SECTION C
DESCRIPTION/SPECIFICATIONS
CLIN's 7000, 7010, 9000, 9001, 9010, and 9011, and Option CLIN's 7100, 7110, 9100, 9101, 9110, 9111, 7200, 7210, 9200, 9201, 9210, 9211, 7300, 7310, 9300, 9301, 9310, 9311, 7400, 7410, 9400, 9401, 9410, and 9411. The supplies and services shall be provided or performed in accordance with the Performance Based Statement of Work (PBSOW) as outlined below:
C-1 PERFORMANCE WORK STATEMENT
1.0 BACKGROUND
The Naval Air Warfare Center, Aircraft Division (NAWCAD), St. Inigoes mission involves the design, development, integration, testing, evaluation, certification, maintenance, and logistics support of Naval electronic and communications equipment, subsystems and systems. The Integrated Communications and Information Systems (ICIS) Division (AIR 4.5.10) supports numerous Department of Defense (DoD) and other Federal agencies by performing various system engineering, design, development, integration, training, test and evaluation, installation, fielding, certification, maintenance, life cycle, software development, and logistics support of command & control (C2) and communications systems. ICIS’ mission is to provide the technical support that is essential to meet the requirements for development, engineering and procurement support of mission systems for shipboard, airborne and ground-based & surface platforms. The purpose of this task order is to provide engineering, development and technical support services necessary to fulfill ICIS Division’s mission needs as dictated by the Navy, DoD and other Federal agency requirements.
2.0 SCOPE
The Program Executive Office Integrated Warfare Systems (PEO IWS) has tasked ICIS Division to be the Acquisition Engineering Agent (AEA), Design Agent (DA), and the In-Service Engineering Agent (ISEA) to support the introduction and life cycle management of the AN/SRQ-4 Radio Terminal Set (RTS) and associated equipment as well as other components of the Light Airborne Multipurpose System (LAMPS) MK III Weapon System. ICIS has also been tasked by the Multi-Mission Helicopter Program Office (PMA 299) to provide Systems Engineering and Logistics Support services for the Ku-Band upgrade to the Radio Terminal Set (AN/SRQ-4(Ku)) and its airborne counterpart AN/ARQ-59 that is designed for use on the MH-60R platform. Originally using a unique C band frequency waveform, LAMPS MK III is currently migrating to Ku Band frequencies using a Common Data Link (CDL) compatible waveform. Thus, ICIS is currently supporting two significantly diverse data link variations (C and Ku bands) that are in two different life cycle support stages for LAMPS MK III. ICIS is responsible for systems engineering; verification testing of the shipboard installations; and performing Board of Inspection and Survey (INSURV), Integrated Logistics Support (ILS) audits, and all other life cycle support actions to implement and maintain the LAMPS MK III Weapon System in the fleet.
ICIS has also been tasked to be the ISEA to support the life cycle management of the Ship’s Data Recorder System and the United States Coast Guard (USCG) RD681B RecordersReproducers Service Life Extension Program (SLEP). Due to increasing cost to maintain the systems the USCG has authorized ICIS to execute the SLEP for all deployed RD681B RecordersReproducers. Additionally, the Digital Voice Logging Recorder System (DVLRS) is used as a replacement for the RD674B/UNH RecorderReproducer in support of ICIS. Current and planned operating sites include United States Navy (USN) ships, United States Coast Guard (USCG) ships, and USN/USCG shore installations.
Additionally, ICIS provides engineering and technical support services for designated fleet combat system elements which interface with the LAMPS MK III; this includes, but is not limited to, training and test systems, sensors (radar and sonar), imagery, Forward-Looking Infrared (FLIR), C2, weapons, platform displays and voice communications between the various platforms including ship and air platforms, manned and unmanned aircraft, ground mobile, and fixed shore sites.
3.0 APPLICABLE DOCUMENTS

Compliance with the detail, standards, specifications or policy contained in these documents is essential in the performance of this contract. 4.0 TECHNICAL REQUIREMENTS
The following subparagraphs describe the advanced research and development support, engineering support, and technical tasks and functions to be accomplished under the contract. Unless otherwise specified, throughout this statement of work the reference to systems, solutions, capabilities, components, etc., applies to software as well as hardware whenever the required task or function can reasonably be applied to both. Physical security, information assurance policies, and the overarching guidance necessary to protect and safeguard hardware and information associated with the tasks performed under the contract, along with specific physical and information security requirements associated with the systems and equipment being provided, shall be strictly adhered to when applicable.
Efforts accomplished under the contract will ensure the hardware and software components composing communication and information systems developed and fielded by NAVAIR 4.5.10 will satisfy the operational and technical performance requirements of the sponsors and end users, and that life-cycle engineering, technical and logistics support is provided to fielded systems. The contractor shall not perform any inherently governmental functions as defined in FAR 2.101.
