command and control systems Automatic identification technology systems Geographical information systems Integrated document management systems Multimedia systems Embedded and stand-alone sensors Unmanned Aerial Systems
Examples of ICIS Projects supported by the RFP are:
Light Airborne Multipurpose System (LAMPS) MK III Weapon System Informal Overview by John Yoe Supplemental Engineering and Integration Support Informal Overview by Bob Scruitsky US Navy’s Ship’s Data Recorder System & USCG Recorders-Reproducers Service Life Extension Program (SLEP) Informal Overview by John Yoe
Yoe’s informal notes 1/6 Light Airborne Multipurpose System (LAMPS) MK III Weapon System
LAMPS has origins to late 1970s as Navy manned helicopters program to provide anti-submarine and surface warfare support.
Mark I retired, applied to SH-2 Mark II—never implemented Mark III-applies to SH60B and MH60R helicopters
LAMPS MK III data link was developed to transmit real time sensor data (radar, acoustics, and later FLIR and video) to cruisers/destroyers.
The data link extends surveillance capabilities of ships through use of helicopter systems Also transfers helicopter personnel work load to ship
ICIS 4.5.10 has been providing LAMPS support to legacy data link since its inception over 30 years ago Responsibility has been centered on shipboard AN/SRQ-4 In short, cradle to grave support has been provided and continues to be provided for the AN/SRQ-4.
Legacy C-band AN/SRQ-4 is projected to continue to be in service through 2023
Yoe’s informal notes 2/6 ICIS has been providing follow-on data link or CDL Hawklink support to PMA 299 and NAVSEA since inception in 1997/1998.
LAMPS MK III Weapons system requires new data link Migration to Ku-band using Common Data Link Hawklink mandated by spectrum sale and by interference to the legacy data link by another program’s emitters Acquisition, engineering, and logistics support for both airborne terminal equipment and shipboard terminal equipment produced by L-3 Communications Systems West in SLC ICIS is responsible for installing CDL Hawklink on approximately 100 ships and shore locations.
Completed first shipboard installation on DDG 108, USS Wayne E Meyer, in 4Q2012 Currently installing on four ships simultaneously in Japan, San Diego, and Norfolk
Yoe’s informal notes 3/6 What we do, more specifically, to support LAMPS:
Engineering Support development of Acquisition Packages for prime equipment Technical Evaluation of Acquisition Contracts Participation / Execution of Systems Engineering Technical Review Events for Acquisition Monitor/Management of Acquisition Contracts & Support Contracts
Act as Design Agent and In-Service Engineering Agent for AN/SRQ-4 and other systems Configuration Management of the Design Interface of the AN/SRQ-4 System Subject Matter Experts for AN/SRQ-4 systems.
Support of AN/SRQ-4 and other systems during ship test events, installation check-out, and emergency technical support Operation of In-Service Engineering Agent Lab Liaison to and between CDL Hawklink Waveform stakeholders (PMA299, NAVSEA IWS5), other stakeholders, and platforms other than CRUDES and MH-60R (example: FireScout)
Yoe’s informal notes, 4/6 AN/SRQ-4 Products Refurbishment and test of Decommissioned Ship Hardware Assets for reuse on new construction ships and platforms Development and Production of Dedicated Hawklink Waveform Sim/Stim and Test Systems Support of Foreign Military Sales cases for AN/SRQ-4 and other prime equipment such as AN/ARQ-59
