STATEMENT OF WORK

FOR

MULTI-MISSION DATA LINK SYSTEMS SUPPORT

1.0 BACKGROUND

The Naval Air Warfare Center, Aircraft Division (NAWCAD), St. Inigoes mission involves the design, development, integration, testing, evaluation, certification, maintenance, and logistics support of Naval electronic and communications equipment, subsystems and systems. NAWCAD 4.11.2 supports numerous Department of Defense (DoD) and other Federal agencies by performing various system engineering, design, development, integration, training, test and evaluation, installation, fielding, certification, maintenance, life cycle, software development, and logistics support of command & control (C2) and communications systems. NAWCAD 4.11.2’s mission is to provide the technical support that is essential to meet the requirements for development, engineering and procurement support of mission systems for shipboard, airborne and ground-based & surface platforms. The purpose of this contract is to provide engineering, development and technical support services necessary to fulfill NAWCAD 4.11.2’s mission needs as dictated by the Navy, DoD and other Federal agency requirements.

2.0 SCOPE

The Program Executive Office Integrated Warfare Systems (PEO IWS) has tasked NAWCAD 4.11.2 to be the Acquisition Engineering Agent (AEA), Design Agent (DA), and the In-Service Engineering Agent (ISEA) to support the introduction and life cycle management of the AN/SRQ-4 Radio Terminal Set (RTS) and associated equipment as well as other components of the Light Airborne Multipurpose System (LAMPS) MK III Weapon System. NAWCAD 4.11.2 has also been tasked by the Multi-Mission Helicopter Program Office (PMA 299) to provide Systems Engineering and Logistics Support services for the Ku-Band upgrade to the Radio Terminal Set (AN/SRQ-4(Ku)) and its airborne counterpart AN/ARQ-59 that is designed for use on the MH-60R platform. The data link support services required include both Navy and foreign military sales (FMS) efforts. Originally using a unique C band frequency waveform, LAMPS MK III is currently migrating to Ku Band frequencies using a Common Data Link (CDL) compatible waveform. Thus, NAWCAD 4.11.2 is currently supporting two significantly diverse data link variations (C and Ku bands) that are in two different life cycle support stages for LAMPS MK III. NAWCAD 4.11.2 is responsible for systems engineering; verification testing of the shipboard installations; and performing Board of Inspection and Survey (INSURV), Integrated Logistics Support (ILS) audits, and all other life cycle support actions to implement and maintain the LAMPS MK III Weapon System in the fleet.

NAWCAD 4.11.2 has also been tasked to be the ISEA to support the life cycle management of the Ship’s Data Recorder System and the United States Coast Guard (USCG) RD-681B Recorders-Reproducers Service Life Extension Program (SLEP). Due to increasing cost to maintain the systems the USCG has authorized NAWCAD 4.11.2 to execute the SLEP for all deployed RD-681B Recorders - Reproducers. Additionally, the Digital Voice Logging Recorder System (DVLRS) is used as a replacement for the RD-674B/UNH Recorder-Reproducer in support of NAWCAD 4.11.2. Current and planned operating sites include United States Navy (USN) ships, United States Coast Guard (USCG) ships, and USN/USCG shore installations.

Additionally, NAWCAD 4.11.2 provides engineering and technical support services for designated fleet combat system elements which interface with the LAMPS MK III; this includes, but is not limited to, training and test systems, sensors (radar and sonar), imagery, Forward-Looking Infrared (FLIR), C2, weapons, platform displays and voice communications between the various platforms including ship and air platforms, manned and unmanned aircraft, ground mobile, and fixed shore sites.

3.0 APPLICABLE DOCUMENTS

4.0 TECHNICAL REQUIREMENTS

The following subparagraphs describe the advanced research and development support, engineering support, and technical tasks and functions to be accomplished under the contract. Unless otherwise specified, throughout this statement of work the reference to systems, solutions, capabilities, components, etc., applies to software as well as hardware whenever the required task or function can reasonably be applied to both. Physical security, information assurance policies, and the overarching guidance necessary to protect and safeguard hardware and information associated with the tasks performed under the contract, along with specific physical and information security requirements associated with the systems and equipment being provided, shall be strictly adhered to when applicable.

Efforts accomplished under the contract will ensure the hardware and software components composing communication and information systems developed and fielded by NAWCAD 4.11.2 will satisfy the operational and technical performance requirements of the sponsors and end users, and that life-cycle engineering, technical and logistics support is provided to fielded systems. The contractor shall not perform any inherently governmental functions as defined in FAR 2.101.

Subparagraphs 4.1 through 4.8 are non-performance based tasks; Subparagraphs 4.9 through 4.11 are performance based tasks. The contractor shall be capable of fully supporting at least three installations and two fleet events simultaneously, regardless of being Level of Effort or Performance-Based.

