Question 1: Many of the labor categories require several years of specific experience supporting the LAMPS MK III program (Engineer Electrical, Engineer Electronic SR, Engineer Systems RF and Program Manager); four of ten key labor categories require specific LAMPS MK III experience. Would the Government consider revising the language to reflect experience with airborne communication links vice the specific LAMPS MK III system to ensure fair and adequate competition?

Question 2: Which level of repairs will be conducted at St Inigoes, and what will be sent to the OEM?
Will repairs be delivered to the OEM by the Navy (NAVSUP)? Or the contract winner?

Answer: Per SoW section 4.3.3.2, "The contractor shall provide technical services to operate an ISEA laboratory and firmware test bed..." and the contractor shall use the laboratory to "monitor the technical performance of the ICIS LAMPS MK III equipment". The contractor shall "perform lowest level repair of modules and directional antenna for the LAMPS MK III or other systems; and monitor the status of all repairable modules for the supply inventory".
All levels of repair support for items that NAVSUP has designated NAVAIR 4.5.10 as the Navy's repair activity are intended to be supported by the contractor, typically at Webster Field. For other items, the contractor may be required to work with the Navy, with OEMs, or both to determine the most cost- and schedule-efficient means to repair certain items, including tracking delivery and reception between Navy, contractor, and OEM facilities. For items where the OEM is NAVSUP's repair activity, the items would typically be delivered to the OEM by NAVSUP.

Question 3: Sources Sought language regarding man-hour support is confusing. One sentence reads “The estimated period of performance consists of a base year and four one-year options with performance commencing in February 2015.” Two sentences later it reads “The Level of Effort for five years is estimated at 174,200 man-hours.” The provided MS Excel file (Attachment 4_DRAFTLEVELOFEFFORT) shows 174,200 man-hours per year for a total of 871,200 man-hours. Which is correct?

Answer: The sources sought language was incorrect. The period of performance will be for five years, consisting of a base year and four one-year options. The estimated performance commencement date is February 2015. The level of effort per year is 174,240; totaling 871,200 man-hours for the entire effort.

Question 4: It was mentioned at the Industry Day that capability statements are to be submitted via the Seaporte portal. However, the sources sought states email. Which is the required method of submission?

Answer: The size standard for any business in SeaPort-e is determined by what has been certified: (1) in the basic contract of the vendor at the award of the basic contract; (2) the modification awarding the award term of original contract (effective April 2009); or (3) what was re-certifed at time for rolling admissions (if a vendor volunteered to re-certify its size standard) and a modification to the contract was issued to incorporate the change, whichever is most recent.

Answer: The requirements and process to gain NAVSEA approval of an entity's Quality Management System are defined in NAVSEA Technical Specification TS9090-310F, ALTERATIONS TO SHIPS ACCOMPLISHED BY ALTERATION INSTALLATION TEAMS, dated 22 June 2011. See paragraph 3.12 of that document.

Answer: Contractors are unable to check approval status until contract award. Once there is an award, the awardee is able to view the website provided in Question 12 above, after the submission of Non-Disclosure Agreement and System Authorization Access Request (SAAR) forms. Contractors are not required to be on this list prior to contract award. Contractors are only required to understand the process and have the ability to be included in this list as soon as possible after contract award. Even if a contractor is on the list prior to award, the contractor would still need to resubmit for approval to perform the specific work required by the contract.

Answer: The schedule has changed as follows: Posting of Pre-Solicitation - 1st Quarter of FY 14; Final Solicitation - 2nd Quarter of FY14; Anticipated Award - 1st Quarter FY15. The Performance Start Date stays the sames as stated at Industry Day, 01 February 2015. Please note these dates/'milestones are subject to change. If this occurs, an update via this portal will be provided.