4.1 Engineering Support
The contractor shall provide engineering, technical, and logistic support for the LAMPS MK III program and other Integrated Communications and Information Systems Division (ICIS) systems and equipment as defined in the following paragraphs:
4.1.1 Monitor Production Tests
The contractor shall monitor and provide progress reports on developmental, engineering, first article, environmental stress screening (ESS), and production reliability acceptance tests (PRATs) conducted by prime equipment production contractors. Monitor and provide progress reports on production, environmental, and other special tests. Provide a daily progress report while attending any of test events. Make engineering recommendations to resolve engineering, production, or quality problems which may be uncovered as a result of these tests. Witness factory acceptance tests in conjunction with Government representatives. Participate in planning, conducting, and monitoring first article acceptance tests in accordance with MIL-HDBK-2036. 4.1.2 Review Production Contract Deliverables
The contractor shall evaluate the prime hardware contractor’s CDRL deliverables for technical accuracy in the various disciplines such as Electrical/Electronics Engineering, Logistics, Software Engineering, test engineering, etc. and make recommendations for improvement to achieve program goals. 4.1.3 Review Specifications
The contractor shall monitor the prime hardware contractor's adherence to specifications, drawings, quality, and production and shipping schedules. Maintain and provide recommendations for improving or updating these specifications. (CDRL A001)
4.1.4 LAMPS MK III Test and Evaluation Procedures
The contractor shall develop and maintain test and evaluation procedures for LAMPS MK III or other ICIS supported equipment aboard USN ship classes CG-47, DDG-51, CVN-68 and FFG-7; and USCG ships. Additionally, develop new test procedures or revise existing test procedures, both with and without the Helicopter Data Link Simulator (HDLS) (e.g., TS-4120A/SRQ-4 Radio Terminal Test Set, etc.). Develop specifications and/or upgrades to the HDLS and/or other peculiar support equipment for the LAMPS MK III and other ICIS supported systems. (CDRL A002)
4.1.5 AN/SRQ-4 Subsystems Analysis
The contractor shall provide systems engineering, analysis, and testing on equipment and subsystems which include, but are not limited to, the interfaces of the AN/SQQ-89, AN/SQQ-28, AN/SA-2112B(V)STQ Radar Azimuth Converter, Radar Azimuth Distribution System, AN/ARQ-44, AN/ARQ-59, Forward Looking Infrared (FLIR) Production (Model II), Cooperative Engagement Capability (CEC), Penguin, Hellfire, and Standoff Land Attack Missile (SLAM) Guidance and Display. These subsystems and equipment interface directly with, or are used in testing, the LAMPS MK III at both fleet units and laboratory support facilities. Provide systems engineering, analysis, and test on RD-681/RD-674/DVLRS recorder/reproducer series equipment and subsystems, and with other designated ICIS supported equipment. The contractor shall be able to operate support equipment such as spectrum analyzers, oscilloscopes, voltmeters, frequency counters, data analyzers, HDLS and other test simulators , and waveguide testing systems. 4.1.6 System Engineering Support
4.1.6.1 The contractor shall provide subject matter expertise for LAMPS MK III engineering support to several joint service working groups that facilitate the interoperability of CDL systems. (CDRLs A001, A003, A004)
4.1.6.2 The contractor shall define common networking formats to facilitate the sharing of sensor information between multiple air and surface sensor collection platform types, such as. Global Hawk, LAMPS MH-60R, Fire Scout Vertical Take Off and Landing Tactical Unmanned Aerial Vehicle (VTUAV), P-3, P-8 Multi-Mission Maritime Aircraft, small surface combatants, large decks, and ground based terminals. (CDRLs A001, A003, A004)
4.1.6.3 The contractor shall define the application of common networking standards (e.g. IEEE standard 802.3 Ethernet and Generic Framing Procedure) for a wireless, high bandwidth environment. (CDRLs A001, A003)
4.1.6.4 The contractor shall participate with multi-vendor CDL interoperability certifications. Develop a test plan to validate waveform, network and sensor data interoperability between multiple CDL vendors. Participate in reviews of the CDL Class I Waveform Specification to ensure and enhance interoperability between the LAMPS CDL Hawklink and other CDL systems. Monitor the development of new CDL systems to ensure maximum interoperability with LAMPS Hawklink and to avoid frequency spectrum conflicts. (CDRLs A001, A003, A004, A005)
4.1.7 Simulation Systems
The contractor shall analyze requirements and define necessary simulation systems and interfaces to emulate the signals and impedance for equipments including but not limited to AN/SRQ-4, AN/ARQ-59, and RD-681/RD-674/DVLRS recorder/reproducer series equipment. (CDRL A001)
4.1.8 Development and Maintenance of Specifications
The contractor shall prepare draft documentation for Government review such as performance requirements or specifications to enable Government purchase of items such as test equipment, simulation/stimulation devices, and software/firmware development systems. (CDRL A001)
4.1.9 Development and Maintenance of Repair Documentation
The contractor shall provide technical engineering services necessary to translate the production contractor's production, test, and repair data into proper formats with the necessary content to maintain the LAMPS MK III, and RD-681/RD-674/DVLRS recorder/reproducer organic repair facility. This effort shall include developing test data and certification plans and procedures, operational test program sets (OTPSs), as well as monitoring the certification. (CDRLs A001, A002, A003)
4.1.10 Analysis of Radio Frequency Emitters and Interference
The contractor shall provide engineering analyses of potentially interfering emitters and other engineering problems concerning the communicating systems. Devise engineering solutions by design changes, frequency management, or changes to the interfering system to minimize the effects. (CDRL A001)
4.1.11 Data Analysis
The contractor shall perform theoretical analyses of communications systems to define problem areas and possible solutions using various techniques, such as Link Budget Analysis, Design Budget; etc. Perform engineering test and evaluation to support analytical data. Participate in engineering working groups and attend working group meetings. Evaluate proposed system improvements and recommend changes to ensure design goals, engineering test, technical evaluation (TECHEVAL) and system related upgrades proceed as smoothly as possible. 4.1.12 Development of Field Changes
The contractor shall recommend field changes to improve equipment performance based upon analysis of the following:
a. The reports received under paragraph 4.4.1,
b. Problems described by Government technical activities,
c. Problems noted by contractor personnel during work on fleet operational units.