4.1 Engineering Support

The contractor shall provide engineering, technical, and logistic support for the LAMPS MK III program and other NAWCAD 4.11.2 systems and equipment as defined in the following paragraphs:

4.1.1 Monitor Production Tests (CLINs 1000, 1001, 1002)

The contractor shall monitor and provide progress reports on developmental, engineering, first article, environmental stress screening (ESS), and production reliability acceptance tests (PRATs) conducted by prime equipment production contractors. Monitor and provide progress reports on production, environmental, and other special tests. Provide a daily progress report while attending any of test events. Provide engineering recommendations to resolve engineering, production, or quality problems which may be identified as a result of these tests. Witness factory acceptance tests in conjunction with Government representatives. Participate in planning, conducting, and monitoring first article acceptance tests in accordance with MIL-HDBK-2036. Reports, including engineering recommendations if any, shall be delivered as CDRL A001.

4.1.2 Review Production Contract Deliverables (CLINs 1000, 1001, 1002)

The contractor shall evaluate the prime hardware contractor’s CDRL deliverables, provided as Government Furnished Information (GFI), for technical accuracy in the various disciplines such as Electrical/Electronics Engineering, Logistics, Software Engineering, test engineering, and systems engineering, and make recommendations for improvements to achieve program goals. Evaluation reports, including recommendations if any, shall be delivered as CDRL A001.

4.1.3 Review Specifications (CLINs 1000, 1001, 1004, 1005)

The contractor shall review prime hardware contractor's adherence to specifications, drawings, quality, and production and shipping schedules. The specifications include the Prime Item Development Specifications (PIDS) for the AN/SRQ-4(KU) and AN/ARQ-59 Radio Terminal Set, their lower tier specifications, and specifications of related equipment. Maintain and provide recommendations for improving or updating these and related specifications. Reports of review and maintenance activity, including recommendations if any, shall be delivered as CDRL A001.

4.1.4 LAMPS MK III Test and Evaluation Procedures (CLINs 1000, 1001, 1002, 1004, 1005)

The contractor shall develop and maintain test and evaluation procedures for LAMPS MK III and other NAWCAD 4.11.2 supported equipment aboard USN and USCG ships. Additionally, develop new test procedures or revise existing test procedures, both with and without the Helicopter Data Link Simulator (HDLS) (e.g., such as the TS-4120A/SRQ-4 Radio Terminal Test Set, and other simulators). Also, the contractor shall assist in developing specifications and/or upgrades to the HDLS and/or other peculiar support equipment for the LAMPS MK III and other NAWCAD 4.11.2 supported systems. Procedures, specifications, and upgrade recommendations shall be delivered as CDRL A002.

4.1.5 Subsystems Analysis and Testing (CLINs 1000, 1001, 1002, 1004, 1005)

The contractor shall be able to operate support equipment such as spectrum analyzers, oscilloscopes, voltmeters, frequency counters, data analyzers, HDLS and other test simulators, and waveguide testing systems.

4.1.5.1 AN/SRQ-4

The contractor shall provide systems engineering, analysis, and testing on equipment and subsystems which include the interfaces of the AN/SQQ-89, AN/SQQ-28, SA-2112_(V), Radar Azimuth Converter, Radar Data Distribution Switchboard, AN/ARQ-44, AN/ARQ-59 and the equipment to which it interfaces, Unmanned Aerial Vehicles, Forward Looking Infrared (FLIR), Cooperative Engagement Capability (CEC), Penguin, Hellfire, and Standoff Land Attack Missile (SLAM) Guidance and Display. These subsystems and equipment interface directly with, or are used in testing, the LAMPS MK III at both fleet units and laboratory support facilities. Analyses shall be provided as CDRL A001. Test procedures shall be provided as CDRL A002. Test/Inspection reports shall be provided as CDRL A003.

4.1.5.2 RD-681/RD-674

The contractor shall provide systems engineering, analysis, and test on RD-681/RD-674/DVLRS recorder/reproducer series equipment and subsystems, and with other designated NAWCAD 4.11.24.11.2 supported equipment. Analyses shall be provided as CDRL A001. Test procedures shall be provided as CDRL A002. Test/Inspection reports shall be provided as CDRL A003.

4.1.6 System Engineering Support (CLINs 1000, 1001, 1004, 1005)

4.1.6.1 The contractor shall provide LAMPS MK III engineering support to several joint service working groups that meet to facilitate the interoperability of CDL systems. A report of each meeting attended by the contractor shall be provided as CDRL A001. A report of documentation reviewed, including recommendations if any, shall be provided as CDRL A004.

4.1.6.2 The contractor shall evaluate common networking formats to facilitate the sharing of sensor information between multiple air and surface sensor collection platform types, such as, Global Hawk, LAMPS MH-60R, Fire Scout Vertical Take Off and Landing Tactical Unmanned Aerial Vehicle (VTUAV), P-3, P-8 Multi-Mission Maritime Aircraft, small surface combatants, large decks, and ground based terminals. A report of each evaluation performed shall be provided as CDRL A001.

4.1.6.3 The contractor shall evaluate multi-vendor CDL interoperability certifications. Participate in reviews of the CDL Class I Waveform Specification to ensure and enhance interoperability between the LAMPS CDL Hawklink and other CDL systems. Monitor the development of new CDL systems to ensure maximum interoperability with LAMPS CDL Hawklink and to avoid frequency spectrum conflicts. Prepare, update and submit draft DD Form 1494 Frequency Allocation forms, and review forms prepared by others (GFI). A report of each evaluation and each review performed shall be provided as CDRL A001. DD Form 1494 forms, updates, and reports of actions taken pertaining to preparation of those forms shall be provided as CDRL A001.

