Data Link Recompete
PERSONNEL QUALIFICATIONS
1. The contractor shall be responsible for employing personnel having the following levels of education, professional, and technical experience. These qualifications are only a baseline; contractors should strive for technical excellence in personnel by demonstrating experience and qualifications beyond these qualifications.
2. The specialized experience included as part of the required qualifications shall have been obtained in the field of endeavor indicated by the applicable labor categories listed below. The experience indicated in the following labor categories must have been performed during the past five years. In cases requiring experience of more than five years, at least five years of the total experience must be within the past five year period.
3. Personnel must have, or be able to obtain the appropriate security clearance as stated on the DD Form 254. Proof of U.S. citizenship is required to be permitted access to government installation, aircraft, and ships.
4. Key personnel are those who will be performing in the Key Labor Categories listed below. The contractor shall provide personnel data forms in the amount listed to the right of each labor category. Key Personnel are subject to the substitution restrictions clause 5252.237-9501 I entitled “Additional or Substitution of Personnel.”
Note: All required experience for all labor categories may have been obtained concurrently. All degrees shall be obtained from an accredited college or university.

DEFINITIONS
As used in the minimum personnel qualification descriptions for this contract, the terms indicated is defined or their meaning qualified as follows:
Academic Year - a full or complete year of study at an accredited junior college, college, university, or other academic institution toward which at least 30 semester hours or 45 quarter hours of undergraduate study, or 18 semester hours or 27 quarter hours of postgraduate study, were completed.
Accredited Institution - a post-secondary educational institution (junior college, college, university, technical trade, or professional school) approved by an accrediting agency listed as nationally recognized by the U.S. Department of Education (DoE).
Accredited Program - an educational program or course of study offered by a post-secondary educational institution, approved by an accrediting agency listed as nationally recognized by the U.S. DoE.
Degree - an academic title conferred by an educational institution upon completion of a unified course of study. If not otherwise qualified, the term shall mean a degree at the bachelor, master, or doctoral levels only.
Engineering or Engineering Discipline - when used in relation to educational or work experience requirements, “engineering” shall mean any of the following specific subjects, disciplines, or areas of work experience only: aerospace, civil, computer, electrical, electronics, industrial, mechanical, or nuclear.
Experience and Years of Experience.
a) When used in relation to requirements for past participation in professional work or employment activities, “experience” shall mean full-time (on the basis of a standard 40 hour work week) participation, at least one-half of which time was spent performing qualifying functions as practitioner or employee.
b) When used in relation to requirements for a particular term or period of participation, “years of experience” will mean full, productive years of participation. Productive years are work years of 52 weeks reduced by reasonable amounts of time for holiday, annual, and sick leave. If participation was part-time, or if less than one-half of the standard workweek was spent performing qualifying functions, the actual time spent performing qualifying functions may be cumulated to arrive at full years (or years and months) of experience. For example, only the actual number of full days (or full-day equivalents) of duty or drills completed during a year of military reserve participation, or in other qualifying part-time employment or practice may be cumulated toward years of experience. Qualifying part-time experience performed in addition to other full-time qualifying employment during the same period of time.
Postgraduate Degree - a master's, Ph.D., or other professional degree for which completion of an undergraduate curriculum for receipt of a bachelor’s degree was a prerequisite.
Related Field - a field of study with a similar curriculum of study but is referenced by a different name.
Technical Discipline - when used in relation to educational or work experience requirements, “technical discipline” shall mean a degree in the field of Mathematics or Sciences.
Technical Rating - completion of a U.S. Navy electronics technology related B or C school for Cryptologic Technician Technical (CTT), Electronics Technician (ET), Electronic Warfare Technician (EW), Fire Controlman (FC),or Information Systems Technician or the equivalent from another branch of service.
QUALIFICATIONS
KEY LABOR CATEGORIES:
Computer Programmer IV (Key)
Function: Applies knowledge of computer science principles, information management principles, and automated data processing functions, hardware and software system structures and operation, and computer programming languages and techniques to solve automation problems with associated software. Uses detailed specifications and adapts standardized techniques, methods, criteria and precedents to develop or modify software.
Education: Bachelor’s degree in Computer Science or a computer-related discipline from an accredited institution.
Experience: Minimum seven (7) years specialized experience in computer programming.
Electronics Technician (Senior) (Key)
Function: Provide expert technical direction to team members and leads efforts for maintaining fleet DOD communication systems. Provide recommendations for removal or improvements to the operational communications systems. Implement system upgrades and field change-outs to support DOD communication systems listed in the SOW.