After the Contracting Officer’s Representative (COR) review and approval, the contractor shall implement field changes or prepare field change kits for installation by ship's company or shipyard personnel. (CDRLs A001, A004)
4.1.13 Engineering Change Proposal (ECP) Development
The contractor shall develop ECPs to solve engineering, `production, or logistics problems on or associated with the LAMPS MK III, AN/ARQ-44, HDLS (such as the TS-4120A/SRQ-4, etc.) RD-681/RD-674/DVLRS recorder/reproducer series equipment or other ICIS supported systems. Develop ECPs to resolve diminished source of supply or component obsolescence issues. ECPs shall be developed using the guidelines of MIL-HDBK-61A. (CDRLs A004, A006)
4.2 Fleet Support for Designated ICIS Systems and Equipment
The contractor shall provide engineering, technical, and logistic support for LAMPS MK III systems, RD-681/RD-674/DVLRS recorder/reproducer series equipment, and other designated ICIS supported systems and equipment as defined in the following paragraphs:
4.2.1 Installation and Checkout
The contractor shall provide ship installation coordination services and status reporting on all past, on-going, and future installations. (CDRL A001)
4.2.2 Alteration Installation Team Management Support
4.2.2.1 In support of on-site installation of ship alterations (SHIPALT), engineering changes (EC) and field changes (FC), the contractor shall provide logistics and technical support for AIT effort in compliance with NAVSEA Fleet Modernization Program. The contractor shall comply with NAVSEA Code 04XQ AIT quality requirements and become listed on the NAVSEA AIT Approved Quality Systems List. (CDRL A001)
4.2.2.2 After the Government’s approval of ECPs, safety hazard notices, or accident reports, the contractor shall install corrective action kits or refurbishing the equipment at NAWCAD St. Inigoes, aboard ship, and at other equipment locations. The contractor shall adhere to the AN/SRQ-4 Hazardous Material (HAZMAT) Control and Management Plan and best commercial safety program practices as established by the contractor and approved by the Government. The contractor shall adhere to the HAZMAT plans for other ICIS equipment as applicable. (CDRL A001)
4.2.3 ISEA Lab
As part of the ISEA lab support, the contractor shall provide logistics, engineering, and maintenance support to the Ship/Air Interoperability Laboratory (SAIL) at NAWCAD Patuxent River. Support shall also include planning and providing logistics and technical support to the Master Ship Ground Station (MSGS) and Master Ship Bench Station (MSBS) at Lockheed Martin Owego NY. The NAWCAD St. Inigoes ISEA lab support shall establish and maintain a program to satisfy Electrostatic Discharge (ESD) sensitive equipment and material handling in project lab, depot, warehousing and shipping areas. Maintain level of ESD protection that meets the level of protection and handling that is required for the applicable hardware. Designate an ESD coordinator to perform tasks to coordinate the ESD program, including but not limited to organization of training, monitor of ESD support hardware, maintenance of ESD policies and procedures, and replacement of ESD materials. The ESD coordinator will be trained and proficient in ESD policies and procedures. (CDRL A004)
4.2.4 On-Site Fleet Support
4.2.4.1 The contractor shall provide on-call engineering support in response to MMDLS Branch supported equipment, including the LAMPS MK III and RD-681/RD-674/DVLRS Recorder/Reproducer related "tech assist" requests from the fleet. The COR will issue a work statement to the contractor when a "tech assist" requirement occurs. Six requests per year to overseas ports and thirty requests per year within the Continental United States can be expected. The contractor, acting as a "Subject Matter Expert", shall troubleshoot and provide corrective maintenance which may be beyond the methods available to the end user. (CDRLs A001, A007)
4.2.4.2 The contractor shall perform on-site installation certifications, verifications, tests, and checkouts in accordance with applicable Installation Certification Procedures. Provide technical services to perform, monitor, or assist in operational test of the LAMPS MK III air and ship data link systems, or other systems. Combat System Ship Qualifications Test (CSSQT), and Deploying Group Systems Integration Tests (DGSIT) services are to be performed on approximately 24 ships over 8 events per year in an "at sea" status where preliminary data indicates readiness. The contractor shall perform LAMPS MK III preliminary checkouts (in addition to previously cited requirements) using the LAMPS MK III HDLS (e.g., TS-4120A/SRQ-4, etc.) or other equipment. The contractor shall report on problems or failures in operational testing and in accordance with the ship’s availability and shall repair failed equipment on site so that operational testing can proceed. (CDRLs A001, A007)
4.2.4.3 The contractor shall provide technical personnel pierside to participate in Shipboard Combat Systems, Command, Control, Communications and Computer Readiness Assessments (C5RA), Post Shakedown Availability (PSA) tests, Post-Restricted Availability (PRAV) inspections, and Inspection and Surveys (INSURV) to determine the material readiness of the LAMPS MK III system, which will involve approximately 40 trips per year. Review the combat system test plans regularly and recommend changes as needed. (CDRLs A001, A007)