4.1.7 Simulation Systems (CLINs 1000, 1001, 1005)

The contractor shall analyze equipment requirements and define necessary simulation systems and interfaces to emulate the signals for equipment including: AN/SRQ-4, AN/ARQ-59, and RD-681/RD-674/DVLRS recorder/reproducer series equipment. For the LAMPS MK III Ship/Air Weapon System, NAVSEA FCDSSA SAIL 84-31, Interface Design Specification for Ship Processor Operational Program (SPOP) and Avionics Operational Program (AOP) defines conventions and protocol for communications between the LAMPS shipboard processor and the LAMPS avionics processor. SAU-7000, MH-60R / Ship Combat System Interface Design Specification, define convention and protocol for communications between future shipboard processors and the LAMPS avionics processor. Prime Item Development Specifications (PIDS) define the AN/SRQ-4, AN/SRQ-4(Ku), and AN/ARQ-59 Radio Terminal Sets. The contractor shall provide a report of each analysis and definition activity as CDRL A001.

4.1.8 Development and Maintenance of Specifications (CLINs 1000, 1001, 1005)

The contractor shall prepare documentation for Government review include performance requirements or specifications that enable Government purchase of items such as mechanical and electrical parts, electronic components, electronic assemblies, test equipment, simulation/stimulation devices, and software/firmware development systems. Documents prepared shall be provided as CDRL A001.

4.1.9 Development and Maintenance of Repair Documentation (CLINs 1000, 1001, 1002, 1004, 1005)

The contractor shall translate the production contractor's production, test, and repair data into documentation with the necessary content to develop and maintain the LAMPS MK III, and RD-681/RD-674/DVLRS recorder/reproducer organic repair facilities. This effort shall include developing and delivering test certification plans and procedures, operational test program sets (OTPSs), as well as monitoring and taking required actions to maintain certifications. Reports of actions taken shall be provided as CDRL A001. Test procedures shall be provided as CDRL A002. Test/Inspection reports shall be provided as CDRL A003.

4.1.10 Analysis of Radio Frequency Emitters and Interference (CLINs 1000, 1001, 1004, 1005)

The contractor shall prepare and deliver engineering analyses of potentially interfering emitters and other engineering problems concerning the communicating systems. Propose engineering solutions by design changes, frequency management, or changes to the interfering system to minimize the interference effects. Analyses and proposed solutions shall be provided as CDRL A001.

4.1.11 Data Analysis (CLINs 1000, 1001, 1004)

The contractor shall perform theoretical analyses of communications systems to define problem areas and possible solutions using various techniques, such as Link Budget Analysis, Design Budgeting, etc. Perform engineering tests and evaluation to support analytical data. Participate in engineering working groups and attend working group meetings. Evaluate proposed system improvements and recommend changes. Analyses, including recommendations, shall be provided as CDRL A001. Test/evaluation reports, including recommendations, shall be provided as CDRL A003. Working group meeting minutes, including recommendations if any, shall be provided as CDRL A007.

4.1.12 Development of Field Changes (CLINs 1000, 1001, 1004, 1005)

The contractor shall recommend field changes to improve equipment performance based upon analysis of the following:

a.Problems described in reports provided under paragraph 9.5.
b.Problems described by Government technical activities.
c.Problems noted by contractor personnel during work on fleet operational units.

After the Contracting Officer’s Representative’s (COR) review and written approval, the contractor shall implement field changes or prepare field change kits for installation by ship's company or shipyard personnel. Analysis and recommendations shall be provided as CDRL A001. Proposed documentation revisions shall be provided as CDRL A004.

4.1.13 Engineering Change Proposal (ECP) Development (CLINs 1000, 1001, 1002, 1004, 1005)

The contractor shall develop ECPs to solve engineering, production, or logistics problems on or associated with the LAMPS MK III, AN/ARQ-59, HDLS (such as the TS-4120A/SRQ-4),RD-681/RD-674/DVLRS recorder/reproducer series equipment, or other NAWCAD 4.11.24.11.2 supported systems. Develop ECPs to resolve diminished source of supply or component obsolescence issues. ECPs shall be developed in accordance with the guidelines of MIL-HDBK-61A. After Government approval of ECPs, the contractor shall provide revisions to existing documentation to account for ECP content. Documentation revisions shall be provided as CDRL A004. ECPs shall be provided as CDRL A006.

4.2 Fleet Support for Designated NAWCAD 4.11.24.11.2 Systems and Equipment: Remote Services

The contractor shall provide engineering, technical, and logistic support for LAMPS MK III systems, RD-681/RD-674/DVLRS recorder/reproducer series equipment, and other designated NAWCAD 4.11.24.11.2 supported systems and equipment as defined in the following paragraphs:

4.2.1 Installation and Checkout (CLINs 1000, 1001, 1002, 1004, 1005)

The contractor shall provide ship installation coordination services and status reporting on all on-going and future installations. While installations are in process, daily status reports shall be provided to the COR by e-mail. A summary report for each installation completed shall be provided as CDRL A001.

