| Number | Industry Question | Government Response |
| 1 | In response to question 13 of the Q&A issued on October 22, 2013, the Government stated “The Government will provide OT-13-20002 and OT-13-20045 and post to FBO.” With the delivery date rapidly approaching, when will the Government post these documents to the FBO? | Please refer to the OT DIDs posted to FBO on 15 November 2013. |
| 2 | Reference is made to PWS 7.2 “Supply Management Information System”, which requires the Contractor to “utilize the Government Supply Management Information System (SMIS) for inventory tracking and forecasting material demand data” and PWS 12.12, which identifies the requirement for a NALCOMIS OOMA System Administrator/Data Analyst (one per site). |
a. Does the Government anticipate that the NALCOMIS OOMA System Administrator/Data Analyst will also be responsible for fulfilling the role of the SMIS Administrator?
b. Does the SMIS augment or supplement NALCOMIS/OOMA data?
c. Does SMIS interface with NALCOMIS/OOMA?
d. Is SMIS accessible via the Government provided NMCI seats?
e. What is the operating system of SMIS? Is it SAP, Oracle, COTS material/inventory software, or was it organically developed?
a. The offeror must determine how to fulfill government requirements.
b. The SMIS uses data from NALCOMIS/OOMA but is a stand alone system.
c. SMIS does not have an automated interface with NALCOMIS/OOMA.
d. Yes - SMIS programs are accessible through NMCI seats
e. There are several government sponsored Defense Logistics Agency(DLA) programs that can be used to fulfill the SMIS function. It is not relevant to this RFP which platform they are coded in.
3 The Technical Library data provided by the Government does not provide enough clarity for bidders to determine the Yuma I-level staffing requirements. Please provide workload data to include through put for each specific I-level function listed in PWS Attachment (1), Addendum 1B, with at least 12 months of historical information. The offeror is required to determine staffing requirements for each site based on the data provided in the RFP.