Education: Associate’s degree from an accredited institution in Engineering or electronic discipline.
Experience: A total of ten (10) years of extensive military electronics maintenance experience is required. The Sr. Electronics Technician shall have two (2) of the ten (10)years of experience in C5ISR system testing and troubleshooting, with six (6) of the ten (10) years of experience in progressive field experience with DOD communications systems.
OR
Education: High school diploma or GED plus U.S. Navy Electronics “A” or “C” school or equivalent.
Experience: A total of ten (10) years of extensive military electronics maintenance experience is required. The Sr. Electronics Technician shall have two (2) of the ten (10)years of experience in C5ISR system testing and troubleshooting, with six (6) of the ten (10) years of experience in progressive field experience with DOD communications systems.
Electronics Technician IV (Key)
Function: Provides technical support for equipment and sub-equipment. Applies advanced technical knowledge to solve unusually complex problems that typically cannot be solved solely by referencing manufactures manuals or similar documents. Examples of such problems include determining the location of faults in dense circuitry, isolating malfunctions and incorporating engineering changes. Maintains repairs, inspects, troubleshoots, and programs systems equipment or components. Reviews, analyzes, develops, prepares and applies engineering, technical and maintenance specifications, policies, standards and procedures. Organizes, analyzes and prepares reports and presentations of technical data and information. Plans and performs tests and evaluations of systems and/or system components. Compiles, processes, reduces, and analyzes test data and results. The Electronics Technician IV may provide technical guidance to lower level technicians.
Education: Associate’s degree from an accredited institution in electronics technology or an electronics discipline.
Experience: Six (6) years of practical experience with two (2) years specific involvement with C5ISR systems.
OR
Education: High school diploma or U.S. Navy Electronics “A” or “C” school or equivalent.
Experience: Shall have minimum of eight (8) years of experience in troubleshooting and repair of electronic systems to component level. Four (4) of the eight (8)years of experience shall be with C5ISR systems.
Electronics Technician V (Key)
Function: Provides technical support for system equipment and sub-equipment. Applies advanced technical knowledge to solve unusually complex problems that typically cannot be solved solely by referencing manufactures manuals or similar documents. Examples of such problems include determining the location of faults in dense circuitry, isolating malfunctions and incorporating engineering changes. Experience: Shall have minimum of ten (10) years of experience in troubleshooting and repair of electronic systems to component level. Four (4) of the ten (10) years of experience shall be with C5ISR systems.
Engineer (Computer) (Key)
Function: Applies knowledge of computer networks and applications to develop data communications systems, including local area and wide area networks (LAN/WAN). Uses scientific logic to independently identify conceptual or theoretical solutions to problems of automated data processing (ADP) hardware or software system design and operation. Analyzes and formulates architectural and functional specifications, interfaces, and data structures. Researches unconventional applications for ADP hardware, software, and operating systems. Writes, modifies, and adapts computer programs in machine level, assembly, and third or fourth generation programming languages.
Education: Bachelor’s degree from an accredited institution in Computer Engineering or Computer Science.
Experience: At least seven (7) years of progressive experience in computer engineering or computer science, which includes at least four (4) years of experience directly involved with Asynchronous Transfer Mode (ATM), frame relay, Transmission Control Protocol/Internet Protocol (TCP/IP), Ethernet, Cisco routers and switches, Channel Service Unit/Data Service Unit (CSU/DSU), hub installation, NT Domains, and Unix.
Engineer (Electrical) (Key)
Function: Applies engineering principles to investigate, analyze, plan, design, develop, implement, test, or evaluate shipboard radio communications systems. Reviews and prepares engineering and technical analyses, reports, change proposals, and other technical documentation. Applies engineering experience to perform functions such as system integration, configuration management, quality assurance testing, or acquisition and resource management. Analyzes, designs, develops, implements, tests, or evaluates automated data processing software related to engineering or functional requirements of shipboard radio communications systems, associated support systems, or management information systems.
Education: Bachelor’s degree from an accredited institution in electrical engineering.
Experience: At least five (5) years of progressive experience in electrical/electronics engineering, which includes at least three (3) years of experience performing engineering functions related to shipboard radio communications systems. Three (3) years of the five (5) years in design, development and implementation of communications, data processing or radar systems, and specialized experience involving C5ISR systems.