4.2.2 Alteration Installation Team Management Support (CLINs 1000, 1001, 1004, 1005)

4.2.2.1 In support of on-site installation of ship alterations (SHIPALT), for engineering changes (EC) and field changes (FC), the contractor shall provide logistics and technical support for AIT efforts in compliance with NAVSEA's Fleet Modernization Program, as outlined in the Fleet Modernization Program (FMP) Management and Operations Manual. The contractor shall comply with NAVSEA Code 04XQ AIT quality requirements, and become and remain listed on the NAVSEA AIT Approved Quality Systems List in accordance with the requirements of section 3.12 (Quality Assurance Provisions) of NAVSEA TS9090-310 (Series) (Alterations to Ships Accomplished by Alteration Installation Teams). The contractor shall provide a report which documents their inclusion on the NAVSEA AIT Approved Quality Systems List as CDRL A001.

4.2.2.2 After the Government’s approval of ECPs, safety hazard notices, or accident reports, the contractor shall install corrective action kits or refurbish the equipment at NAWCAD St. Inigoes, aboard ship, and at other equipment locations. The contractor shall adhere to the AN/SRQ-4 Hazardous Material (HAZMAT) Control and Management Plan and best commercial safety program practices as established by the contractor and approved by the Government. The contractor shall adhere to the HAZMAT plans for other NAWCAD 4.11.2 equipment as applicable. The contractor shall provide a report for each kit installation and equipment refurbishment as CDRL A001.

4.2.3 ISEA Lab (CLINs 1000, 1001, 1004, 1005)

As part of the ISEA lab support at NAWC St. Inigoes, the contractor shall provide logistics, engineering, and maintenance support to the Ship/Air Interoperability Laboratory (SAIL) at NAWCAD Patuxent River. Support shall also include planning and providing logistics and technical support to the Master Ship Ground Station (MSGS) and Master Ship Bench Station (MSBS) at Lockheed Martin Owego, NY, Service Schools Command San Diego CA, Lockheed Martin Moorestown NJ, Wallops Island VA, Mayport FL, Atsugi Japan, Naval Training Center Norfolk VA, and Point Loma, CA. The NAWCAD St. Inigoes ISEA lab support shall maintain a program to satisfy Electrostatic Discharge (ESD) sensitive equipment and material handling in project lab, depot, warehousing and shipping areas. The contractor shall maintain a level of ESD protection that meets the level of protection and handling that is required for the applicable hardware. Designate an ESD coordinator to perform tasks to coordinate the ESD program, including organization of training, monitoring ESD support hardware, maintenance of ESD policies and procedures, and replacement of ESD materials. The ESD coordinator shall be trained and proficient in ESD policies and procedures. Reports of provided support shall be provided as CDRL A001. Documentation revisions shall be provided as CDRL A004.

4.2.4 Combat System Test Plan Review (CLINs 1000, 1001, 1002, 1005)

The contractor shall review the combat system test plans regularly and recommend changes as needed. A report of each review including recommendations, if any, shall be provided as CDRL A001.

4.2.5 Meeting Attendance (CLINs 1000, 1001, 1002, 1004, 1005)

The contractor shall attend meetings such as the National Transportation Safety Board’s international symposium on transportation recorders, Combat System Readiness Reviews (CSRRs), Top Management Attention (TMA) (part of NAVSEA initiative), NAVSEA's Cumbersome Work Practices Task Force (CWP-TF), and various users’ meetings (i.e. the USCG, USN). A report of each meeting attended shall be provided as CDRL A001.

4.2.6 Maintenance Parts Inventory (CLINs 1000, 1001, 1002, 1004, 1005)

The contractor shall maintain a Government-furnished inventory of the parts required, i.e., special-purpose, long-lead-time, high usage, Government Property, etc., to perform installation, maintenance, overhaul, and repair of the LAMPS MK III, RD-681, RD-674, DVLRS and follow-on data link and DVLRS equipment. This effort shall include setting up a stock area, maintaining stock levels, and keeping all associated records. Manage Maintenance Assist Modules (MAM)s and installation checkout (INCO) kits inventory, including recommending orders and receiving, assembling, and shipping assembled kits and components. Provide incidental material inventory replenishments with COR approval, and track deliveries and shipments. The contractor shall perform the requirements of this paragraph in accordance with contract H3 Clause Restriction on the Direct Charging of Material (NAVAIR Clause 5252.242-9515 (Variation)(Dec 2010)) . The contractor shall provide quarterly inventory reports as CDRL A008. Recommendations for material orders shall be provided as CDRL A001.

4.3 Fleet Support for Designated NAWCAD 4.11.2 Systems and Equipment: On-Site Services

4.3.1 On-Call Engineering Support (CLINs 1000, 1001, 1002, 1004, 1005)

The contractor shall provide on-call engineering support in response to MMDLS Branch supported equipment, including the LAMPS MK III and RD-681/RD-674/DVLRS Recorder/Reproducer and related technical assistance (tech assist) requests from the fleet. The COR will issue a work statement to the contractor when a tech assist requirement occurs. Six requests per year to overseas ports and thirty requests per year within the Continental United States are anticipated. The contractor shall troubleshoot and provide corrective maintenance which may be beyond the methods available to the end user. The contractor shall provide a report for each tech assist performed as CDRL A001.