4.2.4.4 The contractor shall provide personnel to support on-site alteration installation team (AIT) requirements for various SHIPALTs, ECs, and FCs. Typically, team sizes range from one to four personnel depending on alteration type. Approximately 10 AIT installations per year are anticipated. Provide personnel to attend various meetings such as the National Transportation Safety Board’s international symposium on transportation recorders, Combat System Readiness Reviews (CSRRs), Top Management Attention (TMA) (part of NAVSEA initiative), NAVSEA's Cumbersome Work Practices Task Force (CWP-TF), and various users’ meetings (i.e. the USCG). (CDRLs A001, A007)
4.2.4.5 The contractor shall provide personnel for follow-up support on-site for AIT post-installation support. Typically, one person is required for follow-up software updating of system equipment. Approximately 15 events per year are anticipated. (CDRLs A001, A007)
4.2.4.6 The contractor shall provide technical personnel to participate in the shipboard verification of Alterations Equivalent to Repair (AERs) and Inspection and Surveys (INSURV) to determine the material readiness of AN/SRQ-4, RD681/RD674/DVLRS recorders or other ICIS-supported systems or equipment on board U.S. Navy ships. Typically, one person is required per event; approximately 24 events per year are anticipated. The contractor shall develop and maintain Fleet test programs and provide integrated, non-redundant, planned maintenance system (PMS) format test packages. PMS will be used to determine the equipment/system condition of material readiness during the operational life cycle. (CDRLs A001, A007)
4.2.4.7 The contractor shall provide an installation team to support cycled or emergency directional antenna repair actions or grooms. Typically, the installation team is a two person team. Approximately 15 antenna grooms per year are involved. (CDRLs A001, A007)
4.2.4.8 The contractor shall be capable of fully supporting as many as five of the previously listed shipboard visits simultaneously, or three installations and one fleet event simultaneously. (CDRLs A001, A007)
4.2.5 Remote Fleet Support
4.2.5.1 The contractor shall provide support services for LAMPS MK III, RD681/RD674/DVLRS or other designated ICIS equipment installations. Respond to technical and logistics problems as reported in the Planned Maintenance System Feedback Report (PMSFRs), casualty reports (CASREPs), Trial Cards, or special communications. The contractor shall respond to the problems after the Government Project Lead’s concurrence. This effort will entail approximately 60 support actions per year. (CDRLs A001, A008)
4.2.5.2 The contractor shall provide distant technical support to Fleet Activities, Fleet Technical Support Centers (FTSC) and other agencies in compliance with ICIS policies. Distance support, which will consist of providing technical assistance via email, telephone, or naval message communications directly to the ship or the regional maintenance centers and port engineer, will be conducted via email, telephone, or naval message communications. This effort will entail approximately 72 support actions per year. (CDRL A001)
4.2.6 Fleet Equipment Inventory
The contractor shall generate and maintain (on a Quarterly Basis) a fleet LAMPS MK III, RD-681, RD-674, DVLRS and other designated equipment inventory listing to include the baseline configuration for each system, its field change status, interface modifications or restrictions, and cognizant maintenance and operational personnel. The list’s format shall be developed by the contractor and approved by the COR. (CDRL A004, A008)
4.2.7 Operational Equipment Audit
The contractor shall perform audits approximately four times per the year of all Navy LAMPS MK III or other designated equipment to ensure that configuration documentation accurately reflects the actual equipment configuration. Audits shall be conducted from the initial system installation, modification, or later designated inspection periods to include the status of onboard repair parts, Maintenance Assist Modules (MAMs), technical manuals, and special and common tools and test equipment. 4.2.8 Maintenance Parts Inventory
The contractor shall maintain an inventory of the parts required, i.e., special-purpose, long-lead-time, high usage, Government Property, etc., to perform installation, maintenance, overhaul, and repair of the LAMPS MK III, RD-681, RD-674, DVLRS and other designated equipment. This effort shall include setting up a stock area, maintaining stock levels, and keeping all associated records. Manage MAMs and installation checkout (INCO) kits, including recommending orders and receiving, assembling, and shipping assembled kits and components. Provide replenishments and trace shipments. Additionally, provide quarterly inventory reports. (CDRL A004, A008)
4.3 Logistics Analysis and Support
The contractor shall provide logistics support and monitoring to evaluate and make recommendations for the improvement of LAMPS MK III, RD-681/RD-674/DVLRS recorder/reproducer series equipment, and other designated equipment logistics. (CDRLs A002, A008)
4.3.1 ILS: Reliability and Maintainability
The contractor shall monitor the supply support posture including sparing availability through CASREP and maintenance data collection system (MDCS) data analysis, and provide emergency logistics support (parts and documentation). (CDRLs A001, A008)
4.3.2 ILS: Training
