3PWS Page 3, Section 2.7, Applicable Documents. TYPE Commander Instructions/Directives and Maintenance Instruction Manuals, states “Available and furnished at the technical library at each primary site: NAS Fallon NV, MCAS Yuma AZ, and NAS Key West FL.” Section L – Instructions, Conditions and Notices to Bidders, paragraph 7.0 – Technical Library, states “A technical library of information directly related to the requirement of this contract is available to all offerors. The technical library, called the Central Technical Publications Library (CTPL), is physically located at NSAWC, NAS Fallon NV. -----------“. None of the TYPE Commander Instructions/Directives and Maintenance Instruction Manuals items referenced in PWS 2.7 were available in the technical library available to all bidders.

a) Will the Government make available the applicable technical directives covering F-5F/N aircraft systems (to include ordnance) maintenance and inspection requirements? It appears the incumbent contractor is the only offeror who has access to necessary technical directives.

b) Without access to, or identification of, all governing technical directives for which compliance is required as a baseline, how can an offeror understand the scope of work required on which to base an offer?

The Central Technical Publications Library (CTPL) identified in the PWS is for contract execution and not available for proposal preparation purposes. However, the Government has identified selected information available for proposal preparation at NAS Fallon identified as the "Technical Library" .

a) The Maintenance Instruction Manuals are available in the Central Technical Publications Library (CTPL) or via NATEC.

b) The Government has identified information to aide the Offeror in proposal preparation. In the event the Offeror deems additional information necessary, the Offeror may submit the request for specific materials in writing.

b. Will the Government provide replacement space for the 4200 square feet of trailer space?

c. Please identify the building in which I-Level work is performed.

a/b) The government does NOT intend to replace the loss of the 4200 square feet of space if the leased trailers are removed. The contractor will need to determine if the remaining work spaces are sufficient to perform the contract. If not, they will need to provide adequate work space to accomplish all tasks in support of this contract.

c) The facilities available for O&I Level repair are identified in Addendum 1B.

9 The Government’s response to previously asked question #58 “DRFP CLINS 0X03 AA/AB/AC define flight hour (FH) bands for each site. Please define how contractors will be notified when the Government will changes to a different FH band. For example, will a band be in place for an entire year and then be subject to change? Will the Government provide a lead notification prior to changing bands (e.g. 60 days notification prior to change)?” stated that No lead notifications will be provided.

a. Please clarify that the contractor could potentially have to adjust on a day-to-day basis without the ability to plan or forecast staffing adjustments for FH band changes.

b. This approach could potentially set up the contractor for poor performance trying to adjust to unpredictable Government changes.

c. Recommend the Government provide a notification period that allows the contractor to maximize effective contract support.

It is the Government intent to provide projections of expected Flight Hours quarterly. In execution, delivery orders will be placed with a Unit of Issue of One Month.

Cannibalization in both instances is authorized by the COR in writing.

a. Request the government define what “temporary flight status” means.

A temporary flight status is a limitation that the Government requires to make an aircraft flyable for Functional Check Flight or one time flight.
12The file header appears to be incorrectly stated in Att_L-8_Sub_CCS_130918; the header

reads: L-7 Prime Contractor Cost Summary (CCS). Should the header read: L-8 Sub

Contractor Cost Summary (CCS)?Attachment L-8 Sub CCS 130918 has be replaced in its entirety with the corrected attachment on Amendment 0002.
13In Technical Volume 2, section 2.2.1.1 Key Personnel; are resumes pages to be included
in suggested volume page count?Key Personnel Resumes will not be counted against the suggested page count.
14Given the recent government shutdown, will the Solicitation submission due date be extended beyond October 31, 2013?See Amendment 0002 which extended the proposal due date to November 20, 2013.

16In reference to CLIN X006 – X008. These CLINs are considered as FFP to be calculated under the FFP Attachment L-7 & L-8, while the pricing matrix L-6 identifies these CLINs as Cost. Please clarify the pricing arrangement of these CLINs. Which section of Volume 4 should bidders use to discuss cost details and ground rules & assumptions?Attachments L-7 and L-8 have changed in Ammendment 0001 to address this issue (see files "Att L-8 Sub CCS 130918.xlsx", "Att L-7 Prime CCS 130918.xlsx" and "Att L-9 Parts Material Travel O&A 130919.xlsx")

Ground Rules and Assumptions should be discussed in the Section 3a or 4a of the proposal volume, as appropriate, as insturcted in Section L 4.2 of the RFP.

