a. The government has a requirement for aeronautical/aircraft welder in accordance with PWS 12.8 and Addendum 1A. | 3 | The 11/08/2013 Government response to number 3 and number 11 did not answer the question which asked the Government to provide historic data or future expected estimates for the number of weekend and holiday hours worked each year. Please provide this data so bidders can factor this cost into their bids. | The allotted overtime hours (6th & 7th day) under the current 5 year contract as follows: Fallon- 6,151 manhours; Yuma-14,337 manhours; and Key West- 10,539 manhours, however, there is no separate CLIN structure for overtime hours on this solicitation. The current solicitation provides for a range of hours and these hours are inclusive of weekdays, weekends, and holidays. Pay differentials, if any, would be contained within the CBA. The requirement for Weekend and holiday maintenance are driven by many factors including weather, world events, operational tempo, or unanticipated mandatory training requirements. |
| 4 | The 11/08/2013 Government response to number 12 did not answer the question which asked the Government if the Government is providing sufficient facility workspace at Yuma with the elimination of the trailers. Bidders did not have an opportunity to visit the Yuma site. |
a. Please clarify if the Government provided facilities at Yuma are sufficient for the contractor to perform all RFP/PWS requirements.
b. If the Government provided facilities are inadequate, then it seems appropriate for the Government to make available site leasing information (facility sizes and lease costs) as common information to all bidders to preclude an unfair advantage to the incumbent.
a./b. It is up to the offeror to determine how to fulfill the government requirements. On the current contract, additional trailers have been leased by the contractor to perform the requirements. However, as indicated in the PWS Addendum 1B "The Government will not provide the current five (5) 14X60 foot trailers used for shop space that are adjacent to Hangar 146".
The offeror should determine its facility requirements to perform the tasking in the PWS, and determine how to secure these facilities. The Offeror should contact the local Marine Corps/Naval Facilities Command for lease availability.
