20.0 PERSONNEL REQUIREMENTS
The contractor shall be responsible for employing personnel having the following levels of education, professional, and technical experience. These qualifications are only a baseline; contractors should strive for technical excellence in personnel by demonstrating experience and qualifications beyond these qualifications. The specialized experience included as part of the required qualifications shall have been obtained in the field of endeavor indicated by the applicable labor categories listed below.
The experience indicated in the following labor categories must have been performed during the past five years. In cases requiring experience of more than five years, at least five years of the total experience must be within the past five year period. Key personnel are those who will be performing in Key Labor Categories listed below (the number of resumes required per key labor category are shown in brackets).
Personnel must have, or be able to obtain the appropriate security clearance as stated on the DD Form 254. Proof of U.S. citizenship is required to be permitted access to Government installation, aircraft, and ships.
Key personnel are those who will be performing in the Key Labor Categories listed below. The contractor shall provide personnel data forms in the amount listed to the right of each labor category. Key Personnel are subject to the substitution restrictions clause 5252.237-9501 I entitled “Additional or Substitution of Personnel”.
Note: All required experience for all labor categories may have been obtained concurrently. All degrees shall be obtained from an accredited college or university.

The numbers shown in the parenthesis, in the above table, represent the number of key personnel in the identified labor categories and the number of resumes required per key labor category.
DEFINITIONS
As used in the minimum personnel qualification descriptions for this contract, the terms indicated is defined or their meaning qualified as follows:
Academic Year - a full or complete year of study at an accredited junior college, college, university, or other academic institution toward which at least 30 semester hours or 45 quarter hours of undergraduate study, or 18 semester hours or 27 quarter hours of postgraduate study, were completed.
Accredited Institution - a post-secondary educational institution (junior college, college, university, technical trade, or professional school) approved by an accrediting agency listed as nationally recognized by the U.S. Department of Education (DoE).
Accredited Program - an educational program or course of study offered by a post-secondary educational institution, approved by an accrediting agency listed as nationally recognized by the U.S. DoE.
Degree - an academic title conferred by an educational institution upon completion of a unified course of study. If not otherwise qualified, the term shall mean a degree at the bachelor, master, or doctoral levels only.
Engineering or Engineering Discipline - when used in relation to educational or work experience requirements, “engineering” shall mean any of the following specific subjects, disciplines, or areas of work experience only: aerospace, civil, computer, electrical, electronics, industrial, mechanical, or nuclear.
Experience and Years of Experience.
a) When used in relation to requirements for past participation in professional work or employment activities, “experience” shall mean full-time (on the basis of a standard 40 hour work week) participation, at least one-half of which time was spent performing qualifying functions as practitioner or employee.
b) When used in relation to requirements for a particular term or period of participation, “years of experience” will mean full, productive years of participation. Productive years are work years of 52 weeks reduced by reasonable amounts of time for holiday, annual, and sick leave. If participation was part-time, or if less than one-half of the standard workweek was spent performing qualifying functions, the actual time spent performing qualifying functions may be cumulated to arrive at full years (or years and months) of experience. For example, only the actual number of full days (or full-day equivalents) of duty or drills completed during a year of military reserve participation, or in other qualifying part-time employment or practice may be cumulated toward years of experience. Qualifying part-time experience performed in addition to other full-time qualifying employment during the same period of time.
Postgraduate Degree - a master's, Ph.D., or other professional degree for which completion of an undergraduate curriculum for receipt of a bachelor’s degree was a prerequisite.
Related Field - a field of study with a similar curriculum of study but is referenced by a different name.
Technical Discipline - when used in relation to educational or work experience requirements, “technical discipline” shall mean a degree in the field of Mathematics or Sciences.
Technical Rating - completion of a U.S. Navy electronics technology related A or C school for Cryptologic Technician Technical (CTT), Electronics Technician (ET), Electronic Warfare Technician (EW), Fire Controlman (FC),or Information Systems Technician or the equivalent from another branch of service.
21.0 LABOR CATEGORY QUALIFICATIONS
KEY LABOR CATEGORIES:
Computer Programmer IV (Key)
| Function: | Applies knowledge of computer science principles, information management principles, and automated data processing functions, hardware and software system structures and operation, and computer programming languages and techniques to solve automation problems with associated software. Uses detailed specifications and adapts standardized techniques, methods, criteria and precedents to develop or modify software. May function as team leader or supervise lower level programmers or technicians on assigned work. |
| Education: | High School diploma or GED; Completed the following certifications within one and a half year after assuming duties: Certified Software Development Professional (CSDP) (Previously known as Certified Software Engineering Professional (CSEP)), or with COR approval complete a vendor/platform specific certification (e.g., Microsoft Certified Solutions Developer (MCSD), Microsoft Certified Applications Developer (MCAD), Microsoft Certified Database Administrator (MCDBA), Sun Certified Professional (SCP), Red Hat Certification Program (RHCP), CISCO Certified Network Professional (CCNP), Oracle Certified Professional (OCP), other). |
| Experience: | At least eight (8) years of experience, to include software Design, Development, and Test and Evaluation. Engineer/Scientist, Senior (Computer) (Key)
| Function: | Performs tasks with little or no guidance. Has demonstrated knowledge in area of engineering expertise. Applies and integrates engineering principles to investigate, analyze, plan, and design, develop, implement, test or evaluate military C5ISR systems. Reviews and prepares engineering and technical analyses, reports, change proposals, and other technical documentation. Applies engineering experience to perform functions such as system integration, configuration management, quality assurance testing, or acquisition and resource management. Analyzes designs, develops, implements, tests, or evaluates software, components, or systems related to engineering or functional requirements of military C5ISR systems, and associated support systems. Leads the execution of complex tasks. Applies knowledge of computer networks and applications to develop data communications systems, including local area and wide area networks (LAN/WAN). Uses scientific logic to independently identify conceptual or theoretical solutions to problems of automated data processing (ADP) hardware or software system design and operation. Analyzes and formulates architectural and functional specifications, interfaces, and data structures. Researches unconventional applications for ADP hardware, software, and operating systems. Writes, modifies, and adapts computer programs in machine level, assembly, and third or fourth generation programming languages. |