4.3.2.1 The contractor shall provide approximately 15 on-site post-installation training events per year, with each event expected to last two days for Navy and shipyard personnel who are responsible for installing, maintaining, and operating the LAMPS MK III, or other designated systems. The training shall be conducted at the shipyard or other specified sites to be determined at the time of task assignment. (CDRLs A007, A009)
4.3.2.2 The contractor shall monitor fleet maintenance information (CASREPs and MDCS data) for problems or deficiencies relating to the lack of adequately trained personnel, and make appropriate recommendations. (CDRLs A006)
4.3.3 ILS: Hardware and Software Support
4.3.3.1 The contractor shall provide both planned maintenance and repair support for the LAMPS MK III, RD-681/RD-674/DVLRS recorder/reproducer series equipment, and other designated equipment. (CDRLs A001)
4.3.3.2 The contractor shall provide technical services to operate an ISEA laboratory and firmware test bed for the LAMPS MK III, RD-681/RD-674/DVLRS recorder/reproducer series equipment, and other ICIS designated equipment/systems. Perform firmware support for maintenance and upgrades for designated equipment. Develop the software required to exercise the LAMPS MK III using the LAMPS MK III SRQ-4, AN/ARQ-59, and AN/ARQ-44 and various interface simulators provided. The LAMPS MK III lab computers and associated peripherals as well as the AN/ARQ-44 and AN/ARQ-59 will be available for this effort. The contractor shall provide reports and documentation as required to: design, assemble, test, and validate the necessary simulation system; test, operate, and maintain the laboratory equipment and provide software support; develop, review, and test recommended firmware modifications and provide the software and hardware support for both the LAMPS MK III and computer-based simulation systems; monitor the technical performance of the ICIS LAMPS MK III equipment, HDLS (such as the TS-4120A/SRQ-4), AS3274/SRQ4, RD-681/RD-674/DVLRS recorder/reproducer repair facilities; perform lowest level repair of modules and directional antenna for the LAMPS MK III or other systems; and monitor the status of all repairable modules for the supply inventory. For any repairable item, the repair action shall be initiated within two calendar days when the repairable item was inducted to be repaired. In addition, the repair shall be completed in ninety (90) calendar days or less of Repair Turn Around Time (RTAT) minus the required time to acquire the materials for the repair. The RTAT is defined as the time period from the time the repairable item is inducted to be repaired to the time the repairable item is shipped out of ICIS’s Webster Field Annex. 4.3.4 ILS: Packaging, Handling, Storage and Transportation
4.3.4.1 The contractor shall plan and schedule services for shipment of LAMPS MK III and other designated equipment to installation, repair or overhaul activities. (CDRLs A018, A019, A032)
4.3.4.2 The contractor shall provide incidental material required for installation and checkout and fabrication of special test equipment or developmental models. (CDRLs A001, A008)
4.3.4.3 The contractor shall document receipt of all project materials by control number, nomenclature, description, serial number, and date of receipt in a format to be supplied by the Government. This information shall become part of a project property history log. Inspect each piece of equipment received to determine its configuration/field change status. Submit an updated project property history log on a quarterly basis. (CDRLs A001, A008)
4.3.4.4 The contractor shall inspect each item received to determine its condition and compliance with the packing list. Advise ICIS of any discrepancies within three working days. Generate and deliver Report of Item Discrepancies (RODs), notice of price differences, or a Quality Deficiency Report (QDR). (CDRLs A001, A008)
4.3.4.5 The contractor shall stage all project materials which may include up to 15 LAMPS MK III data link systems, 24 INCO kits, and 100 MAM kit sets, as well as a consolidated shore-based allowance list (COSAL) load out for the Ship/Air Interoperability Laboratory (SAIL) at NAWCAD Patuxent River and the Avionics System Integration Lab (ASIL) at Lockheed Martin’s Owego, NY facility. The contractor shall be responsible for all consigned materials stored in contractor furnished spaces. The contractor shall be liable for the loss, breakage, or damage of any material while held in custody by the contractor. Establish and maintain a staging area of approximately 1000 square feet to house "F" condition LAMPS MK III equipment. Provide for movement of "F" condition assets to repair facilities. (CDRLs A001, A008)
4.3.4.6 The contractor shall stage all project materials for RD-681/RD-674/DVLRS recorder/reproducer series equipments. The contractor shall be responsible for all consigned materials stored in contractor furnished spaces. The contractor shall be liable for the loss, breakage, or damage of any material while held in custody by the contractor. (CDRLs A001, A008)
4.3.5 ILS: Technical Documentation Support/Configuration Management (CM)
4.3.5.1 The contractor shall generate and/or update installation control drawings (ICDs) per approved ECPs to reflect the NAVSEA (or other) directed system improvements, in accordance with Government specifications. Review ship installation plans and SHIPALTs for various types of ships to ensure installations are in accordance with ICDs. Provide recommendations to the Government concerning necessary modifications to these documents. (CDRLs A001, A020)