17 Reference Section B, O&A Tables B-2 (table for CLIN X006 – X008).

a. The instruction stated “The government is providing the estimate of direct labor and fringe as a total dollar amount for each labor category.” However, the table shows total dollars for all 3 labor positions. Will the government provide a revised table to show cost for each labor category?

b. Additionally, per instructions for Attachment L-7, bidders are required to provide cost build-up details for CLINX006-X008, but given that base cost (cost + fringe) is already provided in Section B, O&A Tables B-2, will the Government provide an updated L-7 with the cost calculation that equals to the cost for all 3 labor positions in B-2? If the Government does not intends to provide an updated table, please advise as to how bidders should complete L-7 in relation to the base cost (cost up to fringe) as the final calculated price for each labor category and effectively the L-7, O&A table B-2, Pricing Matrix, and Section B would not match.

a. Please refer to Amendment 0001 for revisions to section B-2; and b. a revised L-9 Attachment.
18Is the Government intending to issue Transition Phase-In or ODC CLINs?No, the Government does not intend to issue Transition Phase-In or ODC CLINs. Please refer to PWS paragraph 4.1 for transition phase in requirements.
19If the bidder changes the formatting of Price Volume Spreadsheets, Attachments L-7 and L-8, according to Section L instructions, the number of printed pages will increase significantly, resulting in multiple binders for this Volume. We would like to use the same format and page setup currently used by the Government for Price Volume Spreadsheets, Attachments L-7 and L-8 in the print version only. Would this be acceptable?"
Yes, it is acceptable to retain the format provided in the Section L attachments provided as part of the solicitation.

33PWS 4.21 and 4.21.2 requires the Contractor to develop and maintain a Web-based Information System that provides maintenance and logistics support information and functions with query and update capability on a real time basis. Further; “This system shall be capable of performing management and control functions as well as tracking of all logistics requirements to include parts repair cycle, calibration, detachment pack up requirements, inventory management, and configuration status accounting”. These capabilities are not dissimilar to those found in NALCOMIS OOMA and the reporting capabilities of DECKPLATE. PWS 4.5 requires the contractor to report all discrepancies and order all parts in NALCOMIS OOMA. Additionally, PWS 4.21.2 continues: The WIS shall provide real-time accurate information and documentation and shall be capable of performing the following management and control functions:

a. Display high time information for automatic tracking of time/cycle-limited items to ensure replacement items are positioned to prevent aircraft and components from exceeding time/cycle limits.

b. Maintain a record by site of all Peculiar Support Equipment (PSE) and calibration frequency and due dates and tracking of the repair and calibration cycles.

c. Maintain an automatic cross-reference file of approved alternate/suitable substitute part numbers for all inventory items.

d. Maintain a record of all Not Mission Capable Supply (NMCS) and Partial Mission Capable Supply (PMCS) requirements by part number, aircraft Bureau Number (BUNO), date ordered and date received.

e. Maintain a record of aircraft flight hours and cycles by site, aircraft BUNO, material cost, average material cost per flight hour, and average flight hours.

f. Maintain an Awaiting Parts Status Report for each item on order with estimated delivery date.

g. Maintain a No Defect Report of those items turned in which have no defects. The report shall include part number, nomenclature, BUNO, usage/units of issue, turn in site code and serial number.

h. Maintain a Stock Inventory Report of all GFM that shall include Part Number, Nomenclature, Usage/Units of Issue, Stock Site Code, Storage Location, Stock Balance, and Authorized Level Balance.

PWS 4.22.1 requires the documentation of all completed maintenance actions within NALCOMIS OOMA. PWS 7.1.1 requires the use of NALCOMIS OOMA to order materials. Additionally, PWS 7.2 requires the Contractor to “utilize the Government Supply Management Information System (SMIS) for inventory tracking and forecasting material demand data”. PWS 12.12 identifies the requirement for a NALCOMIS OOMA System Administrator/Data Analyst (one per site).

i.) Is it the Government’s intention for the Contractor to provide a system that duplicates the data and functionality in NALCOMIS OOMA, SMIS and DECKPLATE? ii.) Will the Government allow for Contractor system interface with NALCOMIS and DECKPLATE in order to provide the real time information and query capability required by PWS 4.21 and 4.21.2? iii.) If so, when will this interface capability be provided in order to assure development and validation prior to full performance - contract start? iv.) Please clarify what is meant by “real-time”.

i/ii.) No.The WIS system is required for at a minimun CDRL reporting requirements. It is not meant to be a dupicate for NALCOMIS or DECKPLATE, so no interaface is necessary. It is to replace the mail or e-mail method of suibmission for the CDRL reports to an active database, hence the "real-time" description.

iii.) No interface is available.

iv.) In this context, real-time is meant to be the most current up to date information made available with in an hour of entry into the WIS system.