4.3.2 Alteration Installation Team Support (CLINs 1000, 1001, 1005)

The contractor shall support on-site alteration installation team (AIT) requirements for various SHIPALTs, ECs, and FCs. Typically, team sizes range from one to four personnel depending on alteration type and depending on stage of the alteration. Approximately 10 AIT installations per year are anticipated. While installations are in process, daily status reports shall be provided to the COR by e-mail. A summary report for each installation completed shall be provided as CDRL A001.

4.3.3 Remote Fleet Support: Technical and Logistics Services (CLINs 1000, 1001, 1002, 1004, 1005)

4.3.3.1 The contractor shall provide support services for LAMPS MK III, RD-681/RD-674/DVLRS or other designated NAWCAD 4.11.2 equipment installations. The support services required shall respond to technical and logistics problems as reported in the Planned Maintenance System Feedback Report (PMSFRs), casualty reports (CASREPs), Trial Cards, or other communications from the fleet such as naval messages or email. The contractor shall respond to address the problems after the Government Project Lead’s concurrence. This effort will entail approximately 60 support actions per year. The contractor shall provide a report of each support action completed as CDRL A001 and shall provide logistics maintenance documentation updates as CDRL A008 when the support action requires such an update.

4.3.3.2 The contractor shall provide distance technical support to Fleet Activities, Fleet Technical Support Centers (FTSCs) and other agencies. Distance support shall consist of providing technical assistance via email, telephone, or naval message communications directly to the ship or the regional maintenance centers and port engineer. This effort will entail approximately 72 support actions per year. The contractor shall provide a report of each distance support action completed as CDRL A001.

4.3.4 On-Site Fleet Installation Support (CLINs 1000, 1001, 1002)

The contractor shall provide an on-site fleet support installation team on board ships and shore locations to support routine and emergency SRQ-4 directional antenna repair and replace actions. Typically, the installation team is a two person team. Approximately 15 on-site events per year are required. The contractor shall provide a report of each on-site trip as CDRL A001.

4.4 Project Logistics Support

The contractor shall provide logistics support and monitoring to evaluate and make recommendations for the improvement of LAMPS MK III, RD-681/RD-674/DVLRS recorder/reproducer series equipment, and related equipment logistics, in accordance with the AN/SRQ-4 Radio Terminal Set Integrated Logistics Support Plan (ILSP), the AN/SRQ 4 Radio Terminal Set User's Logistic Support Summary (ULSS), and the governing documentation of related equipment. The contractor shall provide improvement recommendations as CDRL A001 and shall provide logistics maintenance documentation updates as CDRL A008.

4.4.1 Reliability and Maintainability (CLINs 1000, 1001, 1002, 1004, 1005)

The contractor shall monitor the supply support posture including sparing availability through casualty report (CASREP) and maintenance data collection system (MDCS) data analysis, and provide emergency logistics support (parts and documentation). The contractor shall provide analysis and action reports as CDRL A001 and shall provide logistics maintenance documentation updates as CDRL A008.

4.4.2 Fleet Maintenance Review (CLINs 1000, 1001, 1004, 1005)

The contractor shall review fleet maintenance information (CASREPs and MDCS data) for problems or deficiencies relating to the lack of adequately trained personnel, and make recommendations. The contractor shall provide recommendations as CDRL A001.

4.4.3 Hardware and Software Support (CLINs 1000, 1001, 1002, 1004, 1005)

4.4.3.1 The contractor shall provide both planned maintenance support and repair support for the LAMPS MK III, RD-681/RD-674/DVLRS recorder/reproducer series equipment, and related equipment per guidelines contained in the LAMPS MK III Weapons System AN/SRQ 4 Radio Terminal Set Maintenance Plan. The contractor shall provide reports of each support action taken as CDRL A001.

4.4.3.2 The contractor shall provide technical services to operate an ISEA laboratory and firmware test bed for the LAMPS MK III, RD-681/RD-674/DVLRS recorder/reproducer series equipment, and other related equipment/systems. Perform firmware support for maintenance and upgrades for the equipment. The contractor shall develop and implement the software required for various interface simulators to exercise the LAMPS MK III using the LAMPS MK III SRQ-4, AN/ARQ-59, AN/ARQ-44, and its related equipment. The LAMPS MK III lab computers and associated peripherals as well as the AN/SRQ-4, AN/ARQ-44 and AN/ARQ-59 will be made available by the Government as GFE for this effort. The contractor shall provide reports and documentation as required to: design, assemble, test, and validate the necessary simulation systems; test, operate, and maintain the laboratory equipment and provide software support; develop, review, and test recommended firmware modifications and provide the software and hardware support for both the LAMPS MK III and computer-based simulation systems; monitor the technical performance of the NAWCAD 4.11.2 LAMPS MK III equipment, HDLS (such as the TS-4120A/SRQ-4), AS-3274/SRQ-4, RD-681/RD-674/DVLRS recorder/reproducer repair facilities; perform lowest level repair of modules and directional antenna for the LAMPS MK III and related equipment; and monitor the status of all repairable modules for the supply inventory. For any repairable item, the repair action shall be initiated within two calendar days when the repairable item was inducted to be repaired. In addition, the repair shall be completed in ninety (90) calendar days or less of Repair Turn Around Time (RTAT). RTAT does not include the time necessary to acquire the materials for the repair. The RTAT is defined as the time period from the time the repairable item is inducted to be repaired to the time the repairable item is shipped out of NAWCAD 4.11.2’s Webster Field Annex.