Engineer (Electronic, Senior) (Key)
Function: Serves as a team leader for the support of tasking involving investigating, analyzing, planning, designing, developing, implementing, testing, or evaluating naval command, control, and communications systems. Reviews and prepares engineering and technical analyses, reports, change proposals, and other technical documentation. Applies engineering experience to perform functions such as systems engineering, system integration, configuration management, quality assurance testing, or acquisition and resource management. Analyzes designs, develops, implements, tests, or evaluates automated data processing software related to engineering or functional requirements of naval command, control, and communications systems, associated support systems, or management information systems.
Education: Bachelor’s degree from an accredited college in Electrical Engineering, Electronics or Physics.
Experience: At least five (5) years of progressive experience in electrical or electronics engineering fields which includes at least three (3) years of specific experience in C5ISR system experience is required. At least three (3) years of the foregoing experience shall have been as a supervisor or functional lead.
Engineer (Systems, RF) (Key)
Function: Supports tasks involving the development of systems utilizing wireless communication. Conduct RF site surveys and analysis. Assists the Program Manager and Systems Analyst in requirements analysis, technical problem analysis and resolution and provides input to the technical staff.
Education: Bachelor's degree from an accredited institution in engineering.
Experience: A total of five (5) years of experience is required. Three (3) years of the five (5) years of experience in design, analysis or testing of electronic circuits or transmission lines; with an additional two years of experience in the design, analysis or testing of RF circuits such as antennas, multiplexers, striplines, high power or low noise amplifiers, or frequency converters. Must possess knowledge of latest RF systems and technologies. Three (3) years of specific experience in C5ISR systems experience is required.
Logistician (Key)
Function: Performs various tasks related to the development, operation, evaluation, and improvement of communication systems supportability and/or maintainability programs and information systems. Works on logistics and maintainability programs and with logistics and maintenance control organizations on issues such as: technical evaluation and identification of communication systems logistics requirements and resources; development of logistics support and maintainability programs or plans; systems acquisition requirements analysis; budgetary or financial analysis and control; life cycle cost analysis and control; communication systems hardware and software standardization and compatibility; Integrated Logistics support (ILS)/Reliability & Maintainability (R&M) program test and evaluation planning and execution; and, ILS/R&M program management. Collects, compiles, analyzes, investigates, researches or applies logistics, maintenance, acquisition, or financial data and information. Develops, modifies, prepares, or validates documentation in relation to logistics or maintenance of automated data reporting systems, and management information systems.
Education: Bachelor’s degree in a logistics or technical discipline.
Experience: At least five (5) years of progressive experience in logistics support, which includes at least two (2) years of experience in military systems.
Program Manager (Key)
Function: Acts as the overall manager and administrator for the contract effort. Serves as the primary interface and point of contact with Government program authorities and representatives for program and contract administration issues. Supervises program operation by developing management procedures and controls, planning and directing program execution, and monitoring and reporting progress. Manages acquisition and employment of program resources. Manages and controls financial and administrative aspects of the program with respect to contract requirements.
Education: Bachelor's degree in engineering, engineering management, computer science, or business administration from an accredited institution.
Experience:
| (a) | At least ten (10) years management and supervisory experience, which includes at least eight (8) years of specialized experience in the planning, organizing, directing, and controlling multiple projects in the design, systems engineering, or field service of military Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems. |
| (b) | Demonstrated recent experience with DoD policies relating to contract management and contract administration; program management skills relating to fiscal planning; oral and written communications, interpersonal relations, and managerial techniques. |
OR
Education: Bachelor's degree in engineering, engineering management, computer science, or business administration from an accredited institution.
Experience:
| (a) | At least six (6) years of experience in engineering management and supervision of multiple projects in systems engineering or the design/field service of military Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, and Reconnaissance (C5ISR) systems. |
| (b) | Project Management Institute (PMI) Project Management Professional (PMP) certification. |
NON-KEY LABOR CATEGORIES:
Cable Assembler
Function: Uses engineering drawings, work instructions, or other technical documentation to assemble cables. Ensures techniques, materials, and workmanship are according to technical standards, specifications and engineering directives.
Education: High school diploma or GED.
Experience: At least one (1) year experience in assembly of electrical, electronic, and mechanical parts with standard hand tools using standard procedures. Must be able to read, understand and comply with drawings, or specific written instructions.