Reviews and prepares engineering and technical analyses, reports, change proposals, and other technical documentation. Applies engineering experience to perform functions such as system integration, configuration management, quality assurance testing, or acquisition and resource management. Analyzes designs, develops, implements, tests, or evaluates software, components, or systems related to engineering or functional requirements of military C5ISR systems, and associated support systems, or management information systems. Leads the execution of complex tasks. Supports tasks involving the development of systems utilizing wireless communication. Conducts RF site surveys, makes analyses and recommendations. Assists the Program Manager and Systems Analyst in requirements analysis, technical problem analysis and resolution, and provides input to the technical staff. |

| Function: | Provides technical support for equipment and sub-equipment. Applies advanced technical knowledge to solve unusually complex problems that typically cannot be solved solely by referencing manufactures manuals or similar documents. Examples of such problems include determining the location of faults in dense circuitry, isolating malfunctions and incorporating engineering changes. Maintains repairs, inspects, troubleshoots, and programs systems equipment or components. Reviews, analyzes, develops, prepares and applies engineering, technical and maintenance specifications, policies, standards and procedures. Organizes, analyzes and prepares reports and presentations of technical data and information. Plans and performs tests and evaluations of systems and/or system components. Compiles, processes, reduces, and analyzes test data and results. The Journey Level Engineering Technician may provide technical guidance to lower level technicians. |

Logistician III (Key)
| Function: | Performs various tasks related to the development, operation, evaluation, and improvement of C5ISR systems supportability and/or maintainability programs and information systems. Works on logistics and maintainability programs and with logistics and maintenance control organizations on issues such as: technical evaluation and identification of weapons systems logistics requirements and resources; development of logistics support and maintainability programs or plans; systems acquisition requirements analysis; budgetary or financial analysis and control; life cycle cost analysis and control; weapons systems hardware and software standardization and compatibility; Integrated Logistics Support (ILS)/Reliability & Maintainability (R&M) program test and evaluation planning and execution; and, ILS/R&M program management analysis. Collects, compiles, analyzes, investigates, researches, or applies logistics, maintenance, acquisition, or financial data and information. Develops, modifies, prepares, or validates documentation in relation to automated logistics or maintenance data reporting systems, and management information systems. |
| Education: | BS or BA degree; working towards Professional Logistics Certification. |
| Experience: | At least six (6) years of experience in defense life-cycle (acquisition) logistics, which includes at least two (2) years of experience in military systems. |