4.3.5.2 The contractor shall generate draft versions, review and/or provide comments on engineering change proposals (ECPs), waiver/deviation requests, test reports, and other engineering documentation related to the LAMPS MK III, RD-681/RD-674/DVLRS recorder/reproducer series equipment, or other designated ICIS equipment, or its interface devices using the guidelines of MIL-HDBK-61A. Provide technical recommendations via document review reports. (CDRL A006)
4.3.5.3 The contractor shall monitor and report on production baseline audits. More than one audit may be required, depending on the number of production facilities. (CDRLs A001)
4.3.5.4 The contractor develop and maintain a CM database system for the LAMPS MK III or other designated equipment. The contractor shall use system drawings, parts lists, ECPs and other engineering documentation for the CM database system. The contractor shall index and archive LAMPS MK III software and hardware documentation. (CDRLs A021, A022)
4.3.5.5 The contractor shall prepare technical manual revisions documenting all field changes, following standard NAVSEA technical manual criteria. Maintain the latest complete version of planned maintenance system (PMS) documentation for the LAMPS MK III or other designated systems. Maintain and produce updates to the Configuration Identification Manual (CIM). (CDRLs A008, A023)
4.3.5.6 The contractor shall provide configuration and project management support to maintain existing drawings of the LAMPS MK III or other designated systems. The contractor shall be capable of maintaining LAMPS MK III documentation in various forms and formats, including AutoCAD, Mylar, aperture card, and hard copy. Maintenance of these drawing packages shall be computer-based. The contractor shall incorporate approved Engineering Change Notices (ECNs) into the master drawings and lower level copies and distribute approved copies to the appropriate activities for all designated equipments, including, but not limited to, the AN/SRQ-4. Distribution shall be in accordance with MIL-PRF-5480G. Design change notice (DCN) preparation shall also be the responsibility of the contractor. (CDRLs A001, A004, A024)
4.3.5.7 The contractor shall prepare and present drafts of updates to Logistics Support Plans, Logistics Support Summaries and the Depot Plan for the LAMPS MK III and other designated systems. (CDRLs A001, A004, A008)
4.3.6 Computer Software Solutions
The contractor shall provide support for the design, development, and integration of computer software solutions. Provide support for the development and maintenance of documentation associated with the software development process. Utilize accepted best practices, techniques, and approaches to ensure effective and efficient software development and integration. Develop software in accordance with the guidelines and methodologies of Capability Maturity Model (CMM) Level III. Source code developed in support of the contract becomes the property of the U.S. Government. (CDRLs A010, A011, A012, A013, A014, A015, A016, A017)
4.4 Software Development Support
The contractor shall provide the following services to design, develop, update and integrate computer software solutions and to ensure compatibility with system hardware. Results of design activities, software integrations, analysis, and associated technical data shall be provided in accordance with applicable CDRLs. (CDRLs A010, A011, A012, A013, A014, A015, A016, A017)
4.4.1 General Requirements
The contractor shall design, develop, and integrate computer software solutions and interfaces, and ensure compatibility with system hardware. This includes developing and maintaining documentation associated with the software development process as well as the software product, utilization of accepted best practices, techniques, and approaches to ensure effective and efficient software development and integration, and development of software in accordance with the guidelines and methodologies of Capability Maturity Model Integration (CMMI) process improvement maturity model. (CDRLs A010, A011, A012, A013, A014, A015, A016, A017)
4.4.2 Software Development Requirements
At the onset of specific project tasking, the contractor shall define a general Software Development Plan (SDP) appropriate for the computer software efforts to be performed under this order. This approach shall be documented in a Software Development Plan. The contractor shall follow this SDP for all computer software to be developed or maintained under this effort. (CDRL A010)
The SDP shall at a minimum:
a. Define the contractor's proposed life cycle model and the processes used as part of that model. In this context, the term "life cycle model" is as defined in IEEE/EIA Std. 12207.0.
b. Contain the information defined by IEEE/EIA Std. 12207.1, section 5.2.1 (generic content) and the Plans and Procedures in Table 1 of IEEE/EIA Std. 12207.1. In all cases, the level of detail shall be sufficient to define all software development processes, activities, and tasks to be conducted.
c. Identify the specific standards, methods, tools, actions, strategies, and responsibilities associated with development and qualification.
d. Document all processes applicable to the system to be acquired, including the Primary, Supporting, and Organizational life cycle processes as defined by IEEE/EIA Std. 12207, as appropriate. Such processes shall be equivalent to those articulated by CMMI and the development processes shall adhere to, at a minimum, CMMI Level 2 processes.