Computer Programmer III
Function: Applies knowledge of computer science concepts and techniques to independently write, modify, and adapt complex computer programs in machine level, assembly, and third or fourth generation programming languages. May guide or instruct lower level programmers and review their work upon completion, for accuracy and compliance with standards.
Education: Bachelor's degree in computer science or a computer-related discipline from an accredited institution.
Experience: At least five (5) years specialized experience in computer programming.
OR
Education: Associate’s degree in computer science or a computer-related discipline
Experience: Eight (8) years specialized experience in computer programming.
Computer Systems Analyst III
Function: This labor category shall be able to perform analysis of business systems for developing information system requirements and functions, must be able to evaluate state of the art computer hardware, software, and information system technology. Make recommendations for systems improvements that provide for design and development of integrated information systems.
Education: Bachelor’s degree from an accredited institution in Computer Science, Information Systems Management, mathematics or a related field.
Experience: A total of five years of experience is required. Five years of experience in the analysis and design of business or scientific applications of computer systems and networks
OR
Education: Associate’s degree from an accredited institution in Computer Science, Information Systems Management, Mathematics or a related field.
Experience: A total of eight years of experience is required. Eight years of experience in the analysis and design of business or scientific applications of computer systems and networks.
Configuration Manager
Function: Performs various tasks related to the configuration planning, management, evaluation, and improvement of electronic equipment and communication systems. Works with configuration and maintenance control organizations on issues such as technical evaluation and identification of electronic equipment and communication systems requirements and resources; development of configuration support and maintainability programs or plans; systems acquisition requirements analysis; and systems hardware and software standardization and compatibility. Develops, modifies, prepares, or validates documentation in relation to configuration or maintenance of automated data reporting systems, and maintenance information systems.
Education: Associate’s degree in business administration, engineering or a technical discipline.
Experience: At least five (5) years experience in configuration planning, management, and control of electronic equipment and communication systems. Qualified personnel must have demonstrated experience with engineering change proposals, participated in Configuration Control Board meetings, and conducted functional and physical configuration audits.
Data Entry Operator II
Function: Prepares, maintains, and preserves technical or administrative documentation, data, and records. Activities may include data entry, word processing, or transcription of source data extracted from numerous documents. Applies familiarity with specialized and technical terminology to edit, proofread and properly code data for entry.
Education: High school diploma or GED.
Experience: At least one (1) year experience operating keyboard-controlled data transcribing equipment. Must be able to enter data with proficiency, and to extract data from numerous source documents and properly code it for entry. Additionally, must have the ability to identify the cause of discrepancies and to make appropriate corrections.
Drafter/CAD Operator II
Function: Works from sketches, computer models, and verbal information supplied by an engineer, architect, or designer to determine the most appropriate views, detail drawings, and supplementary information needed to complete assignments. Applies knowledge and skill in drafting methods, procedures, and techniques in order to prepare complex engineering and technical drawings (three dimensional drawings and developing modeling aids) for structural, mechanical, or electrical equipment, systems, and assemblies. May use mathematical formulas to compute weights, loads, dimensions, or material quantities.
Education: Associate’s degree from an accredited institution in drafting or illustration.
Experience: Shall have two (2) year of experience in technical engineering drafting/illustrating in the electronics field. Shall be familiar with digital imaging techniques, CAD/CAM and the maintenance and control of digital and hard copy documentation. He/She shall also have experience with DoD processes and procedures.
OR
Education: High school diploma or GED.
Experience: Shall have three (3) years of experience in technical engineering drafting/illustrating in the electronics field. Shall be familiar with digital imaging techniques, CAD/CAM and the maintenance and control of digital and hard copy documentation. He/She shall also have experience with DoD processes and procedures.
Drafter/CAD Operator III

Electronics Technician I
Function: This labor category shall be able to maintain, repair, inspect, troubleshoot, or program systems equipment or components. Reviews, analyzes, develops, prepares or applies engineering, technical or maintenance specifications, policies, standards or procedures. Plans and performs tests and evaluations of systems equipment or components. Compiles, processes, reduces or analyzes test data and results.
Education: Associate’s degree from an accredited institution in electronics technology or an electronics discipline.
Experience: Shall have one (1) year of experience in troubleshooting and repair of electronic systems to component level;
OR
Education: A high school diploma or GED plus completion of a technical school, trade school, or advanced armed services technical school curriculum in electricity, electronics, avionics, mechanics, or engineering technology.
Experience: A total of at least two (2) years of experience in performing the foregoing functions.