Manager (Key)
| Function: | Acts as an assistant manager and administrator to the Program Manager, Senior for the contracted effort. Serves as an interface and point of contact with Government program authorities and representatives on technical, schedule and cost aspects of designated projects on the contract. Oversees contractor personnel program/project operations, and reports progress to the Program Manager, Senior. Organizes, directs and coordinates the planning, execution and closeout of all contract and subcontract support activities. |
| Education: | BS or BA degree in a Business, Management, or "Relevant Technical Discipline". |
An AS or AA degree and an additional four (4) years of experience may be substituted for a BA/BS or an additional eight (8) years of experience (without Associates degree) may be substituted for a BA/BS.
Experience: At least six (6) years of professional experience in the Defense acquisition, and three (3) years of experience in support of Navy Acquisition management. Knowledgeable of acquisition policies and procedures. Demonstrated knowledge of and experience with the requirements of the DOD 5000 series. Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management.

Program Manager, Senior (Key)
| Function: | Acts as the overall lead, manager and administrator for the contract effort. Directs efforts of the prime and subcontractor(s) that involves personnel at multiple locations. Serves as the primary interface and point of contact with Government program authorities and representatives on technical, schedule, budget, program/project and contract administrative issues. Regularly briefs senior leadership on program status and milestones. Oversees contractor personnel program/project operations by developing management procedures, planning and directing execution of the technical, programming, maintenance and administrative support effort and monitoring and reporting progress. Manages acquisition and employment of program/project resources, and controls financial, budget, schedule and administrative aspects of the program/project with respect to contract requirements. |
| Education: | MS or MA degree in a Business, Management, or "Relevant Technical Discipline". |
| Experience: | At least twelve (12) years of professional experience in the Defense acquisition, three (3) years of which must have been in the previous six (6) years, in support of Navy Acquisition management; and a minimum of three (3) years supervisory experience. Experience with shipboard systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability. Experience in initiating and maintaining technical direction within broad program objectives directly related to aircraft systems, hardware and software, configuration control, test and evaluation, systems integration, and systems supportability. Experience managing different phases of C5ISR system acquisition, including Concept Development, SD&D. Knowledgeable of acquisition policies and procedures. Demonstrated knowledge of and experience with the requirements of the DOD 5000 series. Demonstrated ability to work with large and diverse teams and the ability to effectively provide guidance, direction, and supervision in all areas of contracted effort such as program management, systems engineering, major system acquisitions, and financial management. |

Cable Splicer
| Function: | Uses engineering drawings, work instructions, or other technical documentation to assemble cables. Ensures techniques, materials, and workmanship are according to technical standards, specifications and engineering directives. |
| Education: | High School diploma or GED; Vocational training commensurate with Department of Labor functional description. |
| Experience: | Adequate experience performing the duties of the labor category. Must be able to read, understand and comply with technical drawings, or specific written work instructions. |
Clerk Typist
| Function: | Prepares, maintains, and preserves technical or administrative documentation, data, correspondence, and records. Activities may include typing, work processing, or transcription, graphics preparation, filing, reproduction, and office equipment operation. Types technical reports, papers, test plans, other project/program documentation in final format from rough notes or drafts. Applies familiarity with specialized and technical terminology to edit, proofread and correct spelling, grammar, and phraseology. Must be able to operate word processing and reproduction equipment. |
| Education: | High School diploma or GED; Vocational training commensurate with Department of Labor functional description. |
| Experience: | At least one (1) year of clerical, secretarial, or office work experience; ability to type at least 40 words per minute. |
Computer Programmer III
| Function: | Applies knowledge of computer science concepts and techniques to independently write, modify, and adapt complex computer programs in machine level, assembly, and third or fourth generation programming languages. May guide or instruct lower level programmers and review their work upon completion, for accuracy and compliance with standards. |

