About this file

This file is a Questions and Answers (RFI) document for the Kautz Road Substation Replacement project at Fermi National Accelerator Laboratory, covering a prefabricated control house building and 13.8kV Medium Voltage Arc Safe Switchgear. The document contains 108 detailed questions and responses addressing technical specifications, design requirements, equipment details, and clarifications from potential vendors. Key technical points include requirements for battery systems (450Ah capacity), fire alarm systems (Siemens Cerberus Pro panel), HVAC configurations, DC chargers, and specific electrical panel and switchgear specifications.

The solicitation involves a complex prefabricated control building with extensive electrical and systems infrastructure, targeting delivery by September 2027 and installation during an accelerator shutdown in 2028. The project is managed by the Department of Energy's Fermi National Accelerator Laboratory, with proposals originally due on October 14, 2025. Vendor responses indicate flexibility on some technical details, such as current transformer ratings and battery monitoring systems, while maintaining strict requirements on arc-resistant switchgear, fire system compliance, and overall building design specifications. The RFI process allows vendors to seek clarification and propose alternative solutions within the project's defined technical parameters.

47A sticking point in the specifications is section 2.5.1 which states:

The footprint of the new building shall be larger than the basement walls with the new footprint extending approximately 4 feet to the west and 29 feet to south of the existing basement. The new building shall be configured to accommodate an approximate 4 feet cantilever past the west basement wall. Building floor beams and supports shall accommodate the resulting design forces.

Our E-House designer has determined that we do not have a design that supports the cantilever approach. The roof and wall loads get transferred to the floor, which needs a foundation support under the long wall side (length) and the corners for proper load transfer and support.

We would have to take exception to this part of the specification and require that the existing foundation be extended by others to accommodate the larger building. This is a complex design and a lot of work to put together the proposal, so we would need to know that this would be feasible and acceptable before providing a proposal. Let me know your thoughts and if you can get an answer about the feasibility and acceptability of requiring that “the existing foundation be extended by others to accommodate the larger building”.Based on the pending geotechnical report, it is likely that the new foundations to support the control building will be deep foundations; in this case, it would be feasible that the foundation will be extended to accommodate the larger building.

67Specification Section 3.1BSpecification Section 3.1B - The switchgear should be Arc Flash Resistant of ANSI type 2BC with provision for alternate 1 high breaker design. Based on prior questions and answers, it is understood that the switchgear lineup requires 2-high breaker cells to be designed as Type 2B and 1-high or 3000A cells as Type 2C. Type 2C arc-resistant switchgear incorporates dedicated venting chambers into the plenum, ensuring that arc energy is contained within the compartment where the arc occurred and does not enter adjacent compartments. Given that the majority of the lineup consists of Type 2B cells, and we have no test report for a combined Type 2BC configuration, we propose to apply a Type 2B rating label to the entire switchgear lineup. The 3000A cells will be constructed with their own venting pathways into the plenum. Please confirm if this is acceptable.FermiForward requires Type 2C arc-resistant switchgear, along with the corresponding Type 2C test report.

102Would Fermi be able to send us a list of applicable FARs?Please reference Attachment 9 - FFDG General T&Cs for Commercial Products and Commercial Services (1/2025).
103Could the due date be extended even more? It will be cutting it close to have everything ready by 10/14. It’s a complicated building design and another couple of weeks would be very helpful. The due date must remain at 10/14
104During the site visit, it was mentioned by one of the Fermi people that the building needs to be ready to ship by September of 2027 and that it would be installed some time in 2028. Is that correct? I believe I also read that in the RFP. That’s quite a bit of time to deliver after an order is placed. Is there a reason it needs to be ordered so soon? This procurement is critical for the project's schedule and installation during the accelerator shutdown. Early fabrication and testing of the control house will provide assurances of meeting this schedule. Included in the RFP is storage of the completed control house, by the manufacturer, until FermiForward is ready for shipment and receipt of control house in 2028.
105ELECTRICAL
AC PANELBOARD SCHEDULE Drawing E-75Per the electrical AC panelboard schedule, PP-KRS-1-A1 and B1 show top feed, but circuit 61 is located bottom left. This is the main circuit breakers that are connected to transformers TR-KRS-1-A and TR-KRS-1-B. Would it be acceptable to keep the top feed entry point and have the main circuit breaker positioned at the top right, or should we follow the design where the main circuit breaker is located at the bottom left and change the entry point to bottom feed?Either option is acceptable. Main breaker should be located near the entry point of the panel board (top or bottom).
106ELECTRICAL
AC PANELBOARD SCHEDULE Drawing E-75Is an Eaton 277V, 20A, 9 pole lighting contactor (ECL type, non-combination, 120V coil voltage, NEMA 1, HOA) acceptable? Part number/manufacturer not specified.Eaton product is acceptable. Contactor shall be wired to control exterior lighting via photocell. See detail LC-1 on sheet E-75.
107ELECTRICAL
AC PANELBOARD SCHEDULE Drawing E-75Are Peterson panelboards with Siemens breakers acceptable in lieu of Square D?