Electronics Technician II
Function: The Electronics Technician II applies comprehensive technical knowledge to solve complex problems by interpreting manufacturer’s manuals or similar documents. Work requires familiarity with the interrelationships of circuits and judgment in planning work sequence and in selecting tools and testing instruments. Provides technical assistance in support of Internet disconnects, system failures, and database updates as they pertain to the site-specific information. He/She may also be required to provide phone and in-person support to authorized users. The Electronics Technician II receives technical guidance, as required, from higher level technicians.
Education: Associate’s degree from an accredited institution in electronics technology or an electronics discipline.
Experience: Shall have two (2) years of practical experience with one (1) of the two (2) years experience in electronic troubleshooting.
OR
Education: High school diploma or GED plus U.S. Navy Electronics “A” or “C” school or equivalent.
Experience: Shall have minimum of four (4) years of experience in troubleshooting and repair of electronic systems to component level. Two (2) of the four (4)years of experience shall be with data link systems.
Electronics Technician III
Function: Applies advanced technical knowledge to solve unusually complex problems that typically cannot be solved solely by referencing manufactures manuals or similar documents. Examples of such problems include determining the location of faults in dense circuitry, isolating malfunctions and incorporating engineering changes. The Electronics Technician III may provide technical guidance to lower level technicians
Education: Associate’s degree from an accredited institution in electronics technology or an electronics discipline.
Experience: Shall have four (4) years of practical experience with one (1) of the four (4) years experience in electronic troubleshooting data link systems.
OR
Education: High school diploma or GED plus U.S. Navy Electronics “A” or “C” school or equivalent.
Experience: Shall have minimum of eight (8) years of experience in troubleshooting and repair of electronic systems to component level. Four (4) of the eight (8) years of experience shall be with data link systems.
Engineer
Function: Applies engineering principles to investigate, analyze, plan, design, develop, implement, test, or evaluate military C5ISR systems. Reviews and prepares engineering and technical analyses, reports, change proposals, and other technical documentation. Applies engineering experience to perform functions such as system integration, configuration management, quality assurance testing, or acquisition and resource management. Analyzes designs, develops, implements, tests, or evaluates automated data processing software related to engineering or functional requirements of military C5ISR systems.
Education: Bachelor’s degree from an accredited college in engineering.
Experience: At least three (3) years general engineering experience inclusive of one (1) year experience in systems engineering of military C5ISR systems.
Engineer (Digital Design)
Function: Perform various tasks to test and analyze the digital design of DOD communication systems.
Education: Bachelor’s degree from an accredited institution in Electrical Engineering, Electronics, and Physics.
Experience: A total of five (5) years of experience is required. Three (3) of the five (5) years in digital circuit design and implementation and an additional two (2) years of experience in digital circuit design such as programming of field programmable gate arrays (FPGA’s), discrete timing circuits or computer based simulations or emulations of small scale digital circuit arrays.
Engineer (Junior)
Function: Under the supervision of a qualified engineer, the individual applies engineering principles to investigate, analyze, plan, design, develop, implement, test, or evaluate military C5ISR systems. Applies engineering experience to perform functions such as system integration, configuration management, quality assurance testing, or acquisition and resource management. Analyzes designs, develops, implements, tests, or evaluates automated data processing software related to engineering or functional requirements of military command, control, and communications systems, associated support systems, or management information systems.
Education: Bachelor’s degree from an accredited college in engineering.
Experience: None.
Engineer (Senior)
Function: Serves as a team leader for the support of tasking involving investigating, analyzing, planning, designing, developing, implementing, testing, or evaluating naval command, control, and communications systems. Reviews and prepares engineering and technical analyses, reports, change proposals, and other technical documentation. Applies engineering experience to perform functions such as systems engineering, system integration, configuration management, quality assurance testing, or acquisition and resource management. Analyzes designs, develops, implements, tests, or evaluates automated data processing software related to engineering or functional requirements of naval command, control, and communications systems, associated support systems, or management information systems.
Education: Bachelor’s degree in engineering from an accredited college.
Experience: At least five (5) years of experience as a supervisor or functional lead in an engineering field which includes at least three (3) years of experience performing systems engineering functions related to military C5ISR systems.
