| 2 | RFP General – for those individuals that require a CAC (either for access to IT systems or access to installations), please provide information regarding the steps the contractor shall follow to submit the paperwork for the NACI (the minimum investigation requirement for issuance of a CAC based on HSPD-12). | The Government (Trusted Agent assigned within the squadron) shall assist the Contractor with obtaining a CAC. Refer to file name "CAC Procedures" posted on FBO. |
| 3 | PWS Addendums 1A, 1B, and 1C all state “The Contractor shall receive authorization in writing from the COR to work weekends and holidays.” |
a. Should there be a requirement to work weekends and/or holidays and the COR authorizes this work, how will the contractor be able to bill for these additional hours since there is no CLIN for these hours?
b. If the expectation is for bidders to include these costs as part of the CLINs 0X01, 0X02, and 0X03, then request the Government provide historical data for the last 5 years showing the number of weekend and holiday hours worked each year.
| a./b.) Each SLIN shows a range of hours and these hours are inclusive of weekdays, weekends, and holidays. Pay differentials, if any, would be contained within the CBA. COR Approval is required for access to the base and coordination with local activities | ||
| 4 | Do any of the locations have an onsite Cal Lab and if only one exists, does it support the other sites? | Yes, each site does have an on-site Cal lab. The contractor is not responsible for calibration. However per PWS 4.22.10 "The Contractor shall maintain and deliver a record by primary site of all PSE, with calibration and planned maintenance frequencies, due dates, tracking of the calibration cycles and planned maintenance". |
| 5 | Amendment 0002 B-2, Pages 3-6 of 29; Att_L-9_Parts_Material_Travel_O&A_130919.xls: The Gov't Estimated Direct Labor/Fringe amounts for CLINs 0X06 and 0X08 provided in Section B-2 Tables of Amendment 0002 do not match the corresponding amounts provided in Attachment L-9 for the corresponding CLINs. Which amount is correct: CLIN 0X06 - $29,050 or $29,400? CLIN 0X08 - $4,067 or $4,168.69? | CLINs 0X06 should read $29,400. CLINs 0X08 should read $4,170. Both Section B and Attachement L-9 will be updated in the follow-on Amendment. |
| 6 | For Section B in the RFP, should the total price line for SLIN 0303AC read “MAX NET AMT”; for SLIN 0307, should the total price line read “ MAX COST, FIXED FEE, TOTAL MAXCOST + FEE”? | In Section B SLIN 0303AC should read MAX NET AMT and CLIN 0307 should read MAX COST, FIXED FEE and TOTAL MAX COST+FEE. The SLIN and CLIN will be corrected with the next Amendment. |
| 7 | Also for Section B, should the Unit and Unit Price be filled in for the O&A’s? If so what is the Unit that should be used? | The O&A CLINs are CPFF and the Offeror shall fill in the total cost (See Section B-2 O&A Tables) and then a separate Fixed Fee, to arrive at the total estimated CPFF which should be populated in Section B for all O&A SLINs. |
| 8 | The “Gov’t Estimated Direct Labor/Fringe $” amount in Table B-2 is different compared to the “Government Estimated Cost (A) in “Att_L-9_parts Material_Travel_O&A_130919”, for Fallon and Key West. Which estimated costs should be used? | CLINs 0X06 should read $29,400. CLINs 0X08 should read $4,170. Both Section B and Attachment L-9 have been updated. |
| 9 | For Att_L-7_Prime_CCS_130918, Tab FFP PRICE ROLL-UP, should the description of the XXXAB SLIN’s read Maintenance Normal Range? | The SLINs XXXAB should read "Maintenance Normal Range". Updated attachment dated 131104 to be provided in the follow-on Amendment. |
| 10 | For Att L-6 Price Matrix, should the Max Qty for Direct Parts/Material SLIN’s for Option Year 1, 2 and 3 read 1(one) instead of 12 (twelve)? | These should read 1 (one). Updated attachment dated 131104 to be provided in the follow-on Amendment. |
| 11 | PWS Addendums 1A, 1B, 1C for each of the 3 specific sites state: “The Contractor shall provide maintenance support during surge operations. The Contractor shall receive authorization in writing from the COR to work weekends and holidays.” |
a. The second sentence implies that weekend and holiday work will be billed separately and therefore should not be included in the O&I FFP CLINs pricing.
b. Please verify that the contractor is to include surge operation pricing as part of the O&I FFP CLINs.
c. If the contractor is to include surge operation pricing as part of the O&I FFP CLINs, please provide historical data for the last 5 years that shows the amount of time annually the contractor works in addition to the normal 40 hour work week. If historic data is not available, please provide Government estimates for each year of the new contract.
a./c.) Each SLIN shows a range of hours and these hours are inclusive of weekdays, weekends, and holidays. Pay differentials, if any, would be contained within the CBA. COR Approval is required for access to the base and coordination with local activities
b) Yes, the contractor is to include surge operation pricing in the O&I CLINs 12 22 October 2013 Government response to question #10 regarding PWS Addendum 1B and the Government statement that the Govt will not provide additional facilities information.
a. Since there is a question on lease requirement, it is important that bidders understand if with the removal of the trailers there is sufficient space to perform all contract functions?
b. If not, what are the on base options for leasing space?
| The Offeror should contact the local Naval Facilities Command for lease availability. | |

c. Please clarify if “contractor’s premises” includes any and all “offsite” locations where aircraft are flown and landed for services by the contractor such as detachment site locations.
a) the NAVAIR 5252.228-9500 Clause, Additional Definitions with Respect to "Ground and Flight Risk" Clause (NAVAIR) (Dec 1991), is the means of the Contracting Officer designating the "contractor premises" pursuant to DFAR 252.228-7001.