e. Include the content defined by all information items listed in Table 1 of IEEE/EIA Std. 12207.1, as appropriate for the systems and be consistent with the processes proposed by the developers.
f. Adhere to the characteristics defined in section 4.2.3 of IEEE/EIA Std 12207, as appropriate.
g. Describe the overall life cycle and include primary, supporting, and organizational processes based on the work content of this order.
h. Be in accordance with the framework defined in IEEE/EIA Std. 12207.0, including, but not limited to, defining the processes, the activities to be performed as a part of the processes, the tasks which support the activities, and the techniques and tools to be used to perform the tasks.
i. Contain a level of information sufficient to allow the use of the SDP as the full guidance for the developers. In accordance with section 6.5.2a of IEEE/EIA Std. 12207.1 such information shall at a minimum contain, specific standards, methods, tools, actions, reuse strategy, and responsibility associated with the development and qualification of all requirements, including safety and security.
j. Utilize a Government provided/designated facility or distributed environment for software development, test, and configuration management; documentation check-in/check-out and version control; and code maintenance.
k. Deliver any and all source code and associated concept papers associated for software, test related software and applications developed under this order.

4.4.3 Source Code: This shall include Source Code files, Object files, Executable files, Library files, script files and configuration files that would be necessary to generate, execute and document the changes. Source code and associated files becomes the property of the U.S. Government. (CDRL A017)
4.4.4 The SDP shall be delivered to the Government for concurrence. The Contractor shall follow the Government concurred-with SDP for all computer software to be developed or maintained under this order. Any changes, modifications, additions, or substitutions to the SDP also require prior government concurrence. (CDRL A010)
4.4.5 Any software tools developed that will be hosted by the Navy Marine Corps Intranet (NMCI) or run on NMCI workstations will be designed to be certified for NMCI and comply with NMCI policy. Additionally, any servers supporting this effort will be transitioned to meet the requirements of the current NAVAIR Server Consolidation effort.
4.5 Supplemental Engineering and Integration Support
The purpose of the following is to provide ICIS with additional capacity to design, integrate, test and deliver fully integrated and supported mission systems that are small-to-medium in both scale and complexity. These mission systems may be stand-alone in nature, or be a component of a larger Command, Control, Communications, Computers, Combat Systems, Intelligence, Surveillance, Reconnaissance, and Targeting (C5ISRT) system or network. Efforts under this section may also involve the mission system's integration into various types of platforms: shipboard, airborne, and ground/mobile/fixed site facilities.
4.5.1 Systems Engineering
The contractor shall provide systems engineering support services to develop and upgrade the designated platform's mission system design. The contractor shall perform the following duties:
4.5.1.1 Perform the systems engineering support necessary to effect government directed changes to the systems. Identify the requirement, determine the availability of sufficient data to develop GFI, conduct technical reviews, and conduct turnkey/design budget study to ensure parametric values are not exceeded. Provide system design package, reports, and recommendations as a result of these studies and evaluations. (CDRLs A001, A024)
4.5.1.2 Develop parametric data for use with platform design envelopes, as directed by ICIS. (CDRLs A001)
4.5.1.3 Update the platform's drawings and Government Furnished Information (GFI) by incorporating approved baseline design changes as directed. Review and provide comments for installation drawings and technical documentation. Determine the impact of new equipment and systems on the phased GFI and submit review comments. Provide engineering drawings in AutoCAD and/or ASCII format which are Initial Graphics Exchange Specification (IGES) compatible. (CDRLs A024)
4.5.1.4 Identify and correct system, subsystem, or equipment deficiencies that affect the system. Provide technical reports detailing deficiencies and recommended resolutions. (CDRL A001, A024)
4.5.1.5 Conduct impact/feasibility studies and analyses to evaluate proposed design changes to the system. Determine impact of proposed design changes on TDB design parameters, prepare operational impact analyses and feasibility studies of proposed design changes, and conduct research on platform specifications to validate proposed changes, prepare requests for waivers, and provide reports and recommendations as a result of these studies. (CDRL A001, A024)
4.5.1.6 Conduct research and assess potential applications of emerging technologies to the mission system. Identify and evaluate the suitability of commercial-off-the-shelf (COTS)/non-developmental-item (NDI) equipment to satisfy functional requirements. Evaluate deficiencies, including environmental (i.e., shock and vibration) considerations of COTS/NDI equipment candidates and propose resolutions. Conduct performance testing of COTS/NDI equipment to evaluate its compliance with performance specifications and to assess interoperability within the mission system. (CDRL A001, A024)
4.5.1.7 Attend conferences and meetings to exchange programmatic information related to the mission system. Provide meeting/conference minutes and respond to action items. (CDRL A007)
4.5.2 Design Engineering
The contractor shall provide engineering support to develop design change request documentation for system upgrades to the mission system. The contractor shall also:
4.5.2.1 Design and develop mechanical interfaces, isolation systems, positive restraint systems, and hardware to facilitate equipment integration, shipping, and installation. (CDRL A001, A024)
4.5.2.2 Conduct software modeling to include 2-D/3-D visualization of platform spaces, equipment modeling, space optimization, human engineering analysis support, and maintenance access studies support. (CDRLs A010, A011, A012, A013, A014, A015, A016, A017)
4.5.2.3 Develop/correct outline and installation control drawings to be provided as GFI for the installation of the mission systems on the designated platform, and prepare individual equipment outline and installation control drawings for free-standing equipment with no approved ICD. (CDRL A020)
4.5.2.4 Develop and maintain drawings to be provided as GFI to the platform. (CDRL A024)
4.5.2.5 Prepare 3-D drawings of the affected spaces/room arrangement depicting TDB space envelopes for mission systems equipment and equipment cabinets, and annotate to reflect not-to-exceed TDB values. (CDRL A024)
4.5.2.6 Prepare detailed electrical/mechanical assembly and installation control drawing packages as directed by ICIS to include the following:
a. Preliminary/Final Cable Running Sheets
b. Preliminary/Final Space Arrangement Drawings
c. Preliminary/Final Method Mounted Equipment Drawings
d. Preliminary/Final Installation Control Drawings
e. Preliminary/Final One-Line Power Diagrams
f. Preliminary/Final Cable Block Diagrams
g. Preliminary/Final Interface Control Drawings
h. Preliminary/Final Fabrication and Assembly Drawings (CDRLs A020, A024)
4.5.2.7 Develop and maintain technical manuals in accordance with applicable government specifications to reflect the approved baseline configuration. (CDRL A004)
4.5.2.8 Develop/update technical manuals for all equipment used in the systems not documented as government standard or are incomplete. Manuals will be prepared in accordance with current applicable government specifications. (CDRL A004)
4.5.2.9 Review all platform documentation for ICIS equipment and provide technical inputs and recommendations. (CDRL A001, A004)
4.5.3 Assembly, Integration, Test and Verification
The contractor shall provide technical and engineering services to track, modify, stage, integrate, test, and deliver the mission system to the designated delivery/integration point for the designated platform. (CDRLs A001, A002, A003, A005)
4.5.3.1 Integration Engineering
The contractor shall provide engineering support services for integration, testing, and installation of equipment and components into the mission system at either the contractor's facility or at NAWCAD St. Inigoes. Integration engineering support shall include the following:
4.5.3.1.1 Resolve problems during mission systems integration/installation and testing- either before or after delivery of the mission system to the platform- and prepare change requests as required, and provide a discrepancy report detailing all technical information relative to discrepancies associated with the integration or testing of any equipment, group, or system. (CDRLs A001, A006)
4.5.3.1.2 Recommend modifications and corrective action to mission system hardware and software to correct design deficiencies discovered during installation, test, operation, or maintenance. (CDRL A001)
4.5.3.1.3 Develop and revise as-built drawings, cable running sheets, and other related documentation to reflect approved system design. (CDRLs A004, A024)
4.5.3.1.4 Review drawings for consistency with interfaces; review and update the mission systems sections of the appropriate documentation. (CDRLs A001, A004, A024)
4.5.3.1.5 Ensure the configuration control process is maintained throughout the integration and installation effort to identify changes to cabinet/rack or console installation, design, and interoperability (e.g., cables, connectors, backshells, and interconnections) necessary to ensure control of system integration. (CDRL A021, A024)
4.5.3.1.6 Provide for the scheduling and periodic calibration of general purpose and special purpose tools and electronic test equipment. (CDRL A018, A032)
4.5.3.2 Equipment Delivery
4.5.3.2.1 The contractor shall provide support services for the delivery of equipment for each unique system. This includes the need to disassemble, refurbish, and prepare the mission systems for delivery, install protective coverings and packaging, prepare appropriate documentation including final inventory cards and DD-1149 or DD-250, and perform pre-shipment quality control inspections. (CDRL A008)
4.5.3.2.2 The contractor shall coordinate shipments and shipment preparation with appropriate transportation authorities, monitor shipment loading in accordance with the approved Equipment Delivery Plan, and monitor unloading of the equipment at the platform's integration facility (i.e., shipyard, military base, factory, etc.). The contractor shall provide follow-up support for delivery of late equipment to the integration facility. (CDRL A008, A018, A032)
4.5.3.2.3 The contractor shall receive, track, inventory, issue, and monitor all material, equipment, technical data, and logistic support items throughout the entire acquisition process. (CDRL A008, A018, A019)
4.5.3.2.4 The contractor shall plan and coordinate the procurement and delivery of equipment with vendors to ensure deliveries meet required schedules. (CDRL A008, A018, A019, A032)
4.5.3.2.5 The contractor shall monitor the status of the orders and the projected delivery dates of ordered material and equipment. (CDRL A001, A008, A018, A019, A032)
4.5.3.2.6 The contractor shall ensure that spare parts necessary to support system integration/installation, and those required at the installation/integration site are available when needed in order to meet client and system deployment schedules. (CDRL A001, A008, A018, A019, A032)
4.6 Progress Reports
4.6.1 Status Report