Engineer (Systems)
Function: Applies engineering principles to investigate, analyze, plan, design, develop, implement, test, or evaluate shipboard, airborne and ground/mobile radio communications systems. Reviews and prepares engineering and technical analyses, reports, change proposals, and other technical documentation. Applies engineering experience to perform functions such as system integration, configuration management, quality assurance testing, or acquisition and resource management. Analyzes, designs, develops, implements, tests, or evaluates automated data processing software related to engineering or functional requirements of shipboard radio communications systems, associated support systems, or management information systems.
Education: Bachelor's degree from an accredited institution in electrical engineering.
Experience: At least five (5) years of progressive experience in electrical/electronics engineering, which includes at least four (4 )years experience performing systems engineering functions related to design and integration of shipboard, airborne and ground/mobile radio communications systems.
Financial Analyst
Function: Reviews invoices and statements (verifying information, ensuring sufficient funds have been obligated, and if questionable, resolving with the submitting unit, determining accounts involved, coding transactions, and processing material through data processing for application in the accounting system); and/or analyzes and reconciles computer printouts with operating unit reports (contacting units and researching causes of discrepancies, and taking action to ensure that accounts balance).
Education: Bachelors degree from an accredited institution in business or a related field.
Experience: At least four (4) years experience in financial management, budget analysis, or accounting.
OR
Education: High school diploma or GED is required
Experience: At least ten (10) years of experience as a budget & management analyst.
Installation Supervisor
Function: Provides technical and engineering assistance for the integration, installation, evaluation, and testing of electronic equipment and communication systems.
Education: High school diploma or GED.
Experience: At least ten (10) years experience, which includes at least five (5) years of supervisory experience in the integration, installation, and test of electronic equipment and communication systems.
Installation Technician
Function: Applies basic technical knowledge to perform simple or routine tasks following detailed instructions, performs such tasks as installing and/or replacing components, wiring circuits, repairing simple electronic equipment; and taking test readings using common instruments such as digital multi-meters, signal generators, semiconductor testers, curve tracers, and oscilloscopes. This person works under close supervision receiving technical guidance from supervisor or higher-level technician. Work is checked frequently for accuracy.
Education: Associate’s degree in an electronics discipline from an accredited institution.
Experience: At least one (1) year experience in electronic repair, maintenance, and installation, including analysis, design, and installation of local and wide area networks, and analysis and installation of communication systems.
OR
Education: High School diploma or GED.
Experience: Four (4) years of the foregoing experience, which includes at least one (1) year directly involved in the installation of local and wide area networks, and analysis and installation of communication systems.
Logistics Analyst
Function: Serves as a team leader for the support and performance of various tasks related to the development, operation, evaluation, and improvement of weapon systems supportability and maintainability. Evaluates and develops the logistics support and maintainability programs or plans, Integrated Logistics Support (ILS) documents; systems acquisition requirements analysis; budgetary or financial analysis and control; life cycle cost analysis and control; plans for various disciplines such as Reliability & Maintainability, Availability; Configuration Management; Quality Assurance; and Training.
Education: Associate’s degree in a technical discipline from an accredited institution.
Experience: Shall have eight (8) years of experience in logistics activities involving military systems. At least four (4) years shall have been involved in integrated logistics support systems and the support communication systems/subsystems.
OR
Education: High School Diploma or equivalent.
Experience: A total of ten (10) years of logistics experience involving military systems is required. The Logistics Analyst shall have five (5) of the ten (10) years shall have involved in integrated logistics support systems and the support communication systems/subsystems and the other five of the ten years in progressive field experience.
Material Coordinator
Function: Coordinates the transportation of materials, merchandise, or equipment between various types of establishments such as: manufacturing plants, freight depots, warehouses, wholesale and retail establishments, or between retail establishments and customers’ place of business.
Education: High school or GED.
Experience: Shall have two (2) years of experience in packaging, handling transportation, and storage of materials.
Material Expediter
Function: Locates and moves materials and parts between work areas of facility to expedite processing of goods, according to pre-determined schedules and priorities, and keeps related record. Reviews production schedule, inventory reports, and work orders to determine types, quantities, and availability of required material and priorities of orders. Confers with managers to determine materials overdue and to inform them of location, availability, and condition of materials; locates and moves materials to specified work areas, using cart or hand truck, and records quantity and type of materials distributed and on hand. Generates the required documentation for obtaining equipment and material through Military and commercial sources. Work may include the following tasks: directing Power-Truck Operator or Material Handling Laborer to expedite movement of materials between storage, lab and production areas; compare work ticket specifications with material at work stations to verify appropriateness of material in use; and may update and maintain inventory records, using computer terminal.