In support of this paragraph, the contractor shall provide reports as CDRL A001, test procedures as CDRL A002, test/inspection reports as CDRL A003,test plans as CDRL A005, revision to logistics management information data products as CDRL A008, software development plans as CDRL A010, software requirements specifications as CDRL A011, software design descriptions as CDRL A012, software development status reports as CDRL A013, software test plans as CDRL A014, software test reports as CDRL A015, software user manuals as CDRL A016, and computer software product end items as CDRL A017.

4.4.3.3 The contractor shall provide incidental material required for installation and checkout and fabrication of special test equipment or developmental models. Reports of incidental material provided shall be provided by the contractor as CDRL A001. The contractor shall provide logistics maintenance documentation updates as CDRL A008.

4.5 Technical Documentation/Configuration Management (CM) Support

4.5.1 Installation Control Drawings (CLINs 1000, 1001, 1002, 1004, 1005) The contractor shall generate and update installation control drawings (ICDs) per Government-approved ECPs to reflect the NAVSEA, NAVAIR, (or other) directed system improvements, in accordance with Government specifications. Review ship installation plans and SHIPALTs for various types of ships to ensure installations are in accordance with ICDs and other shipboard installation documents. Review aircraft ICDs and their proposed changes. Provide recommendations to the Government concerning necessary modifications to these documents. The contractor shall provide recommendations as CDRL A001 and shall provide new and updated ICDs as CDRL A020.

4.5.2 Engineering Document Generation (CLINs 1000, 1001, 1002, 1004, 1005) The contractor shall generate draft versions, and shall review and provide comments on ECPs, waiver/deviation requests, test reports, and other engineering documentation related to the LAMPS MK III, RD-681/RD-674/DVLRS recorder/reproducer series equipment, and other related equipment using the guidelines of EIA/IS 649, MIL-HDBK-61A, PMA 299 H-60 Program Configuration Management Plan and the LAMPS MK III CM Plan. The contractor shall provide recommendations as CDRL A001 and engineering change proposals as CDRL A006.

4.5.3 Production Audits (CLINs 1000, 1001, 1002, 1004, 1005)

The contractor shall monitor and report on production baseline audits. More than one audit may be required, depending on the number of production facilities. The contractor shall provide audit reports as CDRL A001.

4.5.4 Technical Manual Revisions (CLINs 1000, 1001, 1002, 1004, 1005) The contractor shall prepare technical manual revisions documenting approved field changes and stakeholder comments, and following technical manual criteria. Maintain the latest complete version of planned maintenance system (PMS) documentation for the LAMPS MK III DVLRS, and other related systems. Maintain and produce updates to the LAMPS MK III Configuration Identification Manual (CIM). The contractor shall provide logistics management information data products as CDRL A008 and shall provide technical operator maintenance manual revisions as CDRL A023.

4.5.5 Configuration Management Support (CLINs 1000, 1001, 1002, 1004, 1005) The contractor shall provide configuration management support to generate new drawings and maintain existing drawings of the LAMPS MK III , DVLRS, and related equipment. The contractor shall be capable of maintaining LAMPS MK III, DVLRS and related equipment documentation in media including electronic native format, electronic portable documentation format (PDF), Mylar, aperture card, and paper. Maintenance of these drawings will normally be electronic-based. The contractor shall prepare Drawing Change Notices (DCNs), and shall incorporate Government-approved DCNs, Engineering Change Notices (ECNs) and other approved change documentation into the master drawings. With Government approval, the contractor shall distribute approved copies to appropriate recipients in their requested media format. Distribution shall be in accordance with MIL-PRF-5480G. The contractor shall provide reports of activity conducted for this paragraph as CDRL A001, shall provide documentation revisions as CDRL A004, and shall provide updates to product drawings and associated lists as CDRL A024.

4.5.6 Logistics Data (CLINs 1000, 1001, 1002, 1004, 1005)

The contractor shall prepare and provide updates to Logistics Support Plans, Logistics Support Summaries and the Depot Plan for the LAMPS MK III, and for related systems. The contractor shall provide reports of activity conducted for this paragraph as CDRL A001, shall provide documentation revisions as CDRL A004, and shall provide logistics management information data product revisions as CDRL A008.

4.6 Computer Software Solutions (CLINs 1000, 1001, 1002, 1004, 1005) The contractor shall provide support for the design, development, and integration of computer software solutions. Provide support for the development and maintenance of documentation associated with the software development process. Utilize accepted best practices, techniques, and approaches to ensure effective and efficient software development and integration. Develop software in accordance with the guidelines and methodologies of Capability Maturity Model (CMM) Level III. Source code developed and delivered by the contractor will be used by the Government with unlimited rights of use. The contractor shall provide software development plans as CDRL A010, software requirements specifications as CDRL A011, software design descriptions as CDRL A012, software development status reports as CDRL A013, software test plans as CDRL A014, software test reports as CDRL A015, software user manuals as CDRL A016, and computer software product end items as CDRL A017.