Square D would require panels: PP-KRS-1-B1, PHP-KRS-1, DCP-KRS-1 & 2

to be split with one subpanel to accommodate all breakers. Sub panels would be MLO. Peterson has quoted us with no subpanels.Square-D is prefered. Per FermiForward requirement, circuit breakers shall be capable of accepting LOTO hasp product by Square D (Q01PAF). Fermilab requirements also require I-Line style panelboards for 480/277V panels. Lighting & Appliance-style panelboards (Square D NF panels, for example), are not permitted for 480/277V. Peterson panelboards shall meet these construction requirements, accept breakers capable of accepting the Square D hasp, and shall be approved by FermiForward.
108Drawing A-301Is 4.5" TSX-8500 board type insulation with R-30 value acceptable in lieu of fiberglass type? The flame spread, faced property per ASTM E84 is 25 or less. Smoke developed is <450.
This will reduce overall height of building. The use of a different type of insulation is acceptable as long as the walls meet R-19 value, roof R-30 and R-13 under the floor plate. Flame/ smoke development to also meet A-25/450 The interior height clearance should not be reduced as we need this height for equipment clearance.
109DRAWING E-500Please provide heat loss information for transfomer monitoring racks and COMED furnished equipment for more accurate calculations. (RCR#1, RCR #2, FINAL FIBEROPTIC INTERFACE CAB, COMED DC PANEL).We do not have the heat load details at this time. RCR#1 and RCR#2 are protection and relay panels, so their loads have been assumed accordingly for the preliminary calculations. Similarly, assumptions have been made for the fiber patch panel and the two ComEd DC distribution panels (100A each).

(eg. Cable tray, receptacles, lighting, wire guards…etc)Control Building E-House manufacturer is not responsible for installation of equipment and devices in basement. However, the E-House manufacturer shall design systems within E-House with intent to connect to basement systems. This includes provision of panelboard breakers, light switches, fire alarm & smoke detection panels, and all other equipment required to support future devices installed in basement by Others.
113S-210Please confirm basement access stairs to be by others. (qty 2)2x basement stairs to be provided by control house vendor per Control Building Specification Section 2.10.
114Control Building Specification Issue 1 Dated 4/24/2025 Section 2.8.1Is .25":12" acceptable in lieu of .5":12" slope?Reducing the slope is not acceptable. Slope of .5” to 12” is preferred for proper shedding of water/snow for this building type. The roof slope also follows the standards of what has been done in other Substations at Fermifoward.
115Control Building Specification Issue 1 Dated 4/24/2025 Section 2.14Adding to RFI #25, would single stage compressors be acceptable in lieu of 2-stage? Per preliminary HVAC calculations, (11) BARD 5-ton two-stage compressor AC units would be required.
If single stage units are acceptable, (10) 6-ton units can be provided to meet load at no redundancy.Single stage equiment is not acceptable. 2-stage compressors should be provided per specification requirements.

120DRAWING E-501 INTERIOR SECTION VIEW GRIDLINE 9 & E-504Can we lower the bus duct to match the height of the bus plenum? This adjustment would reduce the overall height by 21 inches, potentially resulting in significant cost savings. (15.27' -> 13.52')
Additionally, to avoid routing the bus duct over the plenum, we propose modifying its exit point from the building. This rerouting would shift the duct’s exit location by approximately 6 feet in both directions.Re-routing of the bus duct inside the switchgear room is permitted to allow for better placement of other equipment, such as cable trays or arc-flash plenums, provided that the overall size of the control building is not increased. Any proposed changes to the bus duct routing within the control building are subject to approval by FermiForward.

Please provide a preliminary sketch for review with proposal.