Education: High school or GED.
Experience: Shall have three (3) years of experience in packaging, handling transportation, and storage of materials. Two (2) of the three (3) years of experience shall involve the procurement of equipment and material through Military and commercial sources.
Project Analyst
Function: Uses subject-matter knowledge and judgment to complete assignments consisting of analysis techniques, test and evaluation procedures, or test support requirements. Selects from alternative methods and refers problems not solvable by adapting or interpreting substantive guides, manuals, or procedures.
Education: Associate’s degree from an accredited institution in Business or a related field.
Experience: At least two (2) years experience in analysis techniques, test and evaluation procedures, or test support requirements.
Project Manager
Function: Acts as a manager and administrator for the contract effort. The Project Manager serves as an interface and point of contact with Government program authorities and representatives on technical, project and contract administration issues. The Project Manager supervises project operation by developing management procedures and controls, planning and directing project execution, and monitoring and reporting progress. He/she manages acquisition and employment of project resources. Manages and controls financial and administrative aspects of the project with respect to contract requirements.
Education:
| (a) | Bachelor's degree from an accredited institution in the areas of engineering, engineering management, computer science or Information Systems. |
| (b) | Project Management Professional Certification. |
Experience:
| (a) | At least five (5) years management and supervisory experience, which includes at least three (3) years of specialized experience in the planning and management of multiple projects in the design, systems engineering, or field service of military C5ISR systems; |

Quality Assurance Specialist
Function: Develops and implements quality control programs to ensure compliance with contract specifications. Inspects and verifies proper completion and documentation of production and safety discrepancies. Evaluates personnel, including verification of skills, training and experience. Performs audits and inspections of work centers and ongoing maintenance actions, procedures, equipment and facilities. Reviews maintenance source documents and notes recurring discrepancies or trends and initiates appropriate action. Reviews engineering investigation requests, initiates and reviews quality deficiency reports, technical deficiency reports and hazardous material reports, ensuring that they are accurate, clear, concise and comprehensive.
Education: Associate's degree from an accredited institution or 2 years of undergraduate study in electronics or engineering. Documented specialized training in QA/QC.
Experience: At four (4) years of general experience with quality assurance programs, which includes at least two (2) years of specialized experience in planning and implementing quality and reliability programs for electronic equipment, components, and associated materials. Two (2) years of this must include intensive quality assurance/quality control experience in electronic systems, including fleet electronic systems.
Secretary III
Function: Requires familiarity with the terminology of the office unit. Selects appropriate methods from a wide variety of procedures or makes simple adaptations and interpretations of a limited number of substantive guides and manuals. Clerical steps often vary in type or sequence, depending on the task; recognized problems are referred to others. Is required to perform multiple tasks; be detail oriented, work quickly and accurately; possess effective oral and written communication skills; be able to work with other team members to accomplish team objectives on schedule, and have the ability to work under pressure in a fast-paced, high stress environment.

Function: Shall aid in Systems Engineering and Logistics Support tasks, including, but not limited to: process improvement initiatives, general housekeeping, data entry and analysis. Works with supervision various tasks which may include data collection and compilation, test witnessing, product research, market searches, and installation kitting.
Education: High school diploma or GED.
Experience: Should be enrolled in an accredited institution pursuing a four (4) - year degree in an engineering or scientific discipline.
Supply Clerk
Function: Knowledge and ability to properly package, document and track material. Shall retrieve and receive incoming material. Ability to verify and manage documentation related to in-coming and out-going shipments.
Education: High school diploma or equivalent required.
Experience: Shall have one (1) year of experience requisitioning materials through the DoD/military supply system, knowledge of materials acquisition procedures from commercial sources to include locating vendors and tracking delivery status.
Technical Writer II
Function: Develops, drafts, revises, and edits reports, articles, manuals, specifications, presentation materials, and other technical documents. Uses rough outlines and resource materials, and interprets information obtained through research or provided by technical specialists. Applies knowledge of military documentation content and format standards to prepare, edit and publish technical materials.
Education: Bachelor’s degree in English, journalism, or technical writing.
Experience: Two (2) years experience editing, preparing, and producing technical manuals, specifications, military standards, and other technical reports and documentation, which includes at least one (1) year experience preparing original technical manuals, reports, and other technical documentation on the operation, maintenance, installation, and test of electronic equipment. Must be familiar with military standards and specifications governing the preparation of technical documentation.
