About this file

This document is a Battery Monitoring System (BMS) Specification and Statement of Work (SOW) for a project at Fermi Lab's New 13kV Building. The specification requires installing a BMS for two new 125V station batteries, each with 58 vented lead-acid cells. The BMS will use Phoenix Broadband's Power Agent and must include individual cell monitoring, with sensors using crimped connections and tab washers. The system requires IP communication to ComEd's SCADA/IT system and must monitor parameters including string voltage, cell voltage, float current, discharge current, DC ripple current, cell temperature, cell internal resistance, and electrolyte levels.

Key technical requirements include wall-mounting the BMS controller near the battery, using a junction box with air vents, installing a CAT5 cable to fiber converter, obtaining DC power from the DC panel, and implementing communication protocols like SNMP and TCP/IP. The specification mandates corrosion-resistant and flame-resistant materials, a ground detection system, and detailed alarm capabilities. The installation also requires a placard stating that existing battery and charger preventive maintenance records must continue to be obtained and recorded. The project involves coordination between ComEd's Substation Engineering, Equipment Standards, and SCADA/IT teams, with final configuration and point assignments to be completed by Equipment Standards.

NEW BATTERY INSTALLATION

1. SCOPE

1.1. This specification covers the procedures to be followed when installing new stationary lead-acid storage batteries.

2. RECEIVING

2.1. Immediately upon delivery of the battery, examine for possible damage caused in transit.

Damaged cartons or packing material stained from leaking acid would be an indication of rough handling and should be noted on delivery of receipt.

2.2. Damaged or stained cartons should be opened immediately and contents inspected. If cell damage is found request an inspection by the carrier, file a damage claim, and notify the department responsible for purchasing the battery.

3. UNPACKING

3.1. Support the cells from the bottom when handling and unpacking. Never lift cells by their posts.

At all times exercise care when handling cells to prevent scratching of plastic jars and covers which could result in stressing and rupturing of the jar.

3.2. At the first opportunity, check the electrolyte level in each cell. Electrolyte levels may range from the high level line to slightly below the low level line. If the plates are covered but the level is below the low level mark, make no water additions until cells have been on float charge for one week. If the electrolyte level is below the top of the plates with less than 1/2" of the plate exposed, contact the manufacturer immediately for the purpose of adding sulphuric acid. If the level is 1/2" or more below the top of the plates, file a claim for concealed damage against the carrier and order a new cell.

3.3. Make certain that all accessories (intercell connectors, bolts, nuts, washers, terminal plates, cables, and flame arresters) have been received. If parts are missing contact the manufacturer.

4. STORAGE

4.1. The battery should be installed and given its initial charge as soon after receipt as possible.

4.2. The storage interval from date of shipment to date of initial charge should not exceed six (6) months for lead-calcium type batteries, with boost charges repeated at each additional six (6) month storage interval.

4.3. Connect the cells with temporary jumpers so that the initial boost or charge can be given to individual cells, group of cells, or preferably to the entire battery. Lead-calcium cells should be charged at 2.33 volts per cell (1.5 volts per cell if Nickel Cadmium) for approximately 144 hours (six days). This time period is for cell temperatures of 70°F to 90°F.

SYSTEM STANDARD

5. RACKS

5.1. Assemble racks in accordance with manufacturer's instructions. To provide sufficient stability, two and three tier racks must be securely anchored to either the floor or wall.

5.2. Metal racks shall be connected solidly to the station grounding system.

6. PLACEMENT OF CELLS

6.1. Determine beforehand the proper location of the positive and negative terminal of the battery so correct positioning of the initial cell on each rack row can be established.

6.2. Mark the center of the rack, determine the number of cells to be placed in each row, and proceed to place the first cell at the center working out to the two ends.

6.3. The standard spacing between cells is 1/2" at the top of the jars.

6.4. Cells shall be installed with the plates perpendicular to rack length.

6.5. Check so that the positive (+) terminal of each cell adjoins the negative (-) terminal of the next cell.

7. CONNECTING CELLS

7.1. The cell posts have been coated with corrosive resistant grease at the factory. Remove this grease from the contact surface with a dry cloth, neutralize the area with a bicarbonate and water solution and dry thoroughly. Clean the post contact surface with a plastic or fiber bristle brush or "scotch brite" scouring pad to provide a bright, shiny finish. Immediately coat with NO-OX-ID grease. Use care so as not to remove the lead plating and expose any bare copper.

7.2. The contact surface of the lead plated intercell connectors should be gently brushed the same as the posts until a bright, shiny surface is obtained and then apply a thin coat of NO-OX-ID grease to the contact surface of the intercell connector. If required, heat the NO-OX-ID grease to a cream-like consistency on an electric hot plate (160°F to 185°F) using extreme care not to overheat.

7.3. Install intercell connectors, adjust them to a level position and finger tighten hardware. Tighten the connections using two insulated wrenches in which one of them is a torque wrench (inch -pounds). Initially, torque the connections within each row to five inch-pounds below the manufacturer's recommended value.

7.4. After all the calls within the row have been connected, re-torque the connections to the manufacturer's recommended value.

7.5. Complete connecting of cells by installing necessary inter-row, inter-tier or inter-rack cable connectors. Do not connect battery to charger or bus at this time.

7.6. Before connecting the main terminals and charger leads to the battery, re-check to be certain that the cells are connected positive (+) to negative (-) throughout the battery string and then measure the total voltage of the cells in the battery. The measurement should be equal to the voltage of one of the cells (2.05 volts) times the number of cells. If the reading is less than this value, one or more of the cells are installed backwards.

7.7. Do not cutover battery and charger to station load via disconnect switch (if applicable) until
