| 16 | RFP Section L, Part B Specific Instructions, 4.0 Volume Price, 4.2.1 Price Proposal Instructions, Section 2 – Contractor Rates FAR 52.222-43: |
a) The RFP informs offerors that higher than AWD wage rates are historically required to sustain the local workforce at NAS Key West. Without the benefit of wage escalation, how does the contractor receive wage adjustment increases due to AWD revisions in light of FAR clause 52.222-43 which prohibits receiving adjustments when the contractor chooses to pay above the wage listed in the AWD?
b) For example: the prior year wage determination required a minimum wage rate of $10.00 per hour. The Contractor chose to pay $11.50. The new wage determination increases the minimum rate to $10.75 per hour. Is the contractor entitled to a pass through adjustment of $0.75 per hour?
c) Should the contractor separately label and cost the premium needed above the AWD wage as COLA, Per Diem, or Stateside Area Pay to sustain the local workforce at Key West? a/b) Any wage adjustment due to Area Wage Determination revisions are to be in compliance wtih the Service Contract Act of 1965, as amended, (41 U.S.C. 351, et seq., Fair Labor Standards Act and the applicable FAR clauses ( see the following clauses FAR 52.222-41 through 52.222-44).

a) Based upon this information, is it possible to operate in one SLIN one month and another SLIN the next, and another SLIN the next month?
b) Will the contractor bill monthly in the appropriate SLIN for the flight hours flown in that month.
c) Does the Government intend to provide the contractor a quarterly or annual flight hour projection, by month, in order for the contractor to plan staffing levels?
a) Yes, The Government may order different SLINs within the same ordering period. The specific SLIN ordered will vary based upon the total number of flight hours flown by the aircraft maintained by the contractor in a particular month (all Type/Model/Series (T/M/S))
b) Fixed Price SLINs will be billed IAW the delivery order.
c) It is the Government intent to provide projections of expected Flight Hours quarterly.
18 PWS 4.21. Management Information System, Data Collection, Documentation and Reporting Requirements. PWS 4.21 requires the Contractor to develop and maintain a Web-based Information System that provides maintenance and logistics support information and functions with query and update capability on a real time basis. These capabilities are not dissimilar to those found in NALCOMIS OOMA and the reporting capabilities of DECKPLATE.
a) Is it the Government’s intent for the Contractor to provide a system that duplicates the data and functionality in NALCOMIS OOMA and DECKPLATE?
b) Will the Government allow for Contractor system interface with NALCOMIS OOMA and DECKPLATE in order to provide the real time information and query capability required by PWS 4.21?
c) If so, when will this interface capability be provided in order to assure development and validation prior to full performance - contract start?
d) Please clarify what is meant by “real-time”.
a/d) No.The WIS system is required for at a minimun CDRL reporting requirements. It is not meant to be a dupicate for NALCOMIS or DECKPLATE, so no interaface is necessary. It is to replace the mail or e-mail method of suibmission for the CDRL reports to an active database, hence the "real-time" description.
b) No interface is available.
c) N/A
| 19 | RFP Section L, Part B Specific Instructions, 5.0 Volume 5 – Contract Administration: Sub-paragraphs of Volume 5.0 consist of a, b, b, c, and d. Is it the Governments intent for the Offeror to number paragraphs within Volume 5 of the proposal in this manner or should the paragraphs be numbered sequentially 5.0.a through 5.0.e? | The sub-paragraphs is updated in Amendment 2 to reflect 5.0a through 5.0e. |
| 20 | RFP Section B, B-2, O&A Tables: Per RFP Section B, O&A Tables: “The Government is providing the estimate of direct labor and fringe as a total dollar amount for each labor category.” |
This same paragraph reference also states: “The Offeror shall insert their proposed labor burden rates (LESS FEE) using the total dollar amount for each labor category”
a) It appears that only one number is provided rather than separate numbers for each labor category, is this an oversight?
b) Will the Government please clarify the directions for filling out B-2 O&A Tables by color coding them to assist in further explaining which specific cells the contractor is expected to complete?
| Revised Section B tables and B-2 description are posted to FBO and Doing Business with NAVAIR Website on Amendment 0001. | |