4.7 Software Development Support

The contractor shall provide the following services to design, develop, update and integrate computer software solutions and to ensure compatibility with system hardware. Results of design activities, software integrations, analysis, and associated technical data shall be provided in accordance with applicable CDRLs. The contractor shall provide software development plans as CDRL A010, software requirements specifications as CDRL A011, software design descriptions as CDRL A012, software development status reports as CDRL A013, software test plans as CDRL A014, software test reports as CDRL A015, software user manuals as CDRL A016, and computer software product end items as CDRL A017.

4.7.1 General Requirements (CLINs 1000, 1001, 1002, 1003, 1004, 1005) The contractor shall design, develop, and integrate computer software solutions and interfaces, and ensure compatibility with system hardware. This includes developing and maintaining documentation associated with the software development process as well as the software product, utilization of accepted best practices, techniques, and approaches to ensure effective and efficient software development and integration, and development of software in accordance with the guidelines and methodologies of Capability Maturity Model Integration (CMMI) process improvement maturity model. The contractor shall provide software development plans as CDRL A010, software requirements specifications as CDRL A011, software design descriptions as CDRL A012, software development status reports as CDRL A013, software test plans as CDRL A014, software test reports as CDRL A015, software user manuals as CDRL A016, and computer software product end items as CDRL A017.

4.7.2 Software Development Requirements (CLINs 1000, 1001, 1002, 1003, 1004, 1005) At the onset of specific project tasking, the contractor shall define a general Software Development Plan (SDP) appropriate for the computer software efforts to be performed under this order. This approach shall be documented in a Software Development Plan. The contractor shall follow this SDP for all computer software to be developed or maintained under this effort. The contractor shall provide SDPs as CDRL A010.

The SDP shall:

a.Define the contractor's proposed life cycle model and the processes used as part of that model. In this context, the term "life cycle model" is as defined in IEEE/EIA Std. 12207.0.
b.Contain the information defined by IEEE/EIA Std. 12207.1, section 5.2.1 (generic content) and the Plans and Procedures in Table 1 of IEEE/EIA Std. 12207.1. In all cases, the level of detail shall be sufficient to define all software development processes, activities, and tasks to be conducted.
c.Identify the specific standards, methods, tools, actions, strategies, and responsibilities associated with development and qualification.
d.Document all processes applicable to the system to be acquired, including the Primary, Supporting, and Organizational life cycle processes as defined by IEEE/EIA Std. 12207, as appropriate. Such processes shall be equivalent to those articulated by CMMI and the development processes shall adhere to CMMI Level 2 processes.
e.Include the content defined by all information items listed in Table 1 of IEEE/EIA Std. 12207.1, as appropriate for the systems and be consistent with the processes proposed by the developers.
f.Adhere to the characteristics defined in section 4.2.3 of IEEE/EIA Std 12207, as appropriate.
g.Describe the overall life cycle and include primary, supporting, and organizational processes based on the work content
h.Be in accordance with the framework defined in IEEE/EIA Std. 12207.0, including, defining the processes, the activities to be performed as a part of the processes, the tasks which support the activities, and the techniques and tools to be used to perform the tasks.
i.Contain a level of information sufficient to allow the use of the SDP as the full guidance for the developers. In accordance with section 6.5.2a of IEEE/EIA Std. 12207.1 such information shall contain, specific standards, methods, tools, actions, reuse strategy, and responsibility associated with the development and qualification of all requirements, including safety and security.
j.Utilize a Government provided designated facility or distributed environment for software development, test, and configuration management; documentation check-in/check-out and version control; and code maintenance.
k.Deliver all source code and associated concept papers associated for software, test related software and applications developed under this paragraph The contractor shall provide software development plans as CDRL A010, software requirements specifications as CDRL A011, software design descriptions as CDRL A012, software development status reports as CDRL A013, software test plans as CDRL A014, software test reports as CDRL A015, software user manuals as CDRL A016, and computer software product end items as CDRL A017.

4.7.3 Source Code (CLINs 1000, 1001, 1002, 1003, 1004, 1005)

Delivered source code shall include Source Code files, Object files, Executable files, Library files, script files and configuration files that would be necessary to generate, execute and document the changes. Source code and associated files developed and delivered by the contractor will be used by the Government with unlimited rights of use. The contractor shall deliver source code and associated files as CDRL A017.

4.7.4 SDP (CLINs 1000, 1001, 1002, 1003, 1004, 1005)

Each SDP shall be delivered to the Government for concurrence. The contractor shall follow the Government approved SDP for all computer software to be developed or maintained under this statement of work. Any changes, modifications, additions, or substitutions to the SDP also require prior written Government concurrence. The contractor shall deliver SDPs and SDP changes as CDRL A010.

4.7.5 Software Tools (CLINs 1000, 1001, 1002, 1003, 1004, 1005) Any software tools developed that will be hosted by the Navy Marine Corps Intranet (NMCI) or run on NMCI workstations shall be designed to be certified for NMCI and comply with NMCI policy. Additionally, any servers supporting this effort shall meet or shall be transitioned to meet NAVAIR Server Consolidation requirements. The contractor shall provide reports of all efforts associated with this paragraph as CDRL A001.