Computer Systems Analyst III
| Function: | This labor category shall be able to perform analysis of business and communications systems for developing information system requirements and functions, must be able to evaluate state of the art computer hardware, software, and information system technology. Makes recommendations for systems improvements that provide for design and development of integrated information systems. May serve as lead analyst in a design subgroup, directing and integrating the work of lower level analysts. |
| Education: | High School diploma or GED; Vocational training commensurate with Department of Labor functional description. |
| Experience: | A total of ten years of experience in the analysis and design of business or scientific applications of computer systems and networks. |
Configuration Management Analyst
| Function: | Performs various tasks related to the configuration planning, management, evaluation, and improvement of electronic equipment and communication systems. Works with configuration and maintenance control organizations on issues such as technical evaluation and identification of electronic equipment and communication systems requirements and resources; development of configuration support and maintainability programs or plans; systems acquisition requirements analysis; and systems hardware and software standardization and compatibility. Develops, modifies, prepares, or validates documentation in relation to configuration or maintenance of automated data reporting systems, and maintenance information systems. |
| Education: | AS or AA degree. |

Drafter/CAD Operator, Journey Level
| Function: | Works from sketches, computer models, and verbal information supplied by an engineer, architect, or designer to determine the most appropriate views, detail drawings, and supplementary information needed to complete assignments. Applies knowledge and skill in drafting methods, procedures, and techniques in order to prepare complex engineering and technical drawings (three dimensional drawings and developing modeling aids) for structural, mechanical, or electrical equipment, systems, and assemblies. May use mathematical formulas to compute weights, loads, dimensions, or material quantities. |

Engineering/Electronics Technician, Senior (Installation)
| Function: | Leads the execution of complex tasks. Applies engineering techniques, principles and precedents to develop, design, modify, install, test, evaluate, or operate electrical, electronic, avionics, mechanical, communications, or related data processing systems for military C5ISR systems or associated support equipment. Has demonstrated knowledge of Technical Specification TS9090-310G, Navy Modernization Program Management and Operations Manual's (NMP-MOM) Appendix H, Alterations to Ships Accomplished By Alteration Installation Teams (AITs). Has the ability to plan and program shipboard installations within various DoN, commercial and Government shipyard databases, such as SHIPMAIN and RMMCO. Has demonstrated knowledge of and is familiar with latest commercial planning software applications, such as MS Project. Reviews, analyzes, develops, prepares or applies engineering, technical or maintenance specifications, policies, standards, or procedures. Organizes, analyzes, and prepares reports or presentations of technical data and information. Plans and performs tests and evaluations of systems equipment or components. Compiles, processes, reduces, or analyzes test data results. |
| Education: | High School diploma or GED; completion of a technical school, trade school, or advanced armed services technical school curriculum or course of training in electricity, electronics, avionics, mechanics, armaments/ordnance, or engineering technology; or completion of at least 30 semester hours of course studies at an accredited college or university in an engineering, scientific, or technical curriculum. |

Financial Analyst
| Function: | Provides financial and/or accounting support to the activity Accounting Department, Budget Department, Financial Systems Department or Business Operations Department, or other organizational support elements and other activities. Collects, compiles, analyzes, investigates, researches, or applies logistics, maintenance, acquisition, or financial data and information. Develops, modifies, prepares, or validates documentation in relation to automated logistics or maintenance data reporting systems, and management information systems. |

Material Coordinator

| Experience: | At least two (2) years of experience, to include: Coordinating and expediting flow of material, parts, and assemblies within or between various buildings in accordance with program and project priorities. At least 2 years’ experience in packaging, handling transportation, and storage of materials. Arranging transfer of equipment and materials to meet production schedules; examining material to verify type specified for current project. Experience maintaining electronic records of equipment, parts and material movement in, out and around facilities. |
Material Expediter
| Function: | Locates and moves materials and parts between work areas of facility to expedite processing of goods, according to pre-determined schedules and priorities, and keeps related record. Reviews production schedule, inventory reports, and work orders to determine types, quantities, and availability of required material and priorities of orders. Confers with managers to determine materials overdue and to inform them of location, availability, and condition of materials; locates and moves materials to specified work areas, using cart or hand truck, and records quantity and type of materials distributed and on hand. Generates the required documentation for obtaining equipment and material through Military and commercial sources. Work may include the following tasks: directing Power-Truck Operator or Material Handling Laborer to expedite movement of materials between storage, lab and production areas; compare work ticket specifications with material at work stations to verify appropriateness of material in use; and may update and maintain inventory records, using computer terminal. |

Project Analyst

Familiarity with SECNAV, OPNAV and OSD forms related to PPBS, Military Interdepartmental Procurement Requests, Work requests, Requisitions, Contract Data Requirements List, and DD 254. |