Attachments 10A and 10B are predecessor agreements that include wage rate increases (effective 01 March and 01 January of the base period) that are not considered escalation contingencies for which adjustment is provided under FAR 52.222-43. |
a) Will the Government confirm that the Offeror is to include these wage escalations in the base year pricing, in accordance with the rate increase schedules provided in the predecessor agreements?
b) Additionally, will the Government please confirm all Option Year Pricing shall be in accordance with CBA wage rates effective and March 1, 2015 for Fallon, and January 1, 2015 for Yuma, and not be escalated for any contingency to cover increased costs for which an adjustment is provided under FAR 52.222-43, Fair Labor Standards Act and Service Contract Act-Price Adjustment (Multiple Year and Option Contracts)?
a) For the base year pricing the offeror is to be in compliance with the Service Contract Act of 1965, as amended, (41 U.S.C. 351, et seq.)(SCA), Fair Labor Standards Act and the applicable FAR clauses ( see the following clauses FAR 52.222-41 through 52.222-44). b) For option year pricing, the pricing shall be in accordance with FAR 52.222-43.
Please see Amendment 2 for adjustment to updated estimated Period of Performance date.

The PWS references are the appropriate references corresponding to the Section L requirements. |
| 24 | Paragraph 2.2.2 Training and Qualification of Safety Personnel lists 4.20 Monthly Maintenance Planning and 4.25 Contractor Manpower Reporting, but does not list 4.23 Safety Program. Does the Government want 4.20 and 4.25 included in Section L Paragraph 2.2.2? | Section L Cross Reference Matrix in the RFP has been updated to reflect the correct PWS references. See Amendment 0002. |

| 28 | PWS Page 6, Section 4.1, Transition Phase-In and Exhibit A CDRLs. The term “contract start date” is unclear. Since there is no transition phase-in CLIN, it appears that the “contract start date” would be when the transition phase-in begins with “full contract performance” beginning after the transition phase-in period ends. 4.1 states “The Contractor shall ensure a smooth transition prior to full-scale performance by accomplishing the following:” 4.1.1 states “CDRL AA02 appears to define the “contract start date” as the first day after the transition phase-in ends. Please clarify the “contract start date” and “full scale performance start date”. | The CDRL was revised via Amendment 0002 and the actual CDRL will be physically replaced at Time of Award. To clarify: CDRL AA02 delivery will begin after the 60 day transition period concludes, not the contract award date. |
| 29 | PWS, Page 8, Section 4.11 Transient Services: Please provide the estimated or historic number of transient aircraft serviced each month for all sites. | The Government estimates one or two aircraft six to nine times per year. |
| 30 | PWS Page 15, Section 4.24.5 Navy Local Asset Management System (LAMS): What specific types of items will have their property records in the LAMS system? | IMRL items are tracked on the LAMS System |
| 31 | RFP Section L, Table 3.2, Cross Reference Matrix, lists PWS paragraphs 4.20 (Monthly Maintenance Planning) and 4.25 (Contractor Manpower Reporting) for Proposal Section 2.2.2 (Training and Qualification of Safety Personnel). |
a. Should the correct PWS paragraphs be 4.18 (Armament), and 4.25 (Safety Program)?
| Section L Cross Reference Matrix in the RFP has been updated to reflect the correct PWS references. See Amendment 0002. | |
| 32 | RFP Page 107-108, Clauses 52.217-8 and 52.217-9 set government notification of termination at one day before contract expiration. |
a. Recommend amending the (1) day advance written “notice to extend” to give greater notice and thereby allow contractor to better prepare for extension and to avoid potential conflict with the WARN Act which requires a minimum of 60 days notification to the workforce prior to closings and layoffs.
| The clause will remain unchanged. | |
| 31 | RFP Page 153, Section L, Paragraph 2.2.1.1 Key Personnel – Requires Offeror’s to provide Key Personnel position descriptions and requirements of the Key Personnel position in each of the functional areas and five resumes.