4.8 Supplemental Engineering and Integration Support

The purpose of the following subparagraphs is to provide NAWCAD 4.11.2 with additional capacity to design, integrate, test and deliver fully integrated and supported mission systems that are small-to-medium in both scale and complexity. These mission systems may be stand-alone in nature, or be a component of a larger Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, Reconnaissance, and Targeting (C5ISRT) system or network. Efforts under this section may also involve the mission system's integration into various types of platforms: shipboard, airborne, and ground/mobile/fixed site facilities.

4.8.1 Systems Engineering (CLINs 1000, 1001, 1002, 1003, 1004, 1005) The contractor shall provide systems engineering support services to develop and upgrade the designated platform's mission system design. It is the Government’s intention to conduct a set of system engineering reviews, at their discretion, for projects that include system design and delivery as outlined in NAVAIRINST 4355.19D. In the case that the NAVAIR instruction is not applicable, the Government will provide clarification in the issued technical direction letter. For non-ACAT programs, it is likely that System Requirement Reviews (SRRs), Preliminary Design Reviews (PDRs), Critical Design Reviews (CDRs) and System Verification Reviews (SVRs) will be conducted on projects where a system will be developed or delivered. Other reviews that may occur at the Government’s discretion are: Initial Technical Reviews (ITRs), Alternative System Reviews (ASRs), System Functional Reviews (SFRs), Software Specification Reviews (SSRs), Integration Readiness Reviews (IRRs), Test Readiness Reviews (TRRs), Physical Configuration Audits (PCAs), and In-Service Reviews (ISRs). The contractor shall perform the following duties:

4.8.1.1 Perform the systems engineering support necessary to effect Government directed changes to the systems. Identify the requirement, determine the availability of sufficient data to develop Government Furnished Information (GFI), conduct technical reviews, and conduct turnkey/design budget study to ensure parametric values are not exceeded. Provide system design package, reports, and recommendations as a result of these studies and evaluations. The contractor shall provide reports and recommendations as CDRL A001, and shall provide product drawings/models and associated lists as CDRL A024.

4.8.1.2 Develop parametric data for use with platform design envelopes, as directed by NAWCAD 4.11.2. The contractor shall provide reports of data developed as CDRL A001.

4.8.1.3 Update the platform's drawings and GFI by incorporating approved baseline design changes as directed. Review and provide comments for installation drawings and technical documentation. Determine the impact of new equipment and systems on the phased GFI and submit review comments. Provide engineering drawings in AutoCAD and/or ASCII format which are Initial Graphics Exchange Specification (IGES) compatible. The contractor shall provide product drawings/models and associated lists as CDRL A024.

4.8.1.4 Identify and correct system, subsystem, or equipment deficiencies that affect the system. Provide technical reports detailing deficiencies and recommended resolutions. The contractor shall provide reports and recommendations as CDRL A001 and shall provide product drawings/models and associated lists necessary to document Government-approved recommendations as CDRL A024.

4.8.1.5 Conduct impact/feasibility studies and analyses to evaluate proposed design changes to the system. Determine impact of proposed design changes on design parameters, prepare operational impact analyses and feasibility studies of proposed design changes, and conduct research on platform specifications to validate proposed changes, prepare requests for waivers, and provide reports and recommendations as a result of these studies. The contractor shall provide reports and recommendations as CDRL A001 and shall provide product drawings/models and associated lists necessary to document Government-approved recommendations as CDRL A024.

4.8.1.6 Conduct research and assess potential applications of emerging technologies to the mission system. Identify and evaluate the suitability of commercial-off-the-shelf (COTS)/non-developmental-item (NDI) equipment to satisfy functional requirements. Evaluate deficiencies, including environmental (i.e., shock and vibration) considerations of COTS/NDI equipment candidates and propose resolutions. Conduct performance testing of COTS/NDI equipment to evaluate its compliance with performance specifications and to assess interoperability within the mission system. The contractor shall provide reports and recommendations as CDRL A001. The contractor shall provide test plans as CDRL A005, test procedures as CDRL A002, and test reports as CDRL A003.

4.8.1.7 Attend conferences and meetings to exchange programmatic information related to the mission system. Provide meeting/conference minutes and respond to action items. The contractor shall provide record of meeting/minutes reports as CDRL A007.

4.8.2 Design Engineering (CLINs 1000, 1001, 1002, 1003, 1004, 1005) The contractor shall provide engineering support to develop design change request documentation for system upgrades to the mission system. The contractor shall also:

4.8.2.1 Design and develop mechanical interfaces, isolation systems, positive restraint systems, and hardware to facilitate equipment integration, shipping, and installation. The contractor shall provide reports and recommendations as CDRL A001 and shall provide product drawings/models and associated lists necessary to document Government-approved recommendations as CDRL A024.

4.8.2.2 Conduct software modeling to include 2-D/3-D visualization of platform spaces, equipment modeling, space optimization, human engineering analysis support, and maintenance access studies support.
